Comments on the Draft Decree on Bidding Law for investment projects using land

On the afternoon of June 28, Deputy Prime Minister Tran Hong Ha chaired an online meeting with localities on the draft Decree detailing a number of articles and measures to implement the Law on Bidding on selecting investors to implement investment projects using land. This Decree stipulates the process and procedures for selecting investors for projects using land on the basis of inheriting all corresponding regulations for projects subject to bidding according to the provisions of the law on management of sectors and fields specified in Decree No. 23/2024, and at the same time supplements and completes a number of regulations to comply with the new provisions of the 2024 Land Law.

In the spirit of continuing to simplify processes and procedures, cutting time and costs in investor selection activities, the contents of the consultation focus on regulations on projects using land that must be organized for bidding; processes and procedures for selecting investors; methods and standards for evaluating bidding documents; project implementation; project contract content, etc.

Emphasizing that this is an important Decree, contributing to perfecting the legal framework on bidding for investor selection, while removing difficulties and obstacles, improving quality and ensuring competition, fairness, transparency and economic efficiency in bidding for investor selection.

Based on the discussion at the conference, the Deputy Prime Minister requested the Ministry of Planning and Investment to preside over and work with relevant ministries and branches to continue to carefully study, closely follow the basis, and perfect the Law on Bidding and the Law on Land before submitting them to the Government for consideration and decision.
