Journalist Dang Thi Phuong Thao - Deputy Editor-in-Chief of Thanh Nien Newspaper said: In recent times, social housing has been one of the issues that has attracted great attention from the public as well as readers of Thanh Nien Newspaper. The lack of social housing supply is still an unsolved problem. Especially in recent days, in Hanoi , public opinion has heated up because people have been jostling to submit applications to buy social housing apartments in the NHS Trung Van project (Trung Van Ward, Nam Tu Liem District) regardless of day or night.

With so many applicants, on May 20, under the hot weather, the lottery to buy NHS Trung Van social housing was held at Cau Giay District Gymnasium with about 1,500 people coming to draw lots to win the right to buy nearly 150 apartments. The competition rate for social housing apartments is likened to the entrance exam to public schools.

The need for social housing is also the need of young people. New entrepreneurs, young couples who are workers and intellectuals have a great need to find a home that fits their financial capacity, while ensuring the quality of life to devote to work and develop their careers.

Journalist Dang Thi Phuong Thao hopes that experts will share, contribute ideas, and seek solutions to advise the Party and State to resolve difficulties in social housing.

The demand for social housing among the people is very high, typically demonstrated by the draw to buy apartments at the NHS Trung Van project (Hanoi) on May 20, the press compared it to a competition or the high competition rate like a university entrance exam.

To solve the problem at its root, the solution is to increase the supply of social housing. When the supply meets the actual demand relatively fully, negative issues such as "brokers", price inflation, price differences... in the distribution of social housing can be reduced.

To have a source of supply, land fund creation, administrative procedures, capital sources... must be cleared. At the same time, there needs to be a better, more substantial support mechanism for investors to attract more businesses to participate. For example, the current highest profit margin is 10%, but in the future, higher incentives such as 15%, 20%... need to be studied and considered to be substantial and appropriate. However, it is also necessary to help businesses understand their role and political obligations towards society.

Recently, in the process of amending and supplementing the Housing Law and the Real Estate Business Law, the Ministry of Construction has proposed to the Government to submit to the National Assembly more substantial incentive policies for businesses participating in the development of social housing in the next phase.

The 10 current groups of beneficiaries of social housing policies are already very large. In the immediate future, it is necessary to focus on thoroughly resolving them before reviewing and researching. The 10 groups of beneficiaries who are given priority to buy social housing as per current regulations have also been carefully reviewed and researched before being included in the Project to build at least 1 million social housing apartments and workers' housing approved by the Prime Minister.

The need of localities to review and register to send to the Ministry of Construction is about 1.8 million apartments, but from now until 2030, it is necessary to focus on solving at least 1 million social housing apartments. With the current economic and social conditions, to solve the goal of 1 million social housing apartments is not simple, it must be the determined effort and coordinated efforts of many agencies, departments, branches, localities...

In the coming time, the People's Committees of provinces and cities need to expand the target group of home buyers, allowing people who meet the criteria to register to buy social housing. According to calculations, at least 20 million people are in need of social housing. In the next 20-30 years, the social housing market will always have demand.

Regarding Hanoi’s proposal to resolve public land interspersed within the boundaries of investment projects, many places are facing difficulties, not just one locality. That is also the cause of the long-standing congestion in approving housing projects, including Ho Chi Minh City.

Regarding social housing, there is still an old concept that there must be state subsidies such as: land is not collected for rent, capital for housing construction must have incentives... However, in reality, many businesses can use their own strength to solve the social housing problem, such as building low-cost commercial housing. At this time, we need to consider certain incentives for low-cost commercial housing because that is the segment right next to social housing.

Furthermore, according to the World Bank's point of view, there should be no concept of social housing but should be converted to low-cost commercial housing with certain incentives on taxes, access to land, and capital.

In addition, the housing policy needs to be accompanied by reform of the salary system, welfare system, etc., only then can the social security problem be solved. Enterprises should delve deeper into the development of the low-cost commercial housing segment. The power of enterprises can create the application of construction technology, construction material technology to reduce the cost of housing significantly.

Ms. Ha Thu Giang, Director of the Department of Credit for Economic Sectors (State Bank): Comprehensive solutions are needed to remove obstacles for social housing.

Capital flows into the real estate market come from many sources (investors, home buyers, etc.), bank capital is only a part of promoting social housing development. On the banking side, the State Bank has been implementing an additional package of 120,000 billion VND, which is very ready and active, hoping to soon disburse to the subjects.

The current problems lie in regulations, procedures for selecting investors, land funds, incentives to attract investors, etc. From a banking perspective, we believe that there needs to be a comprehensive solution to remove difficulties and obstacles, to increase liquidity for the market, when there is supply, the capital flow for social housing will be unblocked.

Resolution 33 of the Government and the guiding document of the Ministry of Construction have assigned the authority to provinces and cities to list and approve the list of social housing projects. Accordingly, the State Bank expects localities to promptly review and approve the list of projects to post publicly, from which commercial banks have a basis to consider lending.
