In the movement to eliminate temporary houses (XNT), dilapidated houses (NDN) for poor households (HN), near-poor households (HCN) and ethnic minorities (ĐBDTTS), the Border Guard (BĐBP) of Quang Tri province has focused on leading and directing its affiliated agencies and units to proactively and closely coordinate with departments, branches and localities to implement and ensure the goals, targets and progress set by the Provincial Steering Committee.

In order for the movement of XNT, NDN for HN, HCN and BDDTTS to be practically and effectively implemented, the entire provincial Border Guard force has thoroughly grasped and seriously implemented the policies of the Party and State; the leadership and direction of the Provincial Party Committee, the Provincial People's Committee, the Steering Committee for XNT, NDN for HN, HCN of the province. The Provincial Border Guard Party Committee identified this as a key and important content. Therefore, there have been many policies and solutions for leadership and direction for units on the two border lines to preside over, coordinate and participate with localities in the implementation.

In the old Quang Binh province, continuing to implement the program of XNT, NDN for HN, HCN in the Ethnic Minority Region, the Border Guard force took the lead in building 256 HN-level houses in remote areas with difficult traffic, including: Truong Son commune 100 houses; Kim Ngan commune 27 houses and Dan Hoa commune 129 houses.

During the implementation process, the Border Guard force proactively worked and agreed with departments, branches and localities on the content, methods and implementation time; established construction supervision teams for the XNT and NDN projects in the three communes of Truong Son, Kim Ngan and Dan Hoa, including: Station Chiefs and Political Commissars of Border Guard stations; Party Committee Secretaries, People's Committee Chairmen, Vietnam Fatherland Front Committee Chairmen and commune cadastral officers; Secretary or Head of the village where the beneficiary households are located...

The supervision teams are led by the Border Guard Station Chief and the Commune Party Secretary as the deputy head to carry out the construction supervision process to ensure strict quality, technique, progress, and time; urge the construction; and determine to build houses for ethnic minority households to complete soon in accordance with the direction of the Provincial Steering Committee for Construction and Rehabilitation.

As of the end of June 2025, Border Guard stations on the two border lines in the former Quang Binh province directly participated in supporting the construction and renovation of 70 houses; mobilizing over 250 officers and soldiers to participate with more than 1,100 working days; supporting funding and materials worth over 500 million VND.

The provincial Border Guard has received VND3 billion from the Thien Tam Fund under Vingroup Corporation, equivalent to 50% of the funding to build 100 houses in Truong Son commune. In addition, officers and soldiers of the provincial Border Guard have also allocated an additional VND200 million from the production increase fund and other legal sources of income to help ethnic minority households in difficult circumstances purchase essential necessities for their lives.

In the old Quang Tri province, the Border Guard force deployed the construction of 5 houses of comradeship, with a budget of over 1.5 billion VND. Regarding the implementation of the program of XNT, NDN for HN and HCN, the unit simultaneously started to build 1,328 new houses; repaired 194 houses with a budget of nearly 54 billion VND.

To date, 727 newly built houses and 102 repaired houses have been completed and handed over to households. During the process of construction and renovation of houses for the poor, the border guards mobilized 670 officers and soldiers to participate with over 1,624 working days.

According to Colonel Ngo Van Dung, Deputy Political Commissar of the Quang Tri Provincial Border Guard Command: After merging the Border Guard forces of the two provinces, the Party Committee and the Command continue to prioritize focusing all resources on the program of XNT, NDN for HN, HCN and DBDTTS. In the immediate future, speed up the progress of completing the construction and putting into use 25 houses for the people before August 31, 2025 according to the target assigned by the Provincial Steering Committee to the Provincial Border Guard Command.
