On October 17, in Quang Tri, the Central Propaganda and Mass Mobilization Commission coordinated with the Ministry of Science and Technology and the Ministry of Agriculture and Environment to organize the National Scientific Conference "Breakthrough in science and technology development to promote green transformation and sustainable development".
The workshop aimed to concretize Resolution No. 57-NQ/TW and Conclusion No. 81-KL/TW, affirming the central role of science - technology, innovation in creating green growth and sustainable development of the country. With the participation of representatives of the Ministry of Science and Technology, the Ministry of Agriculture and Environment, the Ministry of Finance ; Quang Tri province; along with many experts, scientists, representatives of research institutes, universities, businesses and press agencies nationwide.

Speaking at the workshop, Deputy Head of the Central Propaganda and Mass Mobilization Commission Huynh Thanh Dat affirmed that developing science, technology and innovation is the decisive factor and foundation to help Vietnam achieve double-digit growth targets in the coming years; becoming a modern industrialized country by 2030 and a developed, high-income country by 2045. In particular, green transformation is a prerequisite to help improve national competitiveness, meet international standards and protect the environment. Green transformation and sustainable development are not only strategic choices but also imperatives of the times, promises to history and future generations.
At the workshop, delegates focused on discussing major groups of contents such as: Identifying opportunities and challenges from climate change for the target of double-digit economic growth; the role of science and technology in implementing green transformation; perfecting institutions and innovation ecosystem; as well as sharing practices from localities, industries and businesses...
5 strategic breakthroughs to make science and technology the key driving force of green transformation and sustainable development.
Mr. Tran Quoc Cuong, Director of the Department of Social Sciences, Humanities and Natural Sciences (Ministry of Science and Technology) said that the Ministry of Science and Technology has identified five strategic breakthroughs so that science and technology can truly become the key driving force of green transformation and sustainable development.

First, institutional breakthrough: Completing the system of detailed regulations and instructions for implementing the Law on Science, Technology and Innovation; building a testing mechanism (sandbox).
Second, breakthroughs in green energy technology and platform technology: Through science and technology programs, we have focused on researching and developing wind and solar energy, green hydrogen, energy storage, and nuclear technology for peaceful purposes.
Third, breakthrough in standards - measurement - quality: Building a green standards system, criteria for evaluating product life cycles, measuring emissions and energy efficiency.
Fourth, breakthrough in green innovation ecosystem: Developing national green innovation center and key laboratory network on energy, materials...
Fifth, breakthroughs in human resources and international cooperation: Developing "green - digital" human resources, attracting overseas Vietnamese experts, expanding international cooperation in the fields of clean, circular and low-carbon technology.
In particular, according to Mr. Tran Quoc Cuong, the Law on Science, Technology and Innovation recently promulgated by the National Assembly has laid a new institutional foundation, removing long-standing bottlenecks in the management, finance and commercialization of research results. This is a historic step, affirming the determination of the State and Government in granting autonomy and creating a clear legal corridor for science, technology and innovation activities.
In the coming period, the Ministry of Science and Technology will continue to accompany ministries, branches, localities and the business community to turn science, technology and innovation into the central driving force of the green economy.
High determination to implement Resolution 57

From a local perspective, Mr. Hoang Nam, Permanent Vice Chairman of the People's Committee of Quang Tri province, said that the province will focus on rapid and sustainable economic development based on four pillars: Energy - logistics - tourism - green agriculture; at the same time, implementing three key breakthroughs including: Completing infrastructure, improving the investment environment; promoting science and technology, innovation and digital transformation; improving the quality of human resources.
Implementing Resolution No. 57-NQ/TW, Quang Tri province has established a Steering Committee on breakthroughs in science and technology development, innovation and digital transformation, issued a system of interconnected documents from the province to the grassroots, creating a unified and effective leadership platform.
The "Digital Literacy for All" movement was widely launched, attracting more than 38,000 cadres, party members and people to participate in training courses on AI and ChatGPT, contributing to improving digital capacity for the whole society. Digital infrastructure, population, land, household registration and business databases were synchronized; Quang Tri became one of 14 provinces to complete phase 1 of Plan 02-KH/BCĐTW of the Central Steering Committee early, achieving the criteria of "comprehensive greening"...
These results demonstrate the province's high political determination and steady steps in the journey to realize Resolution 57, making science - technology - innovation - digital transformation become the key driving force of green and sustainable development.
Speaking at the opening of the workshop, Mr. Phung Duc Tien, Deputy Minister of Agriculture and Environment, emphasized that the world is moving towards a green, low-carbon economy and sustainable development. The fourth industrial revolution, along with trends such as artificial intelligence, renewable energy, new materials, biotechnology and digital transformation, is profoundly changing all areas of economic and social life.
Resolution 57-NQ/TW dated December 22, 2024 of the Politburo clearly identified science, technology, innovation and digital transformation as one of the strategic breakthroughs, playing a key role in driving green growth and sustainable development, a prerequisite for implementing the international commitment to net zero emissions by 2050 and the foundation for ensuring energy security, environmental security and sustainable development.
Science, technology and innovation are not only tools, but also powerful endogenous resources for Vietnam's sustainable development. We need to make breakthroughs in thinking, mechanisms and actions to turn knowledge and creativity into material strength, contributing to realizing the aspiration of building a rich, green, modern and prosperous Vietnam.
Also according to Mr. Phung Duc Tien, at the Workshop, managers, experts, scientists and businesses... with their intelligence and practical experience will continue to participate in giving opinions, criticism and proposing viewpoints, key tasks, solutions to promote strategic breakthroughs in science and technology to promote green transformation and sustainable development of the country in the new era; strengthen coordination between Party and State agencies, scientists, experts, businesses and domestic and international organizations in strategic orientation of national development towards sustainability and environmental friendliness.

At the workshop, opinions were unanimous that for a real and effective green transformation, there needs to be synchronization in institutions, policies, finance, science and technology, human resources and social media. It is necessary to further promote the role of enterprises in research, application and commercialization of green technology; increase investment in basic science, core technology and digital transformation; and promote international cooperation on innovation, climate technology, renewable energy and resource management.
Representatives of ministries, branches, research institutes, universities and enterprises also shared many typical practical models such as smart agriculture, clean industry, environmentally friendly high-tech zones, contributing to spreading the spirit of innovation, creativity, and application of scientific knowledge into life, for the sustainable development of the country.
The workshop is not only a forum for academic exchange but also a step to concretize Resolution 57-NQ/TW, promoting coordination between Party and State agencies, the scientific community and businesses in creating a green future for Vietnam.
