Reporting to the President and the working delegation on some outstanding results in performing the tasks of the Navy in 2023 and the first 6 months of 2024, Vice Admiral Tran Thanh Nghiem, member of the Party Central Committee, Commander of the Navy, said: Thoroughly grasping the directives and resolutions of the Party, the Central Military Commission and the Ministry of National Defense , especially the task of protecting the sovereignty of the sea and islands of the Fatherland, the Navy has successfully completed all assigned tasks.
Notably: The Service has promptly advised and proposed to the Party, the State, the Central Military Commission and the Ministry of National Defense policies and solutions in handling situations in accordance with the motto and policies, avoiding passivity and surprise, firmly maintaining sovereignty over seas and islands, marine economic activities and a peaceful environment at sea. Strictly maintaining combat-ready forces and means in accordance with regulations; deploying forces and means to closely coordinate with the Border Guard, Coast Guard and Fisheries Surveillance to strictly implement Directive 45 of the Prime Minister on combating illegal fishing (IUU).
Has done well in training to receive, exploit, use and master new technical equipment, organized live-fire tests of all types of weapons with good results and ensured absolute safety; participated in competitions, sports festivals, and sports congresses of the whole army and the whole country with high achievements; performed well in the task of marching and parading in the 70th Anniversary of Dien Bien Phu Victory.
Along with that, the Navy has done a good job of search and rescue in remote seas and islands; effectively implemented the program "The Navy is a support for fishermen to go offshore and stick to the sea" associated with the activity "The Navy sponsors fishermen's children"...
Regularly thoroughly grasp, seriously, comprehensively and effectively implement Party and political activities. Cadres and soldiers have strong political will, unite to overcome difficulties, receive and complete well all assigned tasks. The Navy has effectively coordinated the implementation of the sea and island propaganda program with 63 provinces and cities, 16 central agencies and press agencies, contributing to building the "people's hearts at sea" position and attracting resources to build a modern Navy.
During the visit and working session, President To Lam affirmed: After 69 years of building, fighting and growing, under the glorious flag of the Party, the direct leadership and direction of the Central Military Commission and the Ministry of National Defense, the support and assistance of all levels and sectors, the solidarity and coordination of friendly units, in the love and care of the people, the Navy has been trained and grown stronger. The outstanding achievements of the Navy have gone down in national history, embellishing the tradition of the heroic Vietnam People's Army and becoming a shining symbol of revolutionary heroism.
The President stated: In response to the new requirements of the task of socio-economic development associated with firmly protecting the sovereignty of the sea and islands of the Fatherland, the Navy has always thoroughly grasped the guidelines and policies of the Party and State, overcome all difficulties and hardships, steadfastly and resolutely and persistently protect the sovereignty of the sea and islands of the Fatherland. Proactively grasping, forecasting, analyzing and correctly assessing the situation, advising the Party and State on many policies and solutions, properly, promptly and effectively handling complicated situations that arise, firmly protecting the sovereignty and sacred territorial integrity of the Fatherland, contributing to maintaining a peaceful and stable environment for national construction and development.
According to the President, in the work of propagating about the sea and islands; developing the marine economy associated with the task of firmly protecting the sovereignty of the sea and islands; searching and rescuing in distant seas, the Vietnam Navy has always clearly demonstrated its leading role, being the support and firm trust of the people. Defense diplomacy contributes to effectively implementing the foreign policies of the Party and State, building a peaceful and friendly sea.
The Party, State and Army, officers and soldiers of the Service have promoted internal strength, proactively and effectively implemented and excellently completed many state-level projects on scientific research, manufacturing, improving and modernizing weapons and equipment; improving the quality of training, mastering new and modern weapons and equipment and the level of coordination and cooperation in combat; proactively ensuring good logistics and technology for the forces.
