Support policy for party cell secretaries, deputy secretaries, cell committee members and party cell leaders

The Provincial People's Council issued Resolution No. 314/NQ-HDND dated December 8, 2023, stipulating support policies for secretaries, deputy secretaries of Party cells, Party cell members and heads of Party cells with 50 or more Party members, who do not receive salaries and allowances from the state budget in Hoa Binh province.

Accordingly, the specific subjects of application: For village and residential group party cells, including the following positions: Deputy Party cell secretary, Party cell executive member and Party cell leader. For Party cells in agencies and units permitted by competent authorities to implement the financial autonomy regime, including public service units that self-insure regular and investment expenses; public service units that self-insure regular expenses or enterprises, including the following positions: Party cell secretary, deputy Party cell secretary, Party cell executive member, Party cell leader.

Support level, the positions mentioned in Point a, Clause 2, Article 1 are entitled to a support level equal to 0.2 basic salary/month. The positions mentioned in Point b, Clause 2, Article 1 are entitled to the following support level: Party cell secretary is entitled to a support level equal to 0.25 basic salary/month; deputy Party cell secretary, Party cell committee member and Party cell leader is entitled to a support level equal to 0.2 basic salary/month.

Source of funding for implementation, positions stated in Point a, Clause 2, Article 1: guaranteed by the provincial budget; positions stated in Point b, Clause 2, Article 1: using funding sources of agencies and units.

Resolution No. 314/NQ-HDND takes effect from January 1, 2024.
