The Department of Agriculture and Environment issued Document 2502/SNNMT-CCNN dated June 20, 2025 on proactively responding to heavy rains, risks of flooding, flash floods, and landslides in the province.

According to the bulletin of the National Center for Hydro-Meteorological Forecasting, the bulletin warning and forecasting of heavy rain in the province of the Provincial Hydro-Meteorological Station, due to the influence of the compressed low trough combined with high-altitude wind convergence, areas in the province continue to have moderate rain, heavy rain, some places have very heavy rain and thunderstorms. The common rainfall is 40 - 70mm, some places have over 100mm. During thunderstorms, there is a possibility of tornadoes, lightning and strong gusts of wind. Warning of the risk of localized heavy rain (greater than 100mm/3 hours). To proactively respond to heavy rain, risks of flooding, flash floods, and landslides, the Department of Agriculture and Environment (Standing Agency of the Provincial Civil Defense, Disaster Prevention and Search and Rescue Command) requests the People's Committees, Civil Defense, Disaster Prevention and Search and Rescue Commands of districts, cities, relevant agencies and units to thoroughly grasp and direct the continued strict implementation of Official Dispatch No. 05/CD-UBND dated May 29, 2025 of the Provincial People's Committee Chairman on focusing on responding to the risks of heavy rain, landslides, flash floods and proactively preventing natural disasters in the coming time.

Closely monitor forecasts and warnings about heavy rain, risks of flooding, flash floods, landslides and provide timely and complete information to local authorities and people for proactive prevention.

Deploy commune-level shock forces to inspect and review residential areas along rivers, streams, low-lying areas at risk of flooding, flash floods, and landslides to proactively clear blocked and obstructed flows, and organize the relocation and evacuation of people to safety.

Organize inspection and review of safety assurance and natural disaster prevention work at construction works in the area under management, inspect safety assurance work for equipment, machinery, and construction vehicles of the subjects, paying special attention to works built in areas frequently affected by natural disasters, mountainous areas, along rivers and streams, areas at high risk of landslides to promptly respond, ensuring safety for people and works (note works under construction such as the Dong Dang (Lang Son) - Tra Linh ( Cao Bang ) expressway, dams, river embankments, etc.).

Organize forces to guard, control, support, and guide to ensure safe traffic for people and vehicles, especially at culverts, spillways, deep flooded areas, fast-flowing water areas, areas where landslides have occurred or are at risk of landslides, resolutely not allowing people and vehicles to pass if safety is not ensured; do not let unfortunate human losses occur due to carelessness or subjectivity; arrange forces, materials, and vehicles to overcome incidents, ensure smooth traffic on main traffic routes when heavy rain occurs...
