Proposal for subsidies for newly recruited preschool teachers

The draft of the Ministry of Education and Training sets out the conditions and benefits of the recruitment policy for preschool teachers and support for preschool staff.

Newly recruited public preschool teachers from the 2025-2026 school year can receive a one-time subsidy of at least 1 year of basic salary, about 59 million VND. This proposal is made in the draft Decree detailing the implementation of universal preschool education for children aged 3-5 that the Ministry of Education and Training has just introduced for public comments.

Specifically, preschool teachers at public preschools newly recruited from the 2025-2026 school year will perform the task of nurturing, caring for and educating children to meet the task of universalizing preschool education for children from 3 to 5 years old, commit to working at the recruited preschool for at least 5 years and enjoy the policy of attracting at least 1 year of basic salary.

Accordingly, if the draft is approved, newly recruited public preschool teachers from this school year can receive a minimum one-time subsidy of about VND59 million/year (determined by = 2.1 x 12 months x VND2,340,000 (base salary)).

Employees at public preschools (including those on contract within the payroll quota and those on probation) working in areas with particularly difficult socio -economic conditions who are performing the task of universalizing preschool education for children from 3 to 5 years old and who go to villages, hamlets, and hamlets 15 days or more per month will receive a support fund of VND 960,000/month.

The draft decree also provides policy benefits for public preschools.

Specifically, public preschools in communes in regions III, II, I, communes with extremely difficult villages in ethnic minority and mountainous areas, communes with extremely difficult villages in coastal and island areas according to regulations of competent authorities, with children from 3 to 5 years old boarding, are entitled to the following policies:

- Financial support to buy paper, comics, crayons, pencils, toys and other learning materials and supplies; blankets, mosquito nets and personal items for children from 3 to 5 years old who are boarding at a cost of 1.35 million VND/child from 3 to 5 years old who are boarding at a school year;

- Supported with electricity and water for the study and daily life of children aged 3 to 5 years old at boarding schools with a standard of 5KW of electricity/month/child aged 3 to 5 years old and 1m3 of water/month/child aged 3 to 5 years old at boarding schools according to local regulations and for no more than 9 months/school year. In places where there are no conditions to provide electricity and water services or there is a power or water outage, the school can use the funds to buy lighting equipment and clean water for the children.

- Financial support for midday management for groups of children from 3 to 5 years old: Each group of 25 children from 3 to 4 years old, of which at least 8 are children from 3 to 4 years old who are semi-boarders, is entitled to 1 quota; each group of 30 children from 4 to 5 years old, of which at least 10 are children from 4 to 5 years old who are semi-boarders, is entitled to 1 quota; each group of 35 children from 5 to 6 years old, of which at least 15 are children from 5 to 6 years old who are semi-boarders, is entitled to 1 quota of 700,000 VND/month/group of children and is entitled to no more than 9 months/school year. The remaining balance of 50% or more compared to the number of children from 3 to 5 years old and the number of children from 3 to 5 years old who are semi-boarders of each group is counted as 1 quota.

Public preschools in communes in regions III, II, I, communes with extremely disadvantaged villages in ethnic minority and mountainous areas, communes with extremely disadvantaged villages in coastal and island areas according to regulations of competent authorities, with children from 3 to 5 years old boarding, are supported by the state budget to organize meals for children.

The funding to support the organization of cooking for preschool children from 3 to 5 years old is calculated based on the number of children from 3 to 5 years old receiving meals at the boarding school, with a minimum of 3.9 million VND/1 month/45 children, the remaining amount of 20 children or more is calculated with an additional support level. Each preschool education facility is entitled to no more than 5 times the above support level/1 month and no more than 9 months/1 school year.
