In Resolution No. 26/NQ-CP, the Government has resolved 5 draft laws and 5 proposals for law making, including the Draft Law on Cultural Heritage (amended).
Regarding the Draft Law on Cultural Heritage (amended), the Government requested the Ministry of Culture, Sports and Tourism to continue researching, revising and perfecting the draft Law to ensure the following requirements: clearly demonstrating the policy of strengthening decentralization and delegation of power, ensuring the effectiveness and efficiency of state management; promoting the application of science and technology and digital transformation; cutting and simplifying administrative procedures.

In addition, the draft Law also ensures a mechanism to mobilize resources, socialize public-private partnerships to exploit and use heritage reasonably, promote and develop under control by tax tools, protect and promote the value of cultural heritage, ensure convenience for people and businesses in this activity; encourage non-public museum activities; develop human resources; preserve the language and culture of ethnic groups.
This draft law also needs to be further improved to facilitate the preservation and promotion of heritage values. Accordingly, regulations ensure that investment, production, business, and trading do not result in the loss of antiques or loss of heritage values.
Regarding issues with different opinions between the Draft Law on Cultural Heritage (amended) and the Draft Law on Archives (amended), the Government assigned the Ministry of Culture, Sports and Tourism and the Ministry of Home Affairs to coordinate to unify regulations and avoid overlap.
