Deputy Director of Hai Duong Provincial Police - Colonel Le Quy Thuong has just reported to the provincial People's Committee leaders about the people protesting and blocking the ash and slag trucks of Jaks Hai Duong Power Company (Jaks Power). Colonel Thuong said that this is an act that is heating up the security and order situation in the locality.
Consider the unusual element in blocking the vehicle
To stabilize the situation, Kinh Mon Town Police stepped in to investigate and clarify. Through understanding the situation, the police agency found many unusual signs and “other factors” in the people blocking vehicles to protest the transportation of ash and slag from the factory.
Still citing the pollution caused by the transportation process, on September 1, people continued to call on each other to block trucks carrying ash and slag from the factory. They carried pre-printed banners, and even the elderly and children joined in. This complicated the security and order situation.
"We must examine and clarify the motives and purposes of why people keep taking to the streets. It is no longer simply an environmental issue, but there are other factors involved," Colonel Thuong said.
Local authorities point out unusual factors
The two commune chairmen who manage the area where the business operates also reported on the actual situation and had similar comments.
According to Mr. Luu Huu Nhan, Chairman of Quang Thanh Commune People's Committee (Kinh Mon town), recently, Jaks Power Company has signed an additional contract with a unit to transport ash and slag from the factory silo to the port, to be loaded onto ships to be taken away.
“Previously, the company only signed with one partner. The transportation of ash and slag was polluted and was protested by local people. Recently, when a second company signed a contract to transport ash and slag in parallel with the old company, the situation became complicated. Many people who were not local people also took to the streets to block the vehicles of the newly contracted company.
This new unit transports ash and slag by car from the factory along the official road to the port to be loaded onto ships for sale. This has almost no impact, however, for unknown reasons, people still block cars to protest. We believe there is another motive behind this,” said Mr. Nhan.
Request to continue suspending ash and slag transfer
Regarding the transfer of ash and slag waste by Jaks Power Company causing environmental pollution, on the afternoon of September 5, Mr. Luu Van Ban, Vice Chairman of Hai Duong Provincial People's Committee chaired a meeting and listened to reports from relevant departments and units.
Provincial Vice Chairman Luu Van Ban once again requested Jaks Power Company to continue to suspend the transfer of ash and slag from 0:00 on September 6 until permission is granted by competent authorities.
The Vice Chairman of Hai Duong Provincial People's Committee suggested that Jaks Power Company should pay more attention to the lives of households around the factory area. Specifically, the company should coordinate with Kinh Mon town to support households near the factory to build roads, schools, etc.
Speaking to reporters, a representative of Jaks Power Company said: All procedures related to the installation of additional dust reduction equipment in the transfer of ash and slag will be completed no later than September 15.
As reported, the People's Committee of Hai Duong province requested Jaks Power Company to stop transferring ash and slag to overcome environmental risks. However, over the past month, Dong Hai 27/7 Joint Stock Company has not complied with the request and has brazenly taken ash and slag out of the factory for consumption.
