Regarding land management, the Provincial People's Committee has actively and synchronously implemented measures to enhance the responsibility for appraisal in determining land prices in the area; in which, Decision 32/2025/QD-UBND dated April 3, 2025 was issued, stipulating factors for determining land prices, creating a strict legal basis for specific land price appraisal. The Provincial People's Committee also issued a decision approving the project to develop the first land price list to be announced and applied from January 1, 2026 in the province, in compliance with the Land Law 2024 and Decree 71/2024/ND-CP to ensure transparency and closeness to market fluctuations.
In particular, the province established Land Valuation Councils at all levels in the area to organize the appraisal of land pricing plans to enhance independence and objectivity; directed the Provincial Inspectorate to strengthen inspection and post-inspection of most specific land pricing plans, thereby promptly correcting and requesting handling of responsibilities of relevant parties for shortcomings and problems in land valuation work.
In the management, exploitation and use of minerals, Quang Ninh also has many tightening solutions. Currently, the province has 67 licenses under the authority of the Ministry of Agriculture and Environment; 42 mineral exploitation licenses under the authority of the Provincial People's Committee. Accordingly, the province closely coordinates with the Ministry of Agriculture and Environment to strengthen supervision and management of projects. Up to now, mineral exploitation in mining areas has basically ensured legal regulations, in accordance with the scale and capacity approved by competent authorities, ensuring rationality and sustainability as updated in mineral planning.
In addition, to save and effectively use mineral resources in great demand (hill land as filling materials), meeting the goal of developing a circular economy, the Provincial People's Committee has coordinated with the Department of Geology and Minerals of Vietnam, the Ministry of Agriculture and Environment to issue 06 areas for exploiting waste rock and soil as filling materials with a total reserve of 42,097m 3 . This contributes to environmental protection, saving on dumping costs, improving and restoring the environment, and reducing pressure on landfills.
In addition, the Provincial People's Committee has implemented the Law on Geology and Minerals 2024, directing departments, branches, localities and enterprises to properly implement regulations on mineral exploitation, exploit resources to the maximum within the licensed space to avoid wasting resources, fully perform financial obligations and obligations of organizations licensed to exploit related minerals, close mines, and restore the environment in accordance with regulations. Up to now, the management of minerals for construction materials has basically complied with the legal regulations on minerals, without major violations occurring in the area.
In environmental management, the Provincial People's Committee has directed the implementation of projects to improve the capacity of automatic environmental monitoring to strengthen environmental quality monitoring and emission monitoring. There are currently 162 automatic and continuous environmental monitoring stations in the province; of which 19 environmental monitoring stations are managed and operated by the Department of Agriculture and Environment and 143 environmental monitoring stations, wastewater and emissions are managed and operated by production and service establishments.
In addition, the province assigned the Department of Agriculture and Environment to deploy the integration of the water resources monitoring system and the hydrometeorological monitoring data system into the province's automatic environmental monitoring system. Some units have also installed 05 water resources, meteorology and hydrology monitoring systems according to regulations.
The application of automatic and continuous environmental monitoring technology in the province has also been promoted. Currently, the province has completed and put into operation the environmental monitoring database system, and is continuing to research and build a land, environment and biodiversity database system. The province has also invested in building a system to monitor water resources, exploit and use surface water and groundwater in the province; including monitoring parameters according to regulations and the database of the monitoring system. The monitoring system is operating effectively, promptly detecting violations for handling according to regulations.
With the implementation of the 2-level local government model, Quang Ninh continues to strengthen State management in the exploitation, economical, effective and sustainable use of land, natural resources and minerals; minimizing loss, waste and negative impacts on the environment. Thereby contributing to stabilizing security and order, and socio-economic development in the area.
