Hanoi The project was licensed for three floors and an attic with a total floor area of nearly 500 m2, but the owner of the My Home mini apartment complex built nine floors, each floor 550-650 m2.
Director of Hanoi Department of Construction Vo Nguyen Phong has just reported the results of the inspection of the My Home mini apartment building built without permission on Phu Huu Street (Tan Xa Commune, Thach That District).

Accordingly, the land plot for the above apartment building was granted a land use right certificate in October 2022, with an area of over 726 m2. Of which, only 225 m2 is residential land, the remaining 500 m2 is land for perennial crops.
The project started in February without a construction permit. The investor was fined 35 million VND by the People's Committee of Thach That district; the People's Committee of the commune issued a record to suspend construction. The project is currently pouring reinforced concrete columns on the 5th floor, with an area of 560 m2.
On April 17, Thach That district granted a permit to build a single-family home to the owner of the land plot. The first floor construction area is over 150 square meters, the total floor area is nearly 500 square meters; the building height is 15.6 meters with three floors and an attic.
However, just one week later, the District Urban Construction Order Management Team discovered that the construction project was violating the permit in terms of both construction area and number of floors, exceeding four floors and over 500 square meters per floor.

More than a month later, the commune made a record to suspend construction. At this time, the project had poured the reinforced concrete column frame of the 8th floor and was pouring the column of the 9th floor.
In June, the government issued a decision to enforce and revoke the construction permit. But there was no enforcement action after that, the project continued to be completed with 9 floors and prepared for use (it was announced to be rented out).
"The construction project violated land and construction order. The construction area of the first floor increased by more than 510 square meters, from 150 square meters to more than 660 square meters, with a scale of 9 floors," the Department of Construction stated, adding that the violations had been recorded but "there were no timely and decisive measures to prevent and handle the violations, leading to the completed project having the above scale."

Previously, on October 13, Chairman of Hanoi People's Committee Tran Sy Thanh requested the authorities to inspect and clarify information reflecting the illegal construction of the 200-apartment mini-apartment building My Home.
Thach That District then decided to temporarily suspend the management work until the end of December for Tan Xa Commune Chairman Tran Van Hoa and the chairmen of Thach Hoa and Binh Yen communes, where there were also illegal construction works. The district also established an inspection team and will take disciplinary action against the relevant officials.
Regarding the handling of violations of the My Home project, the Chairman of Tan Xa commune said that the investor committed to remedy the consequences, dismantle 5 floors, and restore the original state according to the license, within the deadline from now until the end of the year.
My Home mini apartment is 1.5-2.5 km from FPT University and Hanoi National University, Hoa Lac campus. In addition to My Home mini apartment, Tan Xa, Thach Hoa and Binh Yen communes also have dozens of mini apartments of similar scale, even larger, to meet the rental needs of students of Hanoi National University (Hoa Lac campus) and Hoa Lac High-Tech Park.
