The President's speech was themed "Raising Vietnam-Angola relations to new heights, becoming a bridge to promote peace , cooperation and sustainable development in Southeast Asia and Africa".
Speaking at the opening of the session, President of the Angolan National Assembly Carolina Cerqueira expressed her honor to welcome President Luong Cuong leading a high-ranking Vietnamese delegation on a state visit to the Republic of Angola; emphasizing that the presence of the President and the delegation at the Angolan National Assembly headquarters is an honor and a testament to the friendship, solidarity, cooperation and development between the two countries.
Introducing the structure of the Angolan National Assembly to the President and the Vietnamese delegation, Ms. Carolina Cerqueira affirmed that this is an affirmation of a democratic, rule-of-law state, representing the will of the Angolan people.
Sharing about the similarities in the history of the struggle for independence and nation building between Vietnam and Angola, National Assembly Chairwoman Carolina Cerqueira emphasized that Vietnam's courage and resilience are a source of inspiration and encouragement for the Angolan people to strive to rise up in the development process.

The President of the Angolan National Assembly highly appreciated the sentiments, support and sincere assistance that Vietnam has given to Angola throughout history since the establishment of diplomatic relations half a century ago, especially in the fields of health, education and agriculture. Many Vietnamese experts have come to work and support Angola in areas where it is still limited, while creating conditions for many Angolan students to study in Vietnam and now have made many contributions to the country's development.
Ms. Carolina Cerqueira affirmed that Angola and Vietnam always stand side by side and share in many areas of development on the basis of political trust and towards the interests of the people of the two countries; at the same time, she believes that the history of solidarity and friendship is a common asset that both sides need to continue to deepen.
The President of the Angolan National Assembly said that the two sides should soon establish a Friendship Parliamentarians' Association, thereby promoting cooperation and sharing of legislative experiences between the two countries' parliamentarians, as well as contributing to strengthening the friendship between the two countries and solidarity between the two peoples.
In the context of the current complicated world situation, Ms. Carolina Cerqueira hopes that Angola will be able to cooperate with Vietnam and contribute to major world issues, act as a bridge connecting regional organizations of which the two countries are members, and contribute with the governments of the two countries to perfecting mechanisms for bilateral cooperation.
Speaking before a large audience of Angolan National Assembly delegates, President Luong Cuong conveyed the greetings of General Secretary To Lam and the leaders of the Party, State and People of Vietnam to the Angolan National Assembly delegates and people.
The President said that although Vietnam and Angola are geographically far apart, they share the same national spirit. The two countries share the heroic memories of the struggle for independence and freedom. Immediately after Angola declared independence on November 11, 1975, Vietnam became the second country in the world to officially establish diplomatic relations with Angola and exactly half a century later, the traditional friendship between the two countries has been developing increasingly well.

The President affirmed that this State visit to Angola once again strongly reaffirms Vietnam's importance in its relations with Angola; wishes to bring the Vietnam-Angola relationship into a new phase of deeper politics, stronger economy, and more open people-to-people exchanges; and wishes to make the relationship with Angola, a leading trusted partner of Vietnam in Africa, a model to further promote multifaceted cooperation between Vietnam and fraternal African countries.
The President highly appreciated Angola's growing role and position in the region and the international arena; and believed that with the responsibility of Chairing the African Union in 2025, Angola will continue to lead and contribute many initiatives to peace, cooperation and development in the region and the world.
Referring to the world situation, the President said that the world is facing epochal changes; the world situation is rapidly shifting towards multipolarity, multi-center, multi-layer. Peace, cooperation and development are still the major trends, the common aspirations of all nations, but they still face many challenges. Asia and Africa are two regions facing many conflicts and potential hot spots, and are also being affected by geo-strategic competition between major powers. The two regions are facing serious challenges in water security and food security that could threaten to set back the hard-won development achievements. Therefore, peace is both a burning desire and a prerequisite for development.
In the current complex context, the President said that Vietnam and Angola, with their traditional friendship, need to join hands to promote South-South cooperation; together make active contributions to building a fair and equal world economic and political order, on the basis of international law. The two countries need to continue to cooperate closely, uphold values and preserve peace, maintain independence and sovereignty; promote solidarity and extensive and substantive international cooperation in the spirit of goodwill, equality and mutual respect, taking the United Nations Charter and international law as a guideline for thinking and action.

