On October 26, Deputy Prime Minister Le Minh Khai chaired a meeting with the Ministers of Industry and Trade, Minister of Finance, representatives of the leaders of the Ministries of Planning and Investment, Construction, Government Inspectorate, Government Office and representatives of the Ministry of Justice on receiving and explaining the opinions of Government members on the draft Decree amending and supplementing Decree No. 95/2021/ND-CP dated November 1, 2021 and Decree No. 83/2014/ND-CP dated September 3, 2014 of the Government on petroleum trading.
Deputy Prime Minister Le Minh Khai requested the Ministries of Industry and Trade, Finance, and agencies to unify the contents related to price formulas, price management, calculation of normative items in base prices, management, use and supervision of the Price Stabilization Fund, and the assignment of tasks to the Ministries and agencies regarding the above contents in the draft Decree, which has been implemented according to the conclusion of the Government Standing Committee.
The Ministry of Industry and Trade shall preside over and closely coordinate with the Ministry of Finance and the State Bank of Vietnam to review and complete a number of technical contents to comply with regulations and be feasible in implementation, without arising problems.
When drafting a Decree replacing the Decrees on petroleum business (Quarter II/2024), the amendment and supplementation of the above contents will be carefully evaluated and considered.
"The Ministry of Industry and Trade urgently completes the Submission to request the Government's opinion in advance on 02 contents as proposed by this Ministry, including: Maintaining, not amending or supplementing Clause 4, Clause 5, Article 38 of Decree No. 83/2014/ND-CP, which has been amended and supplemented in Clause 27, Article 1 of Decree No. 95/2021/ND-CP (due to the technical negligence of the Ministry of Industry and Trade when submitting to the Government)", the Deputy Prime Minister requested.
At the same time, supplement regulations on the roadmap for implementing electronic invoices to suit the actual situation, not to affect the petroleum market and assign the Ministry of Finance to preside over and provide guidance according to regulations.
Recently, the petroleum retail business community has repeatedly petitioned the Government to soon issue a new Decree on petroleum. Businesses have complained that they are facing many difficulties in business because the regulations in the Decree are always unfavorable to retail businesses.
