
The Ministry of Construction has just issued a Decision to declare a natural disaster emergency to repair damage to traffic infrastructure on National Highway 3 (QL3), Ho Chi Minh Road through Thai Nguyen province and National Highway 6 (QL6) through Dien Bien province under the management of Road Management Area I caused by storm No. 11 and rain and floods after the storm from October 6, 2025 to October 8, 2025.
Specifically, the Ministry of Construction has announced a natural disaster emergency to repair damage to traffic infrastructure at: Km130+950(PT), Km131+050(PT), Km198+700(TT+PT), Km200+905(TT) and Km202+040(PT) National Highway 3, Thai Nguyen province; Km100+900(PT), Km102+790(PT) Ho Chi Minh road, Thai Nguyen province; Km436+020(TT) National Highway 6, Dien Bien province under the management of Road Management Area I caused by storm No. 11 and rain and floods after the storm.
Serious damage to transport infrastructure
The document of the Ministry of Construction clearly stated: The natural disaster situation has caused damage to traffic infrastructure at: Km130+950(PT), Km131+050(PT), Km198+700(TT+PT), Km200+905(TT) and Km202+040(PT) National Highway 3, Thai Nguyen province; Km100+900(PT), Km102+790(PT) Ho Chi Minh road, Thai Nguyen province; Km436+020(TT) National Highway 6, Dien Bien province, posing a direct threat to the safety of people and vehicles participating in road traffic.
Vietnam Road Administration, Road Management Area I, according to the scope and responsibility of management, implement activities to overcome the consequences of natural disasters. In particular, review and determine the specific level of damage to road works caused by natural disasters, repair and remedial solutions and issue an Order to build emergency works to overcome the consequences of natural disasters according to the provisions of law;
Upon completion of emergency construction and disaster recovery, the Vietnam Road Administration shall report to the Ministry of Construction as a basis for considering the announcement of the end of the disaster emergency situation.
The Director of the Vietnam Road Administration and the Director of Road Management Area I are responsible to the Minister of Construction for the contents of the report on damage and deterioration of traffic infrastructure at: Km130+950(PT), Km131+050(PT), Km198+700(TT+PT), Km200+905(TT) and Km202+040(PT) National Highway 3, Thai Nguyen province; Km100+900(PT), Km102+790(PT) Ho Chi Minh road, Thai Nguyen province; Km436+020(TT) National Highway 6, Dien Bien province.

Regarding some unsafe traffic points on National Highway 3, the Ministry of Construction requested the Thai Nguyen Department of Construction (formerly the Bac Kan Department of Transport) to be the investor of the project "Repairing the roadbed and surface and handling unsafe traffic points on National Highway 3, section Km129+428-Km131+171; Km131+900-Km133+881; Km135+723-Km140+500, Bac Kan province (now Thai Nguyen province)" which has been completed, handed over and put into operation, but is still under warranty, to be responsible according to the prescribed authority in the warranty of the project and implementation of the project.
The Department of Transport and Traffic Safety (Ministry of Construction) is responsible for urging and directing agencies and units in implementing measures to overcome the consequences of natural disasters on road traffic infrastructure.
