Joining hands to build Ha Tinh to meet new rural province standards

With the spirit of building a new rural area without an end point, in recent times, the political system at all levels and the majority of people have strived to compete to complete the criteria of advanced new rural areas and model new rural areas, contributing to the early completion of Ha Tinh's Project to build a province that meets new rural standards by 2025.

"Sprint" to bring the last group communes to the finish line

The pilot project to build Ha Tinh province to meet the new rural standards has passed the halfway point, but up to now, the whole province still has 4 communes that have not been recognized as meeting the standards (Ha Linh, Dien My, Huong Lam, Huong Lien, all in Huong Khe district). Of which, Huong Lam and Huong Lien communes have basically completed the criteria and are submitting documents for appraisal and recognition of meeting the standards. Dien My and Ha Linh communes have so far only met 11-13/20 criteria, the workload of the bottom-ranking localities is still quite large. Therefore, the whole province is focusing on and accompanying the communes to urgently complete the criteria.

In Dien My commune, although there is still a lot of "mess" with cement, sand, stone, steel... but model roads and model residential areas have gradually appeared, showing the improvement in the material and spiritual life of the people. Mr. Hoang Xuan Tan - Secretary of the Commune Party Committee excitedly said: "In the past time, all villages have simultaneously responded to the emulation movement to build new rural areas. The whole commune has mobilized 518 working days, 28 machine shifts; focused on releasing traffic corridors, pouring aggregate for 2.22 km of village roads; pouring concrete for 0.73 km of village roads, 136m of drainage ditches, building 2.2 km of roadside; clearing 1.72 km of alley road corridors...".

Working together with the locality, units supporting Ha Linh commune in building new rural areas regularly mobilize forces and resources to speed up the implementation and completion of criteria.

In order to strengthen the "external force" for the localities in the bottom group, in April 2023, the Chairman of the Provincial People's Committee decided to transfer 22 units to sponsor Ha Linh and Dien My communes. Currently, the units are coordinating to review and support or mobilize businesses, organizations and individuals to sponsor communes and villages in terms of money, goods and working days in implementing the criteria. At the end of May, village 5, Ha Linh commune happily received cash and goods worth more than 210 million VND from sponsoring units, businesses and individuals to support the construction of new rural areas.

Deputy Head of the Provincial Party Committee's Inspection Commission Nguyen Van Ho said: "Assigned to sponsor Village 5, we have mobilized cadres and civil servants to contribute from their salaries to support the locality. The unit also stands up to connect and call on businesses and organizations to sponsor in kind and cash to help the locality build projects. Although the funding source is not much, we hope to contribute to changing awareness and consciousness about the movement so that they can really participate and make the new rural area sustainable. In the coming time, the unit will continue to accompany and coordinate with professional agencies to help the locality overcome difficulties and soon complete the criteria."

Mr. Nguyen Huy Luong - Secretary of the Party Cell of Hamlet 5 shared that, together with previous sponsorship and funding sources, Hamlet 5 received gifts and cash worth more than 2 billion VND. The locality used this money and gifts to build a village cultural house and lighting lines. This valuable resource is also a great motivation for the whole hamlet to strive to complete the criteria in June.

It is expected that by the end of the third quarter, Ha Linh and Dien My communes will basically complete the new rural criteria.

Together with village 5, in the first months of 2023, the entire Ha Linh commune mobilized more than 3,000 working days and more than 50 shifts of excavators and diggers to implement the criteria. Thereby, 2 km of traffic corridor was cleared; 5,800 m of green fences and more than 400 shade trees were planted; 6 makeshift houses were removed; 7,000 m of new power lines were built to light up the countryside; 3,200 m of miscellaneous fences were removed; 1,600 m of drainage ditches were dredged and the roadside was filled... The entire population donated more than 5,000 ^m2 of land for the construction of works and items.

According to the assessment of the Office of New Rural Development Coordination of Huong Khe district, if this progress is maintained, by the end of the third quarter, Ha Linh and Dien My communes will basically complete the criteria.

Upgrading criteria to ensure meeting new stage standards

Starting the process of building a new rural area with a low starting point, Ky Phu commune (Ky Anh district) only reached the new rural area finish line at the end of 2019. However, the criteria of the commune are highly sustainable, creating a premise for moving forward to build an advanced new rural area right after reaching the standard. Thanks to that, by 2021, Ky Phu reached the advanced new rural area standard. More notably, after only 1 year, Ky Phu spectacularly successfully built a model new rural area. With a bright - green - clean - beautiful environmental landscape, Ky Phu has become a "livable countryside".

Maintaining the emulation movement to build new rural areas well, Ky Phu commune (Ky Anh district) spectacularly upgraded from advanced new rural areas to model new rural areas after only 1 year.

Mr. Vo Xuan Mao - Secretary of the Party Committee of Ky Phu commune said: “We determined that to build a new rural area, we must arouse the spirit of competition among the people. In the first stage, the entire political system will promote the combined strength; propagate so that all people identify that building a new rural area is the responsibility of each individual; People must be the subject and participate actively and voluntarily to be effective and sustainable. When people participate, difficulties will become easy. We accelerate the upgrading of criteria with the goal of improving people's income and quality of life. In 2022 alone, Ky Phu mobilized 6,800 working days to participate in building a new rural area with a total value of nearly 1.5 billion VND; mobilized nearly 4.5 billion VND from the people to carry out the items".

Most localities are maintaining the new rural construction movement well.

According to the Provincial New Rural Area Coordination Office, most localities are maintaining the movement well, especially implementing the pilot project to build the province to meet the new rural standards. Villages, communes and districts that have met the new rural, advanced new rural and model new rural standards are also actively reviewing and upgrading the criteria to ensure meeting the standards according to the new rural construction criteria for the period 2022 - 2025. In particular, many localities have paid attention to reviewing according to the new criteria and organizing implementation such as: Vu Quang, Ky Anh, Thach Ha, Huong Son... Communes that have not met the standards have had a higher concentration, with a large amount of implementation, especially building roads, upgrading village cultural houses, houses and auxiliary works, environmental sanitation...

At the conference to deploy tasks in 2023 and evaluate the mid-term implementation of the pilot project to build a province that meets new rural standards recently (April 2023), Chairman of the Provincial People's Committee Vo Trong Hai emphasized that in order to complete the targets and goals set in 2023 and the remaining years of the term, localities and units need to focus on leadership, direction, prioritizing resources and sponsoring and funding communes and districts that have not met new rural standards; continue to upgrade and consolidate new rural criteria in communes that have met standards before 2022, thereby building a roadmap to meet advanced new rural standards and model new rural standards in 2023.

Regarding the implementation of the pilot project to build a province that meets the new rural standards, localities and units must change their thinking and working methods in the new period; effectively use all resources to build a new rural area in depth and substance; focus on completing provincial-level criteria; invest in essential infrastructure; give high priority to implementing criteria that are practical for people's lives; effectively use budget capital at all levels; promote forms of socialization and resource mobilization. Departments and branches connect with central ministries and branches to support resources and guide localities in the implementation process. By the end of 2023, 100% of communes will meet the standards; strive by 2024, all 13/13 districts, towns and cities will meet the standards/complete the task of building a new rural area.

To date, the province has 177/181 communes meeting NTM standards, 50 communes meeting advanced NTM standards, 7 model NTM communes; 9/13 districts, cities, and towns have met standards/completed the task of building NTM. There are 249 3-star and 4-star OCOP products in the area. Average income reaches nearly 40 million VND/person/year (2022).
