According to the report of the Ministry of Health , implementing the Government's direction on completing the construction of the second facility project of the two hospitals and putting it into use in 2025 (striving to complete before November 30, 2025), recently, the Ministry of Health has actively directed the implementation of the project, ensuring to meet the progress assigned by the Government.

Leaders of the Ministry of Health chaired a meeting to resolve issues related to fire prevention and fighting and directly inspected the construction sites of the two projects; directed the Project Management Board and related units, urged contractors to increase human resources, supplement missing materials, and speed up construction progress, especially for fire prevention and fighting and electromechanical items.

The Project Management Board and contractors maintain weekly meetings every Monday at the construction site to promptly handle problems and difficulties.

Health Ministry leaders reported construction progress at two hospitals.

Regarding the implementation progress, the leader of the Ministry of Health said that the basic construction work of the two hospitals will be completed before November 30, 2025.

However, there are still some tasks that are difficult to complete before November 30, 2025, such as: fire protection system, doors and operating room control panels at Bach Mai Hospital 2 project; UPS system, some outdoor traffic routes at Viet Duc Hospital 2 project.

The work of preparing, reviewing and approving estimates for bid packages and items has been sent by the Project Management Board to the Institute of Construction Economics to review the items according to the appraisal opinions of the Ministry of Construction.

Regarding the supply and installation of medical equipment for medical equipment subject to direct procurement from November 12, 2025, the contractor has imported goods and started installing a number of important medical equipment such as CT, MRI, DSA, X-ray, ultrasound, hospital beds... The installation work is expected to be basically completed before December 25, 2025.

For the medical equipment part, the form of open bidding is applied: The Project Management Board is organizing the bidding. It is expected that all equipment will be handed over at the construction site before March 31, 2026; the installation work will be completed, and all equipment will be put into use before April 30, 2026.

The leaders of the Ministry of Health said that regarding the construction progress of the construction items at the two projects, Bach Mai Hospital strives to complete the construction packages according to plan. The Ministry of Health will continue to direct the Project Management Board to urgently coordinate with the Department of Fire Prevention and Fighting - Rescue (Ministry of Public Security) in completing the construction, inspection and preparation for acceptance of fire prevention and fighting work; Direct Bach Mai Hospital and Viet Duc Hospital to review and propose the development of programs and plans to ensure meeting the professional requirements of the hospital and meeting the project completion schedule.

Speaking at the meeting, representatives of contractors clearly reported on the progress of the work being implemented and made recommendations on a number of financial, technical and progress issues of the bid packages.

Representatives of the leaders of Viet Duc Hospital and Bach Mai Hospital reported on the work contents in the Operation Project of the 2 Hospitals, including urgently arranging human resources, completing information technology infrastructure to connect and unify operations between facility 1 and facility 2; purchasing medical supplies and equipment to serve facility 2 when it comes into operation...

Speaking at the conference, comrade Dang Xuan Phong, member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee, said: In order to meet the accommodation requirements for medical staff and management staff of the two hospitals when they return to work in the locality, Ninh Binh province has started construction of a housing area for staff of the two hospitals in a convenient location, with synchronous social infrastructure; paying attention to the improvement of the campus and the landscape outside the two hospitals; directing the competent authorities to arrange and organize traffic flow in front of the hospital gates; supporting the hospitals in providing human resources and organizing shuttle buses to conveniently pick up and drop off medical staff and doctors to work at the two hospitals.

Concluding the working session, Deputy Prime Minister Le Thanh Long acknowledged and highly appreciated the efforts of the Ministry of Health, the Project Management Board, hospitals, Ninh Binh province and contractors in implementing the work to achieve good results in implementing the construction progress of the two projects.

The Deputy Prime Minister emphasized: We need to concentrate on the remaining work to ensure construction progress, striving to put part of the two hospitals into operation by the end of 2025.

The Deputy Prime Minister requested the Ministry of Health and relevant ministries and branches to be determined and make efforts to overcome difficulties, complete the construction on schedule, and try to cut the ribbon and put part of the project into operation in 2025 to serve the people's medical examination and treatment needs.

The Deputy Prime Minister requested the Ministry of Health to continue to coordinate with relevant ministries and branches to find specific solutions to remove obstacles in financial mechanisms, and direct specialized departments to develop plans to ensure conditions for the hospital to be put into operation soon; requested Ninh Binh province to pay attention to supporting the two hospitals to ensure conditions for project acceptance when put into operation.

For the project management board, it is necessary to stick to the plan, focus human resources, and be determined to work closely with contractors to complete the remaining work to ensure the construction is completed on schedule before November 30.

Contractors need to arrange a team of engineers and workers to speed up the progress of equipment packages, information technology infrastructure, and fire prevention and fighting to meet the requirements to soon put the two hospitals into operation, serving the medical examination and treatment needs of the people.
