On the morning of June 6, at the National Assembly House, under the chairmanship and direction of National Assembly Chairman Tran Thanh Man, the National Assembly continued the Question and Answer Session Program at the 7th Session on the fourth group of issues in the fields of culture, sports and tourism.
Speaking at the end of the question and answer session, National Assembly Chairman Tran Thanh Man emphasized that the question and answer session on issues related to culture, sports and tourism took place in a lively and constructive spirit with high responsibility. National Assembly deputies asked specific, concise questions that were relevant to the content of the question; some deputies actively debated to clarify the question, demonstrating the interest of National Assembly deputies as well as voters and people in this field.
The question and answer session received 45 comments (including 37 questions and 8 debates). The Minister of Culture, Sports and Tourism carefully prepared the content, grasped the issues, and answered frankly, enthusiastically, specifically and fully the issues raised by the National Assembly delegates. Through questioning, National Assembly Chairman Tran Thanh Man stated that over the past time, the Government and the Ministry of Culture, Sports and Tourism have actively implemented the Party's guidelines and policies, the State's policies and laws, and the conclusions of General Secretary Nguyen Phu Trong at the National Cultural Conference to implement the Resolution of the 13th National Party Congress.
Policies to preserve and promote the cultural heritage of ethnic minorities have basically met the cultural enjoyment needs of the people. The work of selecting and training human resources in the field of art has received attention.
High-performance sports have made much progress, with achievements reaching regional, continental and international levels. Support for athletes after their peak competition period has received more attention with the active participation of many organizations, individuals and businesses.
The tourism industry has strongly recovered, achieved many positive results, contributing to the country's economic growth.
Besides the achieved results, the National Assembly Chairman also pointed out that there are still many issues in the fields of culture, sports and tourism that need to be addressed.
That is, the work of selecting, training, and attracting human resources in the field of traditional arts; salary regimes and compensation levels for artists and actors; attracting investment resources for cultural, sports, and tourism activities in ethnic minority and mountainous areas.
The achievements of Vietnamese sports in international arenas have not met the expectations of fans and are not commensurate with the position of Vietnamese sports. Training, career guidance, and career change for athletes after the end of competition face many difficulties. The salary and nutrition regime for athletes is still low.
Vietnam's tourism competitiveness is not high, tourism products are not really diverse and attractive. There is a lack of policies to encourage and give incentives for investment in developing night tourism products. The operation of the Tourism Support and Development Fund is still difficult and not operating effectively.

National Assembly Chairman Tran Thanh Man requested the Government, Prime Minister, Minister of Culture, Sports and Tourism, and relevant Ministers to resolutely implement the tasks and solutions set out, focusing on a number of tasks and solutions:
Firstly, review and improve mechanisms and policies on selection, training and attraction of human resources in the arts, especially in specialized and specific arts. Continue to care for, build and develop the team of artists.
Urgently revise, supplement, and perfect policies on salary, professional allowances, and training for people working in the performing arts sector; strengthen cooperation with capable and reputable partners in arts training.
Second, urgently issue the Strategy for developing Vietnam's physical education and sports career to 2030, with a vision to 2045. Encourage the development of mass physical education and sports, focusing on building places for community physical education and sports practice.
Develop a long-term, synchronous strategy, focus on key investments, perfect the system of detecting, training, and nurturing coaches and athletes for professional sports and high-performance sports. Honor and reward outstanding athletes appropriately. Have solutions to support vocational training for athletes after the competition ends. Strictly handle violations of the law, corruption, and negativity in the field of physical education and sports.
Third, promulgate and implement the Vietnam Tourism Development System Plan for the 2021-2030 period, with a vision to 2045. Develop a national tourism brand associated with history, tradition, and national cultural identity. Implement well policies and tasks on developing new tourism products, including piloting night tourism product models in key locations with conditions.
Fourth, innovate content and methods, improve the effectiveness of tourism promotion and advertising; focus on developing and exploiting market segments according to products in which Vietnam has strengths; promote communication about Vietnam's new visa policy. Review and perfect the management and operation mechanism and promote the role of the Tourism Development Support Fund.
Fifth, increase investment in cultural, sports and tourism activities in ethnic minority and mountainous areas. Effectively implement issued programs and projects. Do a good job of preserving and promoting the cultural heritage values of ethnic minorities, in conjunction with tourism development.