On this occasion, the President shared about Vietnam's outstanding achievements after nearly 40 years of Doi Moi. From a poor, food-starved country, Vietnam has now become a leading rice exporter, among the 32 largest economies and the top 20 trading countries in the world, having signed 17 FTAs linking Vietnam with 60 important economies in the world. With a stable political system and a safe society, Vietnam is an attractive destination for international investors. Foreign affairs and international integration have achieved many outstanding achievements. To date, Vietnam has established diplomatic relations with 194 countries; established a framework of comprehensive strategic partnerships, strategic partnerships, and comprehensive partnerships with 37 countries; and is an active member of more than 70 international organizations. The Communist Party of Vietnam also has relations with 259 political parties in 119 countries around the world. The Vietnamese National Assembly has relations with over 140 National Assemblies and Parliaments around the world, including good cooperative relations with the National Assembly of the Republic of Angola.
The President affirmed the goal of the Party and State of Vietnam to become a developing country with modern industry and high average income by 2030 and a developed country with high income by 2045. To realize that goal, Vietnam is determined to make three strategic breakthroughs in institutions, high-quality human resources and modern infrastructure, while promoting the implementation of the "Four Pillars" to contribute to bringing the country firmly into a new era, an era of striving for development, prosperity, civilization and prosperity of the Vietnamese people.
Regarding the vision for Vietnam-Angola relations in the coming time, the President said that in its overall foreign policy, Vietnam attaches importance to and wishes to promote comprehensive cooperation with the African region, especially with Angola, a traditional friend, comrade and brother. Vietnam wishes to further promote cooperation with Angola, build a "cooperative partnership for mutual development", and make the Vietnam-Angola relationship a model for South-South cooperation.
To open a new chapter in the relationship between the two sides, the President proposed "5 enhancements" to guide cooperation between Vietnam and Angola in the coming time:
Firstly, strengthen political trust, constantly cultivate the foundation of the rare good political relationship between Vietnam and Angola, as well as the solidarity and closeness between the two countries and peoples to create new momentum for cooperation in all fields, bringing the Vietnam - Angola relationship into a new stage. At the same time, Vietnam wishes to establish more and renew political, diplomatic, defense and security cooperation mechanisms between the two sides, including the parliamentary channel; it is necessary to continue to promote the pivotal role, further deepening the relationship between the two ruling parties.

Second, strengthen economic, trade and investment cooperation commensurate with the good political relations and potential and strengths of each country. Vietnam and Angola are both dynamically developing economies in the two regions. Many Vietnamese enterprises in the fields of telecommunications, agriculture, oil and gas, mining, etc. are present and operating effectively in a number of African countries. We hope that the Angolan Government and National Assembly will create favorable conditions for Vietnamese enterprises to increase investment and business, contributing to promoting Angola's economic development and contributing to the relationship between the two countries.
Third, enhance people-to-people exchanges, creating a sustainable foundation for the relationship between the two countries. On this occasion, the President expressed his gratitude to the Government, National Assembly and people of Angola for always supporting and creating conditions for the Vietnamese community to live, work and contribute to the development of Angola.
Fourth, enhance and maximize existing platforms and diversify forms of cooperation in traditional fields. With extensive experience in expert cooperation with many African countries, Vietnam wishes to replicate successful models in Angola in areas where you have demand and where Vietnam has strengths. Vietnam wishes to continue to strengthen and maintain cooperation in medical and educational experts, restore agricultural expert cooperation with Angola and is ready to cooperate with Angola in training human resources, management staff, and receiving Angolan students to study in Vietnam. For its part, in the field of agriculture and forestry, Vietnam is ready to share experiences, transfer technology, provide experts, plant varieties, machinery, and train agricultural human resources to support Angola in ensuring food security.
Fifth, strengthen cooperation and mutual support at multilateral, international and regional forums. Vietnam highly appreciates Angola's role as Chair of the African Union (AU) in 2025, which has had many initiatives to promote peace and security in Africa. In 2029, Vietnam will also be the Chair of the Association of Southeast Asian Nations (ASEAN), one of the most successful regional organizations in the world today. Vietnam officially became an AU Observer in December 2023 and has participated in United Nations peacekeeping operations in Africa since 2014. Vietnam's peacekeeping missions in the Central African Republic and South Sudan have been highly appreciated by the United Nations, as well as local leaders and people.
Building on that success, the President emphasized his hope that Angola would support Vietnam in strengthening substantive relations with the AU in priority areas in the AU Vision 2063 Agenda such as security, peace, agriculture, education, health, digital transformation, etc. For its part, Vietnam is ready to support Angola and African regional organizations in promoting relations with ASEAN and its member countries.
Pointing out that after 5 decades of companionship, Vietnam and Angola have overcome all the fluctuations of the times, always demonstrating the steadfast, steadfast and loyal solidarity of friends, comrades and brothers, the President strongly believes that in the coming time, the relationship between the two countries will continue to develop well and sustainably, for the benefit of the people of the two countries, for peace, stability and prosperity of each region and the world.