The work of Party building, organization and force building of the Navy has been focused on, achieving many positive results; the overall quality, strength and combat capability, and management of sea and island protection have been increasingly improved; internal solidarity and unity. Political and ideological work has been strengthened, contributing to building a strong Navy, regardless of difficulties and hardships, ready to sacrifice to protect the Party, protect the socialist regime, firmly protect every inch of the border, airspace, sea and beloved islands of the Fatherland, and protect the lives and property of the people.
The President emphasized: Protecting the Fatherland in the new situation is facing very basic advantages, but also many difficulties and challenges. Strategic competition between major countries is taking place fiercely, the East Sea has become a "hot spot" in the region. Along with the complicated developments of non-traditional security issues, new methods of combat in modern warfare, pose increasingly high requirements and tasks for protecting the Fatherland in general, and protecting sovereignty over seas and islands in particular.
To successfully complete the assigned tasks, the President suggested that the Navy needs to unify its awareness of the Navy's especially important role and position in implementing the Homeland Protection Strategy in the new situation. The task for the Navy is very large, both firmly protecting the sovereignty of the sea and islands of the Fatherland; being sensitive, promptly detecting, advising, and directly resolving early and remotely factors that may lead to complications; the responsibility of maintaining a peaceful environment for national development and contributing to maintaining peace and stability of the world's most important trade route for the Navy is very constant and very direct.
The President noted that the Army needs to focus on effectively implementing Resolution No. 44 of the 13th tenure on the Strategy for National Defense in the new situation, especially new thinking and awareness on national defense; thoroughly grasp the viewpoint of resolutely and persistently fighting to firmly protect independence, sovereignty, unity, territorial integrity, sea, islands, and airspace, maintaining a peaceful and stable environment for national development; always heighten vigilance, clearly recognize the objects, partners, plots and tricks of hostile forces; be sharp and astute in grasping and solving newly arising problems; resolutely and persistently carry out the task of protecting sovereignty over seas and islands; soberly and accurately handle complicated situations at sea in accordance with the Party's viewpoints and guidelines, and the State's policies and laws; promptly advise the Party and State on "correct" and "accurate" solutions to both firmly protect sovereignty and territory, maintain a peaceful and stable environment at sea, and proactively and firmly resolve disputes step by step.
In addition, it is necessary to focus on building the Navy to move straight to modernity, proactively prepare all conditions to protect the Fatherland and be ready to respond to all situations, including modern warfare. First of all, it is necessary to modernize human resources with the motto "people first - guns later"; modernize methods and ways of fighting. Prepare for the conditions of people's war to protect the Fatherland to develop at a high level, meeting the requirements of fighting in conditions where the enemy uses high-tech weapons, in the following environments: air, land, sea surface, under the sea, seabed and electronic and hydroacoustic environments, in which it is necessary to ensure a smooth combination between creatively applying the naval combat art of our ancestors with the art of all people fighting the enemy... Research and build the Ho Chi Minh trail at sea in the new situation, covering all of Vietnam's sovereignty over the sea and islands.
Investing in modern equipment, means and weapons combined with promoting training to master new weapons and equipment and practicing combat plans; ensuring synchronous logistics and techniques, keeping up with the development of new forces (submarines, naval air force) to meet the requirements of fast, modern combat, joint combat in air - land - sea - submarine environments. Ensuring a long-term vision, a roadmap, and specific steps in modernizing the military branches; clearly identifying modern military branches, modern weapons and means; focusing on building and developing the naval defense industry, ensuring the naval force advances to modernity.
According to the President, the Navy needs to closely combine sovereignty protection with socio-economic development of sea and island areas, build a solid national defense posture, a solid national defense posture at sea, and create a seamless coastal - sea - island posture, improve the capacity to manage and protect the sea and island areas of the Fatherland. Focus on solutions to protect sea and island sovereignty, protect the people; strengthen international cooperation of the Navy, especially international cooperation at sea, enforce international law at sea in conjunction with marine scientific research, and protect the marine environment.
