1. Innovation and streamlining of the political system to make it lean, efficient, effective and suitable for the socialist-oriented market economy is a major policy that the Communist Party of Vietnam has focused on implementing in the innovation process. The goal of the restructuring and streamlining of the apparatus is to build a lean, transparent and effective political system, strengthen the leadership role of the Party, improve the effectiveness and efficiency of State management and the quality of operations of the Fatherland Front and socio-political organizations; promote the people's mastery; restructure, improve the quality and effectively use the contingent of cadres, civil servants and public employees; reduce regular expenses and contribute to reforming salary policies.
With the operating mechanism of the Party leading, the State managing, the people being the masters, the organization of the political system of our country since 1945 has included three blocs (Party, State, Fatherland Front and socio-political organizations), but to meet the requirements and tasks in each period (2), there must be regular adjustments. In 2017, the 12th Party Central Committee issued Resolution No. 18-NQ/TW, dated October 25, 2017, on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient". After more than 7 years of implementing Resolution No. 18-NQ/TW, especially from October 2024 to present, the Central Executive Committee, the Politburo, the Secretariat, Party committees, Party organizations and leaders at all levels and sectors have reached high consensus and resolutely implemented the policy of streamlining, improving the efficiency, effectiveness and efficiency of the political system ( 3) .
After the 13th Party Central Committee Conference held on January 23 and 24, 2025, the Party Central Committee issued Conclusion No. 121-KL/TW, dated January 24, 2025, summarizing Resolution No. 18-NQ/TW, dated October 25, 2017, of the 12th Party Central Committee, on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently". Accordingly, the organization of the Government apparatus for the 2021-2026 term will be streamlined and strong.
2. The policies and decisions of the Party and State of Vietnam on streamlining the apparatus of the political system have received great support from a large number of cadres, party members and people of all walks of life. However, "this is a really difficult issue, even very difficult because when streamlining the apparatus, it will involve the thoughts, feelings, aspirations and affect the interests of a number of individuals and organizations" (4) , and at the same time, there is a risk of being exploited by hostile, reactionary and opportunistic political forces to incite and incite in order to cause internal conflicts, disunity and sabotage. From the perspective of internal political protection work, it is possible to identify a number of issues that have arisen or may arise in the process of streamlining the apparatus of the current political system.
Firstly , hostile, reactionary, and opportunistic political forces take advantage of the reorganization and streamlining of the political system's apparatus to sabotage internally, through propaganda and distortion of the Party's guidelines and policies and the State's laws, causing public confusion and inciting sabotage from within. In fact, at present, hostile, reactionary, and opportunistic political forces are thoroughly using the rapid spread of social media to spread distorted and incorrect information about the content, purpose, meaning, scientific nature, and feasibility of the revolution to streamline the political system's apparatus. To guide people's awareness, hostile, reactionary, and opportunistic political subjects organize "livestreams" with discussion topics on personnel work and the policy of streamlining the Party and State apparatus, thereby integrating bad and toxic information with official information to create confusion, making it difficult for social media users to distinguish "true - false", "right - wrong". In the name of "social criticism" and "contributing opinions" to the Party, hostile and reactionary subjects propose "plans" to merge provinces, cities, departments, ministries, and branches in an unscientific manner, contrary to the plan proposed by competent authorities, with provocative and destructive nature, and at the same time intentionally distorting the streamlining of the apparatus as creating "group interests", thereby inciting internal divisions and causing loss of trust among cadres, party members, and people in the Party and State.
In the process of streamlining and streamlining the apparatus of the political system, Party committees, Party organizations, internal political protection agencies at all levels and functional agencies under the Ministry of Public Security and the Ministry of National Defense actively deploy measures and professional work to prevent the risk of foreign special agencies and reactionary organizations seeking to take advantage of the merger and rotation of cadres between agencies and units to place "planted" subjects in important and confidential agencies, departments and positions in order to collect state secrets, influence internal transformation, and sabotage Vietnam's internal affairs in the long term.
