Regarding land management, the Provincial People's Committee has actively implemented a comprehensive set of measures to enhance the responsibility of land valuation in the province; including the issuance of Decision 32/2025/QD-UBND dated April 3, 2025, stipulating the factors for determining land prices, creating a solid legal basis for specific land valuation. The Provincial People's Committee also issued a decision approving the project to build the first land price table to be published and applied from January 1, 2026, in the province, in compliance with the 2024 Land Law and Decree 71/2024/ND-CP to ensure transparency and accuracy with market fluctuations.
In particular, the province established land valuation councils at all levels to organize the appraisal of land price plans in order to enhance independence and objectivity; directed the Provincial Inspectorate to strengthen inspection and post-audit work on most specific land price plans, thereby promptly rectifying and requiring the handling of responsibilities of relevant parties for shortcomings and deficiencies in land valuation work.
In the management, exploitation, and use of mineral resources, Quang Ninh province has also implemented many strict measures. Currently, the province has 67 licenses under the authority of the Ministry of Agriculture and Environment; and 42 mineral exploitation licenses under the authority of the Provincial People's Committee. Accordingly, the province closely cooperates with the Ministry of Agriculture and Environment to strengthen supervision and management of projects. To date, mineral exploitation in mining areas basically complies with legal regulations, adheres to the scale and capacity approved by competent authorities, and ensures rationality and sustainability as updated in mineral resource plans.
Furthermore, to conserve and efficiently utilize mineral resources that are in high demand (hill soil for leveling materials), and to meet the goals of circular economy development, the Provincial People's Committee, in coordination with the Vietnam Geological and Mineral Resources Department and the Ministry of Agriculture and Environment, has issued six areas for the exploitation of waste rock and soil for leveling materials with a total reserve of 42,097 m³ . This contributes to environmental protection, saves on waste disposal costs, rehabilitates and restores the environment, and reduces pressure on waste dumps.
Furthermore, the Provincial People's Committee has implemented the Law on Geology and Minerals of 2024, directing departments, localities, and businesses to comply with regulations on mineral exploitation, maximize resource extraction within the licensed area to avoid resource waste, fulfill all financial obligations and related obligations of licensed mineral exploitation organizations, close mines, and rehabilitate the environment in accordance with regulations. To date, the management of minerals used as construction materials has basically complied with the legal regulations on minerals, and no major violations have occurred in the province.
In environmental management, the Provincial People's Committee has directed the implementation of projects to improve the capacity of automated environmental monitoring to enhance environmental quality monitoring and emission source monitoring. Currently, the province has 162 automated, continuous environmental monitoring stations; of which 19 ambient environmental monitoring stations are managed and operated by the Department of Agriculture and Environment, and 143 ambient environmental, wastewater, and air emission monitoring stations are managed and operated by production, business, and service establishments.
In addition, the province has assigned the Department of Agriculture and Environment to integrate the water resource monitoring system and the meteorological and hydrological monitoring data system into the province's automated environmental monitoring system. Several units have also installed five water resource, meteorological, and hydrological monitoring systems as required.
The application of automated and continuous environmental monitoring technology in the province has also been promoted. Currently, the province has completed and put into operation an environmental monitoring database system, and is continuing to research and build a database system for land, environment, and biodiversity. The province has also invested in building a system for monitoring water resources, surface water exploitation and use; including monitoring parameters according to regulations and a database of the monitoring system. The monitoring system is operating effectively, promptly detecting violations for handling according to regulations.
With the implementation of a two-tiered local government model, Quang Ninh continues to strengthen state management in the exploitation and use of land, natural resources, and minerals in a thrifty, efficient, and sustainable manner; minimizing losses, waste, and negative impacts on the environment. This contributes to maintaining security and order, and promoting socio-economic development in the province.
