When the government "digitalizes" to be closer to the people

From the traditional “one-stop” model to the modern Public Administration Service Center, Phu Tho province is witnessing a strong transformation in administrative reform. This is not only a story about applying technology, but also an effort to shorten the gap between the government and the people, creating a serving, transparent and effective administration.

The Vinh Yen Ward Public Administrative Service Center helps citizens and businesses access public services quickly and conveniently.

Fast and friendly

The Public Administrative Service Center of Vinh Yen Ward, Phu Tho Province, was established with the mission of becoming a reliable "bridge," helping citizens and businesses access public services quickly and conveniently. From its early days of operation, it has been considered the "face" of the ward, with a carefully selected team of officials who are not only professionally competent but also possess excellent communication skills.

One of the notable highlights is the presence of youth union members. They act as "digital guides," directly assisting citizens in performing tasks on online public services, especially for those unfamiliar with computers or smartphones.

Nguyen Thi Mai Huong, a youth union member assisting at the Center, shared: “Participating in assisting people with procedures here has been a truly beneficial and meaningful experience during my summer vacation. Thanks to this, I understand more about the work of the staff and feel that I have contributed a small part to the community.”

After more than two months of operation, the Vinh Yen Ward Public Administrative Service Center has quickly become a "reliable destination" for citizens and businesses. With over 2,500 applications received, the center has processed 99.9% of them correctly and ahead of schedule, with no overdue applications. Notably, over 99.5% of applications were submitted online, an impressive figure demonstrating a strong shift towards the digital environment.

Mr. Dao Duy Tung, a resident who came to have his birth certificate reissued, expressed his satisfaction: “The staff guided me very enthusiastically and thoughtfully regarding the necessary documents. All procedures were handled quickly, without long waits.”

Ms. Nguyen Thi Tan shared the same sentiment: “Previously, every time I went to complete administrative procedures, I had to press a number and wait for a very long time. Now, everything is much faster and more efficient. The staff are enthusiastic and don't cause any difficulties.”

However, despite the outstanding results, this "digitalization" process still faces some challenges that need to be addressed. Mr. Phan Manh Hung, Deputy Director in charge of the Center, stated: "In the field of business and cooperative registration, the national public service software has not yet updated the new forms. Some procedures, such as civil registration, require scanning documents, causing inconvenience for citizens. Similarly, in the land sector, many elderly people are unfamiliar with submitting applications online, forcing officials to provide direct assistance, leading to prolonged processing times."

To address these issues, the Center will coordinate with organizations such as the Vietnam Fatherland Front and the Youth Union to strengthen propaganda and guidance for people to access and use online public services. The Center will also propose to local authorities and the ward police to send officers to assist people in registering for level 2 VNeID accounts, as well as create clear and easy-to-understand instructional videos .

Elevating the status of local government

Not only in Vinh Yen, the model of the Public Administrative Service Center has also been replicated at the commune level, with a highlight being Son Dong commune in Phu Tho province. Here, a modern and organized workspace has been put into operation, marking an important step in the process of building digital government at the grassroots level.

After more than two months of operation, the Son Dong Commune Public Administrative Service Center has received nearly 3,000 applications. Of these, 99.9% were submitted online.

Instead of having to travel to multiple locations, residents of Son Dong Commune only need to go to a single location to carry out procedures such as notarization, civil registration, and business registration. All stages, from receiving and processing applications to delivering results, are centralized at one point, with an automated queuing system, display screens, and computers for online application lookup.

After more than two months of operation, the Center has received nearly 3,000 applications. Notably, 100% of the applications were submitted online, and 90% of them were processed on time or ahead of schedule.

When the government

The Son Dong Commune Public Administrative Service Center has been building a people-friendly and modern administrative system.

Comrade Nguyen Huy Lap, Vice Chairman of the People's Committee of Son Dong commune, said: "People and businesses only need to go to one place to complete the procedures. The process is very transparent, and both officials and citizens can monitor it through taking a queue number and tracking it on the system."

The application of information technology has become the "core foundation" of the center, allowing citizens to remotely track the progress of their applications. Fee collection is also conducted openly and transparently, building trust among the public. Mr. Ta Van Thang, a citizen who came to complete procedures, shared: "The staff here are very enthusiastic and responsible."

The establishment of Public Administrative Service Centers in Vinh Yen ward and Son Dong commune is not only a technical solution but also affirms the commitment of the Phu Tho provincial government to building a people-friendly, modern administration, gradually fostering digital habits in the community. This is an important step contributing to improving the efficiency of administrative reform at the grassroots level, aiming to build a government that serves the interests of citizens and businesses.
