Maintain and improve the quality of literacy and illiteracy eradication

During the 2020-2025 term, the education and training work of Chieng Sinh commune (Dien Bien province) has had positive changes in both quality and quantity, especially in the field of universal education and illiteracy eradication. This is an important foundation to improve people's knowledge, create momentum for human resource development, and contribute to the goal of sustainable poverty reduction and new rural construction.

With an area of 209.6 km², 28 villages and over 15 thousand people, Chieng Sinh has the characteristics of a large area, scattered population, many remote areas. The lives of a part of the people are still difficult, the intellectual level is uneven, this is a big challenge in the work of maintaining the results of universal education and eliminating illiteracy.

Realizing that, the Party Committee and the commune government have directed schools and socio -political organizations to closely coordinate in mobilizing children to go to school, maintaining student numbers, and limiting dropouts. The whole commune currently has 11 schools with 138 classes and 3,870 students; the rate of mobilizing children and students to go to school is high. The universalization of preschool education for 5-year-old children is maintained; the universalization of primary and secondary education and the universalization of illiteracy are maintained and improved in quality.

Facilities and teaching equipment are continuously invested and upgraded, with the rate of solid classrooms reaching 95% (exceeding the Resolution of the term by 15%); the rate of schools meeting national standards reaching 90.9% (exceeding 4.9%). 100% of teachers and educational management staff meet or exceed standards in terms of professional qualifications.

Mobilizing the strength of the whole society to eliminate illiteracy

The work of eliminating illiteracy in Chieng Sinh does not stop at sending people to class but also focuses on maintaining the results after studying. The commune government has integrated poverty reduction programs, new rural construction, economic development with improving the intellectual level of the people. Mass organizations actively promote, mobilize, and encourage people to participate in studying, considering literacy as the key to opening up opportunities to escape poverty.

Literacy and continuing education classes are organized to fit the working hours of the people. Teachers are mainly those who have been in the area for a long time, understand the ethnic language, and are convenient in teaching and motivating students.

Chieng Sinh sets a goal for the 2025-2030 period to maintain and improve the quality of universal preschool education for children aged 3-5.

According to the Resolution of the First Party Congress of the commune, term 2025-2030, Chieng Sinh aims to maintain and improve the quality of universal preschool education for children aged 3-5, continue to maintain the standards of universal primary and secondary education and universal literacy. The rate of preschools and general schools meeting national standards and educational quality inspection strives to reach 95%; the rate of solidified classrooms, public service rooms, boarding/semi-boarding facilities reaches 95%.

In addition, the commune will promote the socialization of education, mobilize resources to build infrastructure, and support students in disadvantaged areas, especially children of ethnic minorities. Vocational training linked to market needs is also focused on, with the target of training 175 or more rural workers each year, contributing to increasing income and improving life.

Mr. Do Van Son, Chairman of the People's Committee of Chieng Sinh Commune, said: "Eliminating illiteracy is not only the task of the education sector but also the responsibility of the entire political system. We will continue to mobilize the strength of the community, closely combining propaganda, material support and creating favorable conditions for all people to have the opportunity to study and improve their qualifications."

Linking illiteracy eradication with socio-economic development

The results of eliminating illiteracy and improving the intellectual level of the people have contributed to creating positive changes in the economic and social life of Chieng Sinh. People have better access to scientific and technical advances in production; effectively apply models of cultivation and animal husbandry; and are more proactive in finding markets for their products.

In particular, literacy helps people access support policies from the State, agricultural and forestry extension programs; boldly participate in cooperatives, contributing to increasing income and reducing the poverty rate to 20%, aiming for less than 3% by 2030.

With high political determination, consensus of the people and support of all levels and sectors, the work of eliminating illiteracy in Chieng Sinh will continue to be maintained and developed, contributing significantly to the goal of building a commune that meets new rural standards, improving the material and spiritual life of the people.
