National Assembly Chairman: 'After the Land Law was revised, we found inadequacies again'

The National Assembly Chairman said that in the 2021 - 2026 term, some legal regulations have not kept up with the practical situation and lack stability and feasibility, such as the Land Law and the Planning Law, which were recently revised and found to be inadequate.

On the afternoon of September 22, continuing the 49th session, the National Assembly Standing Committee gave opinions on the report summarizing the work of the President and Government for the 2021-2026 term.

Speaking, National Assembly Chairman Tran Thanh Man emphasized that during the 2021-2026 term, the world and regional context is extremely complex and unpredictable, with many unprecedented issues having a wide impact on many areas. However, the Government has been very proactive and flexible, promoting the spirit of innovation, daring to think, daring to do, being straightforward, and basically implementing the set goals and tasks.

Notably, in 2024, growth reached 7.09%, the first time in 10 years that all 15/15 targets were met and exceeded. In the first 6 months of 2025, the growth rate reached 7.92%.

The National Assembly Chairman assessed that, in general, the goals of ensuring growth, stabilizing the macro-economy, controlling inflation, ensuring social security, and national defense and security were ensured; foreign affairs were strengthened, and the work of preventing corruption and waste was promoted.

Notably, in the first 8 months of 2025, the arrangement of the central apparatus and the construction of a 2-level government took place very urgently, "running and queuing at the same time", but the executive work of the President and Prime Minister still ensured implementation according to the resolutions of the Politburo, the Secretariat, and the resolutions of the Party Central Committee.

Adding further comments to the Government's report, the National Assembly Chairman suggested emphasizing the work of building and perfecting legal institutions and improving the effectiveness of law enforcement.

According to the National Assembly Chairman, in the last term, some legal regulations have not kept up with the practical situation, lacking stability and feasibility. There are still many legal documents whose content does not ensure consistency and uniformity. The situation of detailed regulations being issued slowly has not been resolved.

"These things happen in every term, but especially in this term, the Land Law and the Planning Law have just been amended, and as soon as they are amended, we see that they are inadequate. These are issues that we have to consider long-term," the National Assembly Chairman stated.

Review to supplement and arrange staff for commune level

The second issue, according to the National Assembly Chairman, is to emphasize that the arrangement of the organizational apparatus and the construction of a two-level local government has historical significance, opening a turning point in a new development period.

The National Assembly Chairman pointed out that never before in history have we made such a large-scale revolution in organizational apparatus, in which the Government's responsibility was very heavy, but we have overcome it and the arrangement is now relatively stable.

"I am concerned that at the ward and commune levels, we must review where there are shortages to supplement and arrange staff, ensuring that they meet professional standards and meet people's requirements in handling administrative procedures," the National Assembly Chairman emphasized.

The National Assembly Chairman also requested special attention to administrative procedure reform, enhanced information application, and digital transformation.

According to the National Assembly Chairman, administrative procedures in some areas of land, construction, and environment are still difficult at the local level. Through the implementation of the two-level government, when the district level is completed and decentralization and decentralization to the commune level is completed, the limitations of local officials in handling land, investment, construction, and environment procedures are clearly seen. Therefore, it is necessary to have strong human resources in the coming time for the two-level government.

From the above notes, the National Assembly Chairman suggested that the Government continue to review and perfect the law and improve the quality of preparation of draft law documents; and perfect the organization of the political system.

At the same time, we must drastically transform digitally, strengthen training and foster digital skills for cadres, civil servants and public employees, especially at the commune level. "We must do this strongly," the National Assembly Chairman emphasized.