Second , the arrangement and streamlining of the political system's apparatus can cause internal conflicts and disunity within agencies and organizations. Streamlining the apparatus means cutting down on staff and rearranging the personnel, thus directly affecting the thoughts, feelings, aspirations and interests of cadres and party members. Therefore, in the implementation process, it requires agencies, organizations and cadres and party members themselves to be united, have high determination, courage and even sacrifice personal interests for the common interests of the Party and State. If the competent authorities do not do a good job of political and ideological work, and at the same time, the implementation of policies for the number of cadres and party members affected by the arrangement and streamlining of the apparatus is not timely, and the failure to "retain" talented people can lead to dissatisfaction, conflicts and disunity within agencies and organizations. The harmful effects of internal conflicts and disunity will directly affect the success of the implementation of the policy of streamlining the apparatus of the Party and State of Vietnam; it will destroy the ability to debate, the scientific, correct and democratic nature in implementing the policy of streamlining the apparatus in each agency and organization. It can even cause some capable, qualified and qualified officials to leave their positions in state agencies, causing a waste of high-quality human resources.
Third , the risk of corruption, negativity, and waste in some agencies and organizations, along with the mentality of dissatisfaction, political ideological degradation, "self-evolution" and "self-transformation" of some cadres, civil servants and public employees, is related to the arrangement and streamlining of the political system's apparatus. The process of streamlining and streamlining the apparatus of the political system needs to guard against the risk of some individuals taking advantage of their assigned duties and responsibilities to commit corruption, waste, and loss of public assets at agencies and units subject to termination/merger or failing to comply with the organization's assignment, being picky about job titles and positions, choosing places with many benefits, choosing easy jobs and leaving difficult jobs, not willing to accept tasks in remote places or places with difficulties, or finding ways to lobby, influence, and "lobby" for job positions, taking advantage of appointing relatives, acquaintances, and family members even though they are not qualified or eligible to hold leadership and management positions, or arranging and placing them in positions with many benefits.
Along with that, the fear of change, the mindset of "complacency", fear of difficulties, avoidance of responsibility, lack of innovation and creativity still exist in many cadres, civil servants and public employees. The arrangement and streamlining of the apparatus means breaking the "old ways", requiring adaptation to the new working environment, greater work pressure, and higher professional capacity requirements. This easily leads to a situation where many cadres, civil servants and public employees are worried, lack motivation to work, and even show signs of implicit or explicit opposition, such as skepticism, lack of trust or misconception about the meaning and importance of the arrangement and streamlining of the apparatus of the political system; speaking and writing inconsistently with the Party's viewpoints and guidelines and the State's policies and laws on the arrangement and streamlining of the apparatus. Not only that, taking advantage of and using mass media and social media to incite discontent and opposition within the Party, causing division and suspicion among cadres, Party members and the people; connecting and colluding with hostile, reactionary and opportunistic political forces to propagate distortions and sabotage the Party and State's policies and decisions on restructuring and streamlining the organizational apparatus. These are manifestations of political and ideological degradation, "self-evolution" and "self-transformation" of a number of cadres, civil servants and public employees, hindering the process of restructuring and streamlining the organizational apparatus.
3. To strengthen internal political protection work, contributing to the successful implementation of the policy of the Party and State of Vietnam on streamlining the organization and apparatus of the political system, Party committees, Party organizations, internal political protection agencies at all levels and relevant functional agencies need to effectively implement the following key tasks:
Firstly , promote political and ideological education, information, propaganda and well implement the regime and policies for cadres, civil servants, public employees and workers affected by the reorganization and streamlining of the political system. Internal political protection agencies at all levels and relevant functional agencies need to proactively advise Party committees and organizations at all levels to do a good job of propagating, disseminating and thoroughly understanding the Party's policies and regulations and the State's laws; carry out well the political and ideological work for cadres, civil servants and public employees, creating high unity within the Party, within the political system and consensus among the people on the goals, requirements and urgency of the revolution of reorganization and streamlining of the apparatus, improving the efficiency, effectiveness and efficiency of the operations of agencies and units in the political system. Build and effectively implement a mechanism for information transparency and public disclosure of the results of reorganization and streamlining of the apparatus; Receive and promptly resolve comments and feedback from cadres, party members and people to ensure high consensus in society, ready to support, cooperate and actively participate in this process. Based on the resolutions, directives and conclusions of the Central Committee, Party committees, party organizations and relevant authorities need to effectively implement policies and regimes for cadres, civil servants, public employees and workers affected by the reorganization and streamlining of the political system's apparatus, focusing on policies to support finance, training, career conversion and appropriate job placement so that cadres, civil servants and public employees can work with peace of mind and contribute, avoiding creating dissatisfaction and negativity.

