The first person we talked to was Major, MSc. Nguyen Van Diep (born in 1988), Head of the Telecommunications Network Security Research Department, Software Development Research Department, High-Tech Information Technology Center. With his outstanding achievements in work, in 2023 and 2024, Comrade Diep was awarded the title of Emulation Fighter by his superiors and in 2025, he was awarded a Certificate of Merit by the Ministry of National Defense .
"In September 2006, I was a student, class 42, Military Technical Academy. From January 2008 to July 2013, I majored in information technology at Brno University of Technology (Czech Republic). After graduating and returning to Vietnam, I was assigned by my superiors to be a Researcher in the Software Development Research Department of the Center. In 2023 and 2024, I performed many tasks well, typically: Leading the research and design of the system, managing the centralized management system for military telecommunications equipment - the 48-port layer 3 switching equipment management subsystem; leading the development of software for the project "Investing in mastering the technology of repairing and manufacturing wireless information equipment and IP-based, broadband transmission "System for managing, operating, and exploiting campaign-level and tactical information equipment made in Vietnam", Major, Master Nguyen Van Diep said.

Major, MSc. Nguyen Van Diep added: “In 2021, I was the project leader of the project “Research, design, and manufacture software to centrally manage and exploit multi-service access devices, by a group of authors including me, Lieutenant Colonel, MSc. Nguyen Viet Hung (member) and Lieutenant Colonel, MSc. Pham Thi Ngoc and the Software Research and Development Department. This project won the Third Prize of the 25th Creative Youth Award in the Army (2024-2025)...”.
When asked about the “secret” in researching topics and initiatives, Mr. Diep revealed: “From the time of forming the idea to the implementation, I always spend a lot of time reading, learning and researching documents, especially foreign language documents, mainly in English. During the research process, when encountering difficult and complicated problems, we often organize group discussions and exchanges to find solutions together. Each member participating in the topic needs to have high determination, perseverance, persistence, and not be discouraged; at the same time, there must be a clear division of work, determining the volume and completion time. Thanks to closely following the progress, whenever new problems or difficulties arise, we discuss together and agree on solutions.”

As for Lieutenant Colonel, Dr. Nguyen Van Phe (born in 1988), Researcher of the Radio Technology Research Department, Telecommunication Technology Research Department at the Center, his "destiny" with the scientific path was different. He was born and raised in Truc Thanh commune, Truc Ninh district, Nam Dinh province (now Truc Ninh commune, Ninh Binh province). In September 2006, Nguyen Van Phe was admitted to the 42nd course at the Military Technical Academy. After that, he was sent to study and do research at Saint Petersburg Polytechnic University, Russian Federation for 10 consecutive years (2008-2018).
At the end of 2018, after completing his long-term training abroad, he was awarded the rank of captain by the Ministry of National Defense and appointed as a Researcher of the Radio Technology Research Department, Telecommunications Technology Research Department of the Center. In 2022, Dr. Nguyen Van Phe was the project manager of the topic "Research and manufacture of radio transmission error correction circuit boards using TPC codes for application in ensuring technical equipment for military radio transmission"; at the General Department of Technology level, and was evaluated as excellent. In 2023, he was the main member participating in the project: "Research, design and manufacture of broadband digital microwave equipment for application in military information transmission networks", at the Ministry of National Defense level. The project manager was Major Nguyen Tien Duy, Head of the Radio Technology Research Department, Telecommunications Technology Research Department. Next, in 2024, he will be the project leader: "Research, design, and test-manufacture of tactical-grade SDH optical transmission equipment (10Gbps, IP)" at the Ministry of National Defense level. The project will be implemented in the 2021-2025 period, and is expected to be accepted and put into use in September 2025.

Among many topics and initiatives, Dr. Nguyen Van Phe has many memories about the topic "Research, design and manufacture of broadband digital microwave equipment for application in military information transmission networks". “During the process, the most difficult point for the research team was changing the working frequency to match the new frequency planning. The X-band frequency band is the frequency band used for radar systems, so materials and components for communication equipment are extremely scarce. Because it was the first time designing and manufacturing on the X-band, at the beginning of the research, there were many confusions and a lack of data, all members had to collect and translate documents. The most difficult thing was designing power amplifiers in this band to ensure the correct transmission power and other technical indicators. However, with the efforts, perseverance, endurance, and not being afraid of difficulties and hardships of the whole team, each difficult problem was resolved and finally the research team completed the task well...” Dr. Nguyen Van Phe shared.
At the Center, there are many engineers, masters, and doctors of the 8X and 9X generations who annually "produce" many topics and initiatives to ensure information technology. “In recent years, the Center has completed 34 research topics and tasks, which have been accepted and evaluated well (including 8 topics at the Ministry of National Defense level, 12 topics at the General Department of Technology level, and 14 basic-level technical assurance research tasks). In the coming time, we will continue to promote breakthroughs in scientific research, design, testing, repair... to ensure technical assurance for the communication system in general and military communication in particular. The Party Committee and the Board of Directors of the Center will proactively advise superiors on the fields of science and technology and digital transformation; proactively ensure technical assurance for high-tech equipment systems and strategic-level equipment. Promote scientific research and digital transformation; apply new technologies to the military communication system. Implement a number of State-level scientific research topics; scientific research topics at the Ministry of National Defense level and basic-level scientific research topics and tasks that have been registered and superiors approved...", Lieutenant Colonel Nguyen Anh Hao, Deputy Director of the Center, emphasized his determination.
