Recent theoretical and empirical studies have confirmed the important role of data in a country’s economic growth, helping to improve the efficiency of traditional production factors, contributing directly to growth through digital services and the digital economy . This is especially relevant for developing countries like Vietnam, where optimizing existing resources is a key factor for sustainable growth.
In addition, data also plays a central role in the process of knowledge creation and innovation, providing essential inputs for research and development activities such as in the case of developing artificial intelligence (AI) applications, creating knowledge spillover, increasing efficiency and productivity without the need for additional investment, especially not limited by decreasing amplitude like other traditional resources (oil, coal, etc.) but can also accumulate indefinitely, creating momentum for sustainable economic growth. It can be said that in the digital age, data has gone beyond the role of a supporting tool, becoming a very important new economic resource for economic growth, contributing directly through the digital economy.
Vietnam is currently entering a turning point in its development in a context of continuous fluctuations at home and abroad. The fourth industrial revolution is strongly impacting countries, promoting digital transformation, digital economic development and AI application, creating great opportunities and challenges. To achieve the target of double-digit economic growth in the coming years, according to experts, Vietnam needs to quickly transform its growth model from breadth to depth, from relying on foreign investment and cheap labor to relying on science and technology, innovation and digital transformation. In this process, data will be a key factor that needs to be focused on and developed as a new resource.
The State needs to invest more heavily in data infrastructure, build and develop data centers and cloud systems to support data collection and sharing among agencies, businesses, and communities, making it easier to collect, process, and analyze data, creating a foundation for the growth of the digital economy.
In parallel with investing in digital infrastructure, the State also needs to issue more policies and breakthrough solutions for developing the digital economy and improving digital skills for the workforce through investing in developing information technology platforms as well as digital training for the people. This will help build a workforce capable of using and exploiting data, while promoting digital industries such as AI and big data.
In addition to implementing solutions related to data capital, the State also needs to continue implementing growth solutions that have been and are proving effective. Combining solutions to mobilize collective strength will contribute to achieving the double-digit growth target in the country's new development era.