Second , improve the quality and effectiveness of internal political situation monitoring in the process of streamlining the political system's organizational structure. Internal political protection agencies at all levels and relevant functional agencies need to base on Decision No. 140-QD/TW, dated August 8, 2018, of the Secretariat of the 12th Party Central Committee, on "Regulations on coordination in performing internal political protection tasks between the Central Organizing Committee and the Central Inspection Committee, the Central Propaganda Department, the Central Internal Affairs Committee, the Central Military Commission, the Central Public Security Party Committee, the Party Committee of the Ministry of Foreign Affairs, the Party Committee of the Government Inspectorate" to grasp, assess, and forecast the internal political situation, promptly detect, handle, and effectively resolve complex factors arising related to cadres, party members, civil servants, and public employees in the process of reorganizing the apparatus of the political system, focusing on detecting cadres showing signs of dissatisfaction, negativity, political ideological degradation, corruption, negativity, and waste to have appropriate handling measures. Party committees and internal political protection agencies need to link internal political review work to serve party congresses at all levels with reviewing and rearranging the staff, civil servants and public employees in a reasonable manner, ensuring the promotion of the capacity and strengths of each cadre; retraining or transferring jobs suitable to the number of cadres with limited capacity, at the same time discovering and appointing virtuous and talented cadres to important and confidential agencies, departments and positions.
Third , focus on the work of preventing and combating corruption, waste and negativity, associated with the arrangement and streamlining of the political system's apparatus. Closely following the leadership of the Central Executive Committee, the Politburo, the Secretariat, and the Central Steering Committee on preventing and combating corruption, waste and negativity, Party committees, Party organizations and relevant agencies need to urgently perfect the institutions related to the apparatus organization, ensuring effectiveness and efficiency, not allowing new waste and negativity to arise; resolutely implement regulations on power control, especially strengthening power control, preventing and combating corruption and negativity in the implementation of the arrangement and streamlining of the apparatus organization, the staff, and the management and use of assets of agencies and organizations after the arrangement and streamlining. At the same time, continue to perfect and effectively implement the mechanism for people to monitor and control real power, creating favorable conditions for people to directly reflect and denounce corruption, waste, and negativity of officials related to the arrangement and streamlining of the political system's apparatus.
Fourth , effectively deploy the work of combating and refuting erroneous and hostile viewpoints related to the reorganization and streamlining of the political system's apparatus. Party committees and organizations at all levels focus on directing propaganda and mass mobilization agencies at all levels, press and media agencies to strengthen propaganda work to orient public opinion, strongly refute the distorted arguments of hostile, reactionary, and opportunistic political forces about the policy of reorganization and streamlining of the apparatus with new and sophisticated sabotage tricks to cause internal conflicts and undermine the trust of cadres, party members, and people. Party committees and organizations at all levels should strengthen the organization of dialogues, directly listen to the thoughts, aspirations, comments, and feedback of cadres, civil servants, public employees, and people about the reorganization and streamlining of the apparatus to propagate, explain, educate, and create consensus within the organization and society about this important revolution. Proactively detect, "resolutely and persistently fight against degradation, "self-evolution", "self-transformation" within the Party (5) ; strictly handle cadres, party members, and citizens who take advantage of and use information, communication, and social media to incite discontent and opposition within the Party, collude with hostile and reactionary forces to propagate distortions and sabotage the Party and State's policies and decisions on restructuring and streamlining the organizational apparatus.
Reorganizing and streamlining the apparatus of the political system is a key, urgent task, of vital significance to the country's development in the new era, while contributing to enhancing the Party's leadership role. In the process of implementing this important revolution, many major challenges have been and are being posed, including risks and factors from sabotage by hostile and reactionary forces and from complex issues arising within the Party, requiring Party committees, Party organizations and relevant functional agencies to focus on implementing internal political protection work, so that the process of reforming the apparatus can be carried out thoroughly, sustainably and effectively./.
