Plan 02 was issued to organize the implementation of digital transformation (DT) quickly, promptly, comprehensively, taking ensuring connectivity and synchronization throughout the entire political system as the highest and consistent goal. At the same time, it meets the urgent requirements of reforming the organizational apparatus and arranging administrative units; ensuring that the apparatus at all levels after reform operates smoothly, interconnectedly, effectively, best serving the people and businesses, creating a solid foundation for modern national governance and sustainable development.

To ensure that Plan 02 is implemented synchronously, interconnectedly and effectively from the beginning, the implementation roadmap of the Plan is divided into 2 phases: Urgent phase (from now until June 30, 2025) and breakthrough phase (from July 1, 2025). As required, from now until June 30, 2025, 100% of administrative procedures under the authority of ministries, branches and localities will be synchronized and unified on the administrative procedure settlement information systems at the ministerial and provincial levels and connected and integrated with the National Public Service Portal.

From July 1, 2025 to December 31, 2025, the provision of online public services (PPS) on the National Public Service Portal will be implemented for all administrative procedures eligible for provision of online public services in full or in part, in a unified and synchronous manner nationwide, gradually replacing individual online public services at the provincial level.

100% of administrative procedures are performed regardless of administrative boundaries within the province; 100% of administrative procedures related to enterprises are performed online, smoothly and seamlessly. At least 80% of administrative procedure records are processed completely online, people only have to enter data once. Complete the construction, cleaning and put into operation, ensuring "correct - sufficient - clean - alive - unified - shared" for 12 key national and specialized databases.

Operating on the principle of "One unified system - One single data - One seamless service" when implementing a 2-level local government, the Steering Committee for the Development of Digital Transformation in Hue City assigned relevant agencies to promptly implement Plan 02 to ensure the political system operates synchronously and effectively from July 1, 2025.

Do not interrupt administrative procedures for people

To facilitate convenient and effective participation of citizens and businesses, the plan also proposes a breakthrough solution that leads the way in unifying the digital experience for citizens and businesses. In particular, a unique two-component interaction model is established: VNeID application is the "digital key" for identification, authentication, providing electronic documents and receiving official notifications from the government; National Public Service Portal is the only "one-stop shop" to carry out all administrative procedures.

The focus of the solution is to develop an interactive electronic declaration platform on the National Public Service Portal, helping to reuse data, minimizing the documents and papers that people and businesses have to submit. In addition, the Plan also assigns specific responsibilities to each ministry, department, branch, and government at all levels in performing key tasks, and a roadmap for implementation towards modernizing the direction and operation methods of the entire political system based on digital data; seamlessly connecting the public service system with the operational management system and field monitoring capacity...

Speaking at the conference, comrade Tran Cam Tu emphasized that digital transformation is a breakthrough tool to reorganize all activities of the apparatus on the basis of digitalization and digital data. Therefore, the Politburo and the Secretariat are interested in leading and directing the implementation of this plan and task in parallel with the arrangement of the apparatus of the political system. He requested to thoroughly grasp the viewpoints, goals, requirements, specific tasks, and completion time for serious, timely, and effective implementation.

In particular, comrade Tran Cam Tu emphasized the need to promote the role and responsibility of the leader, urgently develop an implementation plan, take full responsibility for the implementation results, and not delegate to specialized departments. Ensure synchronization, connectivity, and unification of information and data, avoid fragmented and ineffective investment. People and businesses must be the center, and the goal of simplifying procedures must be the guiding principle for service. All implementation processes must be practical, easy to use, and pay attention to remote areas. Comrade Tran Cam Tu also requested localities to arrange headquarters, provide equipment, assign leadership, human resources, and network infrastructure systems; establish and stably operate provincial and commune-level public administrative service centers according to the 2-level government model, ensuring smooth, continuous, uninterrupted, secure, safe, and effective service to people and businesses.
