Strengthening the application of AI in public service performance

On the morning of October 21, the National Assembly discussed in groups the assessment of the results of the implementation of the 2025 socio- economic development plan and the draft socio-economic development plan for 2026.

Participating in the discussion at Group 11, National Assembly Chairman Tran Thanh Man said that regarding the revolution in restructuring the apparatus and operating the current two-level local government model, we have to handle a huge amount of work in just a few months.

The National Assembly Chairman acknowledged the delegates' reflections on the situation of surplus and shortage of officials, lack of professional training, skills and expertise; cramped working offices that do not meet requirements; untimely budget allocation leading to lack of funds for infrastructure investment; challenges in monitoring implementation...

The National Assembly Chairman affirmed that every week the Politburo and the Secretariat meet to direct the Government Party Committee, the National Assembly Party Committee and relevant ministries and branches to review, promptly remove and adjust issues, especially issues related to the division of functions and tasks at all levels.

Regarding the direction in the coming time, the National Assembly Chairman suggested that the Government, the Ministry of Home Affairs, and localities implement synchronous solutions focusing on administrative reform and improving the capacity to support resources. It is necessary to complete the legal framework guiding implementation; develop documents amending legal regulations clearly demonstrating decentralization and delegation of power.

Urgently review and adjust staffing levels, guide localities to review staff capacity to ensure appropriate assignments, limit concurrent positions outside of expertise; along with strengthening training and capacity building for staff.

The National Assembly Chairman said that in the immediate future, in the context of not having built a new headquarters, it is necessary to be flexible in converting functions and arranging the use of the headquarters as instructed by the Central Government. Continue to strengthen digital transformation and apply artificial intelligence (AI) in performing public duties.

"Streamlining the apparatus must go hand in hand with digital transformation and the application of artificial intelligence. If not done, no matter how many people there are, it will not be enough. I request localities to be extremely determined to have fewer people but still ensure smooth work," the National Assembly Chairman suggested.

The National Assembly Chairman stated that it is necessary to prioritize investment in technology infrastructure, especially information technology infrastructure; urgently establish public service units to provide basic public services in communes, and encourage non-state enterprises to participate.

Moving towards paying salaries based on job positions linked to staff evaluation results

At Group 11, delegates also gave many opinions on implementing the two-level local government model.

Chairman of the National Assembly's Council of Ethnic Minorities Lam Van Man, a National Assembly delegate from Can Tho City, suggested that it is necessary to continue to be determined and ensure progress and effectiveness in perfecting the organization of the two-level local government apparatus; continue to remove current difficulties that the grassroots are facing; and support localities in post-merger management.

Also on this issue, Delegate Dao Chi Nghia (Can Tho City) said that there are still many issues that ministries and branches need to promptly guide the grassroots level to operate, especially the tasks of the district level that were previously assigned to the commune level. Therefore, the delegate suggested that these guidance documents should be urgently completed. In addition, the problem of human resources in communes, wards and towns is still difficult and needs to be addressed and resolved soon.

From the practical operation of the two-level local government model in Dien Bien, Deputy Head of the National Assembly Delegation of Dien Bien province Lo Thi Luyen suggested that the Government pay attention to investing and upgrading to ensure working headquarters for communes, convenient for the management of the work of the Party Committee and the government and convenient in serving the people. According to the delegate, taking advantage of the old commune headquarters is flexible and overcomes the lack of facilities to perform the tasks of the commune-level government after the merger, but in the long term, it is not suitable for reality.

The delegates also requested the Government to direct ministries, branches and localities to prioritize investment in synchronous information technology infrastructure, promptly complete the data system, ensure connectivity, interoperability, application of information technology, digital transformation in management, operation and serving the people in accordance with the new model.

Along with that, direct ministries and branches to build simple reporting forms, increase the application of information technology, digital transformation, and soon complete the database system of sectors and fields to reduce the workload for commune level, while information and data are updated promptly and accurately.

Delegate Lo Thi Luyen said that the Government needs to pay attention to speeding up the progress and roadmap of salary reform, moving towards paying salaries according to job positions linked to the results of evaluating cadres and civil servants. Issue policies to support travel and working conditions for cadres, civil servants, public employees and workers of agencies and organizations in administrative units to arrange work at the administrative centers of provincial and commune-level administrative units after the arrangement for disadvantaged provinces, including Dien Bien province, and at the same time support funding for localities to implement.
