National Assembly Chairman Vuong Dinh Hue meets voters in Do Son district, Hai Phong

Moving towards public sector wages being equal to manufacturing wages

After listening to 11 opinions of Do Son district voters, the National Assembly Chairman spoke to share more about the country's economic and social achievements, the efforts, improvements and innovations in the activities of the National Assembly and local elected bodies for the benefit of national development, businesses, people...; highly appreciated the city's efforts in the context of this year's more difficult economic conditions, Hai Phong still achieved economic growth of more than 10%, ranking first in the Red River Delta region.

Taking note of voters’ opinions and recommendations on the vote of confidence, National Assembly Chairman Vuong Dinh Hue said that the National Assembly Standing Committee has met and carefully prepared for the vote of confidence for positions elected and approved by the National Assembly at the upcoming 6th session of the National Assembly. Some people holding positions elected or approved by the National Assembly but not having held a full year will not be subject to this vote of confidence.

Regarding the handling of individuals and groups related to the fire at the mini-apartment building in Thanh Xuan (Hanoi), National Assembly Chairman Vuong Dinh Hue stated that, strictly implementing the direction of General Secretary Nguyen Phu Trong, relevant agencies are considering to strictly handle the responsibilities of the groups and individuals related to the fire. The individuals involved will not be planned or appointed during the time the authorities are considering and handling the responsibilities.

Regarding the salary reform policy, National Assembly Chairman Vuong Dinh Hue shared that due to difficulties caused by the COVID-19 pandemic, the implementation of the salary reform roadmap according to Resolution 27-NQ/TW in 2018 had to be temporarily suspended. While waiting for the salary policy reform roadmap to continue, the National Assembly decided to increase the basic salary to 1.8 million VND from July 1, 2023 to help cadres, civil servants, public employees, and armed forces improve their income and quality of life.

At the upcoming 6th Session, the National Assembly will consider and decide on the issue of continuing to implement the salary reform roadmap according to Resolution 27. Up to now, our country has prepared about 500,000 billion VND for salary policy reform according to the principle that the new salary level is not lower than the current salary level. It is expected that after 2024, each year, the salary level will increase by 5-7% to move towards a short-term salary in the public sector equal to the salary level in the manufacturing sector. From now until the expected implementation date of the salary policy reform roadmap on July 1, 2024, relevant agencies are focusing on completing the draft policy, salary scale system, etc.

Land law

Voter Pham Van Tuyen, Trung Dung Residential Group, Ngoc Xuyen Ward, expressed his opinion on the draft Law on Land (amended). National Assembly Chairman Vuong Dinh Hue emphasized the spirit of preparing the draft law with the best quality to submit to the National Assembly for consideration and approval at the 6th Session in accordance with the 3-session process. However, there may also be cases like the Law on Medical Examination and Treatment (amended), if the quality of the draft law is not guaranteed, the National Assembly may not approve it at this session. This issue is under the decision-making authority of the National Assembly.

Receiving the opinions of voter Le Duc Hop, Hop Duc ward on night economy and tourism, the National Assembly Chairman emphasized that the Politburo has issued Resolution No. 45-NQ/TW dated January 24, 2019 on building and developing Hai Phong city until 2030, with a vision to 2045, which sets out many important tasks and solutions to develop the city. Cat Ba, Do Son, along with Ha Long, becoming an international tourism center is the goal set out in the Resolution by 2025. To achieve that goal, Do Son tourism infrastructure needs to be invested synchronously.

Considering that the night economy is very important, night economic activities need to be carried out in accordance with general provisions of the law, ensuring security, order and social safety, the National Assembly Chairman also suggested that Do Son, in its development calculations, should study and re-evaluate tourism resources, tourism environment, tourism businesses, tourism products, etc., in the spirit of considering tourism as an economic sector, following economic laws.

National Assembly Chairman Vuong Dinh Hue also agreed with voters' recommendations on the need to promote tourism and service development in Do Son, and handle suspended projects that waste land resources while as a peninsula, Do Son's development space is not much, only about 42 square kilometers.

