
According to the Ministry of Construction , in implementing the directives of the Prime Minister, the Ministry has issued documents requesting ministries, sectors, People's Committees of provinces and centrally-administered cities, and corporations and general companies under the Ministry of Finance to register and prepare for implementation.
As of December 14th, the Ministry of Construction had compiled a list of 234 construction projects in 34 provinces/cities that met the criteria for commencement, inauguration, and technical opening to traffic. Of these, 148 projects had commenced construction, and 86 projects had been inaugurated and technically opened to traffic.

Broken down by Ministry, sector, and locality: 38 projects from ministries and sectors; 39 projects from corporations and general companies; and 157 projects from localities. The total investment for these projects/works is over 3.4 million billion VND (of which 96 projects are state-funded: over 627 trillion VND, accounting for 18% of the total; and 138 projects are from other sources: over 2.79 million billion VND, accounting for 82% of the total).

Regarding the time, location, and format of the event: Expected duration: Half a day, starting at 9:00 AM on December 19, 2025. Format: The central hub will be broadcast live on Vietnam Television, and 11 live hubs and 67 online hubs will be connected via television to the central hub.

Out of a total of 234 projects eligible for commencement, inauguration, and technical opening, the Ministry of Construction proposed 79 connection points, including 12 direct connection points and 67 online video connection points at the projects, connecting with other projects of ministries, sectors, provinces, and cities that have registered; symbolizing the 79th anniversary of the National Resistance Day (December 19, 1946 - December 19, 2025), based on the sector, economic region, and socio-economic significance of the projects, the Ministry of Construction proposed the following specifics:
Central point of connection: At the groundbreaking ceremony for the Olympic Sports Urban Area construction project (Total investment: 925,000 billion VND, managed by the Hanoi People's Committee) in Thuong Phuc commune, Hanoi city. 11 main connection points in various provinces/cities.

Lao Cai Province: Construction commenced on Component Project 1 of the Lao Cai-Hanoi-Hai Phong railway line investment and construction project (Total investment: VND 3,299 billion, investor: Railway Project Management Board - Ministry of Construction) in Lao Cai ward.
Bac Ninh Province: Construction begins on the Que Vo II Industrial Park Infrastructure Development Project - Phase 2 (Total investment: 3,000 billion VND, investor: Nhan Dat Tien Limited Liability Company) in Phu Lang commune.
Quang Ninh Province: Construction begins on a high-end integrated tourism service complex in the Van Don Economic Zone (Total investment: VND 51,000 billion; investor: Sun Group) in the Van Don Special Economic Zone.
Hanoi City: Construction begins on the Red River Scenic Boulevard Project in Hanoi (Total investment: 855,000 billion VND, managed by the Hanoi People's Committee) in Phu Thuong ward.
Hue City: Hue International General Hospital (Total investment: 400 billion VND, Investor: Hue International General Hospital Joint Stock Company) inaugurated in Thuan Hoa ward.
Quang Ngai Province: Construction begins on the Hoa Phat Dung Quat Railway Rail and Special Steel Production Project (Total investment: 10,000 billion VND, investor: Hoa Phat Dung Quat Railway Rail and Special Steel Joint Stock Company) in Van Tuong commune.
Lam Dong Province: Construction begins on the Tan Phu-Bao Loc Expressway project (Total investment: 18,000 billion VND, investor: Investment Project Management Board No. 1, Lam Dong Province) in Da Huoai commune.

Ho Chi Minh City: Construction begins on the Youth Cultural Center project (Total investment: VND 2,240 billion, investor: Ho Chi Minh City Civil and Industrial Construction Project Management Board) in Saigon Ward.
An Giang Province: Construction begins on Phase 1 of the Urban Electric Train Line Project (Total investment: VND 8,950 billion, investor: Sun Group), in Phu Quoc Special Economic Zone.
Can Tho City: Inauguration and technical opening of the main section of the North-South Expressway Eastern route project, Can Tho-Hau Giang-Ca Mau (Total investment: VND 27,523 billion, investor: My Thuan Project Management Board - Ministry of Construction) at the IC5 interchange.
Dong Nai Province: Inauguration ceremony for several projects and launch of the first flight under the Long Thanh International Airport Construction Investment Project - Phase 1 (Total investment: VND 98,563 billion) in Long Thanh commune.
At the meeting, Prime Minister Pham Minh Chinh gave his opinion to finalize the plan for organizing the ceremony, with the central venue expected to be at the groundbreaking ceremony for the Olympic Sports Urban Area project (Thuong Phuc commune, Hanoi city).
The Prime Minister emphasized that, following the groundbreaking and inauguration ceremonies of major projects on April 19, 2025 (commemorating the 50th anniversary of the Liberation of the South and National Reunification) and August 19, 2025 (commemorating the 80th anniversary of National Day), the groundbreaking, inauguration, and technical opening ceremonies of these projects are very significant events to celebrate the 11th National Emulation Congress and the 14th National Party Congress, while also contributing to creating momentum, inspiring new enthusiasm, and promoting double-digit economic growth in the coming years.
The Prime Minister requested that ministries, localities, and agencies continue to carefully review and prepare for the ceremony, ensuring progress, quality, and specific task assignments, guaranteeing "six clear points": clear person, clear task, clear time, clear responsibility, clear authority, and clear output. The Ministry of Interior will preside over the awarding of commendations to individuals and collectives with outstanding achievements in emulation movements and the implementation of key national projects, paying particular attention to commending engineers, workers, and laborers who have directly worked and persevered on construction sites throughout the years.
