According to the content of the telegram, in recent days, heavy rains and floods on a large scale have deeply inundated more than 52,000 houses in 128 communes and wards in the provinces of Dak Lak , Gia Lai, Khanh Hoa and Lam Dong. Many residential areas are cut off and isolated, with strong currents making it impossible for authorities to access, posing a potential risk of food shortages.

In the face of the above situation, localities have proactively evacuated 18,408 households with 61,035 people in dangerous areas, contributing to ensuring the safety of people's lives. However, the flood situation is still very complicated, the risk of landslides and flash floods remains high.
The Prime Minister requested the Secretaries and Chairmen of the People's Committees of provinces, including Dak Lak, to mobilize all means and means to reach isolated residential areas to rescue people. The Prime Minister emphasized: "Absolutely must not allow the situation of people being isolated in their homes or on rooftops calling for help without receiving timely help."
At the same time, the directive must urgently provide food, drinking water, and necessities to the people; mobilize youth and women to organize cooking and distribution to each person. Police, military, and state offices are ready to give up space to serve as evacuation and temporary shelters for the people.
The Prime Minister assigned the Ministry of Finance to immediately issue national reserve rice and provide financial support to localities. Specifically, on November 20, 2025, the immediate support for Dak Lak province is 150 billion VND; Khanh Hoa and Lam Dong provinces each 200 billion VND; and Gia Lai province 150 billion VND.

The Ministry of Agriculture and Environment and the Ministry of Industry and Trade are assigned to coordinate the safe operation of reservoirs, prioritizing the reduction of flood discharge downstream. The Ministry of Education and Training has directed that students only return to school when absolute safety is ensured, and to organize make-up classes after floods.
To urge the response work, the Prime Minister assigned Deputy Prime Minister Ho Duc Phoc to directly inspect and direct Dak Lak province; Deputy Prime Minister Ho Quoc Dung to be in charge of Khanh Hoa and Lam Dong; Deputy Prime Minister Le Thanh Long to be in charge of Gia Lai.
The Prime Minister also called for the spirit of mutual love and helping each other of the people and philanthropists to join hands to support flood victims to overcome difficulties.
