Vice Chairman of the Provincial People's Committee Hoang Viet Phuong chaired the conference at the Tuyen Quang provincial branch.
At the conference, leaders of the Ministry of Culture, Sports and Tourism announced Decision No. 509/QD-TTg dated June 13, 2024, of the Prime Minister approving the Tourism System Planning for the period 2021-2030, with a vision to 2045.
Accordingly, the overall goal by 2025 is for Vietnam to become an attractive destination with high tourism development potential in the world. By 2030, tourism will truly become a key economic sector, developing in the direction of green growth; becoming a leading destination in the world in terms of development capacity.
Some specific targets set for 2025 include: the tourism industry striving to welcome 25-28 million international visitors and 130 million domestic visitors, maintaining a domestic visitor growth rate of 8-9% per year, with the tourism industry contributing directly 8-9% to the country's GDP.
By 2030, the goal is to welcome 35 million international tourists, with a growth rate of 13-15% per year; and 160 million domestic tourists, with a growth rate of 4-5% per year, contributing directly 13-14% to GDP.
The plan also clearly defines the direction of tourism market development, the orientation for tourism product development in each period from now until 2030, and the direction of investment in tourism development.
The spatial planning for tourism in Vietnam includes: 6 regions, 3 growth poles, 8 dynamic areas, 5 main tourism corridors, and 11 tourism centers; forming a system of national tourist areas and potential locations to be developed into national tourist areas.
The plan also outlines the organization and development of the tourism business system, the development of tourism human resources, and a list of priority investment projects.
The conference also announced Decision No. 991/QD-TTg dated September 16, 2024, of the Prime Minister approving the Planning of the Network of Cultural and Sports Facilities for the period 2021-2030, with a vision to 2045.
This document outlines the development direction for the national network of physical education and sports facilities and the national network of cultural facilities, comprising 12 categories: museum network, library network, film network, performing arts network, cultural and art exhibition network, domestic cultural center network, Vietnamese cultural centers abroad, cultural and art research and training network, Vietnamese Ethnic Groups Cultural and Tourism Village, and cultural data digitization facilities.
The overall goal is to develop a synchronized, modern, and distinctive national cultural infrastructure network, aiming to build a national image associated with absorbing the cultural essence of the era, meeting prescribed standards and practical needs, ensuring fairness in participation and enjoyment for people in all regions of the country, ensuring the effective implementation of the task of preserving and promoting the value and identity of national culture, and ensuring regional linkages and integration with other infrastructure within the territory.

The conference also noted the contributions of delegates from localities on solutions for implementing the plans, from which the Ministry of Culture, Sports and Tourism will issue a specific plan for implementing these two plans. These plans are important guidelines for localities to use as a basis for attracting investment resources to develop culture, sports, and tourism in each locality.
