Standardizing 23 administrative procedures on water resources

Administrative procedures will help standardize management processes in the water resources sector.

Minister of Agriculture and Environment Do Duc Duy has just issued Decision No. 642/QD-BNNMT on promulgating the standardization of administrative procedures in the field of water resources under the State management of the Ministry; in which, there are 19 standardized administrative procedures in the field of water resources at the central level, 23 at the provincial level, and 2 at the district level.

Provincial administrative procedures on water resources include many procedures such as: Practicing small and medium-scale groundwater drilling; temporarily suspending the validity of groundwater exploration licenses...

Provincial administrative procedures include: Suspension of underground water exploration licenses and water resource exploitation licenses; return of small and medium-scale underground water drilling licenses; registration of water surface use, digging of lakes, ponds, rivers, streams, canals, ditches, and streams; consultation on plans for artificially supplementing underground water; consultation on results of trial operations for artificially supplementing underground water.

Along with that are the procedures for calculating fees for granting water resource exploitation rights for works for domestic use that have been put into operation and have been granted water resource exploitation licenses but have not yet been approved for the fee; extending and adjusting underground water exploration licenses, granting underground water exploitation licenses for works with a scale of less than 3,000 m3/day and night; granting, extending and adjusting licenses for practicing small and medium-scale underground water drilling.

Some other procedures such as practicing small and medium-scale underground water drilling; calculating fees for granting the right to exploit water resources for non-operational and operational works; adjusting fees for granting the right to exploit water resources; granting exploitation licenses, registering for exploitation and use of surface water and seawater; appraising and approving plans for placing boundary markers for the water protection corridor of hydroelectric reservoirs.

According to the Ministry of Agriculture and Environment, the above administrative procedures will help standardize management processes in the field of water resources; contributing to improving the operational efficiency of organizations, businesses and individuals in the field of water resources.

This Decision replaces Decision No. 1545/QD-BTNMT dated June 10, 2024 of the Minister of Natural Resources and Environment on promulgating newly issued administrative procedures, amended and supplemented administrative procedures in the field of water resources under the management scope of this Ministry.