Voter Nguyen Ngoc Hai, Hai Son ward, proposed that the National Assembly and the Government direct the study, amendment, and supplementation of unified regulations on sea and islands and issue regulations allowing only land allocation and land lease in accordance with the provisions of the law on land for sea encroachment investment projects to speed up project implementation progress, especially projects located both inside and outside the lowest average sea level in many years must carry out 2 procedures for land allocation, land lease and procedures for sea area allocation.

Taking note of voters' opinions, according to the National Assembly Chairman, in order to perfect regulations related to sea encroachment activities, the draft Land Law (amended) being submitted to the National Assembly for consideration has separate regulations on land use regime for sea encroachment activities. The National Assembly Chairman requested Hai Phong to continue researching and contributing to this content.

Voters in Do Son district reported that many central ministries and agencies have not been invested in, causing waste, ineffective business, being left abandoned, spoiling the city's beauty, and even being used for the wrong purposes. The National Assembly Chairman stated that the management and use of public assets must be carried out publicly and transparently, ensuring thrift and anti-waste in accordance with the spirit of the Law on Management and Use of Public Assets.

Voter Tran Van Hop, Vice Chairman of the Vietnam Fatherland Front Committee of Hai Son Ward, proposed that the National Assembly and the Government consider, direct, and research policies to support fishermen in converting their fishing occupations, so that fishermen can feel secure in production, develop the economy in association with protecting the sovereignty of the sea and islands, while ensuring compliance with legal regulations.

The National Assembly Chairman stated that the voters' opinions are completely valid, this content is related to the 2017 Fisheries Law, the issue of career conversion; at the same time, he stated that "we must fight against illegal, unregulated and unreported fishing, to remove the EC's yellow card; ensure sustainable development for the fishing industry". The Government has a project to convert about 2,000 fishing vessels operating in coastal and offshore waters that are currently exploiting seafood to aquaculture, aquaculture services, recreational fishing, occupations that localities are planning to develop or participating in guiding tours in conservation areas...

Regarding support for converting fishing vessels, the National Assembly Chairman suggested that Hai Phong city pay more attention. Although the proportion in Do Son is not high, this is a practical livelihood for fishermen, and the locality needs to increase communication about career conversion.

Voter Hoang Dinh Dung, former Head of the District Economic Department, proposed that the National Assembly soon promulgate the amended Law on Fire Prevention and Fighting with regulations that are close to reality and keep up with the movements and changes of society.

The National Assembly Chairman agreed that it is necessary to strengthen propaganda work; at the same time, he emphasized that equipping people with skills is very important, even at all levels of education, knowledge and skills must be taught to students. Along with that, in this work, equipment must be appropriate, "modern but appropriate", the National Assembly Chairman clearly stated.

The National Assembly Chairman agreed with voters' opinions that the model of supporting and fighting fires in groups and residential areas when the authorities have not yet arrived at the scene in time - "community rapid response teams" in the spirit of volunteerism is also very important; while the authorities have not yet arrived, the community can support each other a lot, minimizing damage when an unfortunate incident occurs.

The National Assembly Chairman agreed with the opinions raised regarding the draft Law on Housing (amended) which will be considered and approved at the 6th Session; at the same time, he said that the review work, especially for mini apartments, is being carried out, with the spirit of ensuring the actual needs of the people but not legalizing violations, and having very strict regulations on this type of housing; along with that is the requirement to issue standards, criteria and have transitional provisions to ensure the stability of people's lives as well as the work of ensuring security and safety of people's lives and property.

At the meeting with voters, National Assembly Chairman Vuong Dinh Hue received and answered voters' questions about: handling people who spread fake news as well as network information safety and security issues, considering raising the health insurance benefits for youth volunteers, researching and amending regulations on conditions for workers to limit one-time social insurance payments and for those who have paid one-time social insurance to be able to re-participate in social insurance, improving the quality of education, etc.
