From mothers and female party members who quietly "keep the fire burning" in the wilderness to the Party committees and authorities persistently "supporting the grassroots" - all are contributing to nurturing the Party's vitality from the people; the fundamental solution lies not only in the resolution, but in proactively creating resources, guidance, support... so that the flame of belief is always lit in any village or hamlet.

Quang Tri province currently has 1,922 villages and residential areas; 100% have established Party organizations with over 74,500 Party members. These are the political nuclei at the grassroots level – a bridge between the Party and the people, leading socio-economic development, maintaining national defense and security, and building a new life. However, the reality of "aging" Party members and a lack of successors – not only in remote areas but also in the plains and urban areas – is directly affecting the leadership role of grassroots Party organizations.

The biggest "bottleneck" currently is the lack of new party members, especially from young people and women. Educated young people often leave their hometowns to work elsewhere, and those who remain mainly focus on economic development, participating less in mass movements. For women, family burdens and social prejudices—especially in ethnic minority areas—remain barriers that limit their opportunities to strive for Party membership. In addition, some Party branches do not prioritize the work of developing new members; propaganda and ideological education remain superficial; and Party branch activities are slow to innovate and lack connection with people's lives.

Faced with this reality, Quang Tri province has implemented many fundamental solutions: improving the quality of Party branch activities, linking the responsibility of Party committee members in charge with each Party branch, especially in weak areas; paying attention to and supporting village and neighborhood officials with allowances, working equipment, and professional training so that they can dedicate themselves to their work; and simultaneously reforming leadership methods, streamlining the apparatus to be closer to the people. Alongside this, the province has promoted socio-economic development, creating conditions for young people and women to stay connected to their homeland and participate in Party work; considering the development of Party members as a task for the entire political system.

Experience shows that without addressing the "bottleneck" in recruiting and supporting grassroots cadres, Party branches will struggle to maintain their vitality. However, when the Party organization pays the right attention and focuses on the right issues, and when each grassroots cadre has a solid foundation, the people's trust in the Party will always be preserved and spread – even in the most remote villages and hamlets.

Over the years, grassroots cadres – especially female Party members and mothers in remote areas – have been the lifeblood of the Party organization among the people. They embody self-sacrifice, unwavering faith, and persistent willpower – seemingly simple qualities that contribute to the Party's enduring strength at the grassroots level. In mountainous regions, where the economy is still struggling and transportation is difficult, they serve as the "soft bridges" between resolutions and life, between the Party's will and the people's hearts.

From our field trips, we observed that wherever there are dedicated cadres and Party members, especially female Party members, mass mobilization, building a new way of life, and maintaining security and order are highly effective. They keep the village fires burning, preserve village traditions, and maintain faith. Many simultaneously hold multiple roles: women's association branch leaders, Party committee members, village midwives, mediators, and propagandists. Through their prestige, approachability, and responsibility, they make the Party familiar and trustworthy – "staying close to the people through actions, staying close to the people through faith."

The success in Party building in mountainous areas stems first and foremost from those unsung heroes – those who "protect the Party as they protect the flame." Thanks to them, the Party organization is anchored in the hearts of the people, creating a solid foundation for political stability and socio-economic development at the grassroots level.

Based on the experience of Nghe An province, where nearly 80% of the land is mountainous, it is clear that strengthening village and hamlet Party branches and creating a pool of successors is an urgent requirement. Attention should be paid to training and nurturing young cadres, especially female cadres and cadres from ethnic minorities; creating opportunities for them to learn, train, and grow locally, while simultaneously implementing policies to encourage and support them so they can confidently dedicate themselves to long-term service. Along with this, the content and methods of Party branch meetings should be reformed to be more substantive, lively, and closely linked to daily life, so that each meeting truly becomes a forum for discussing people's and village affairs, where Party members demonstrate their pioneering role, spreading the Party's message and appeal.

The Party, rooted in the hearts of the people, is the culmination of faith nurtured daily – from the silent hands and hearts at the grassroots level. And it is these mothers, these female Party members amidst the vast forests, who are the most vivid testament to the Party's strength stemming from the people's hearts.

Having served as the Chairwoman of the Women's Association in a mountainous border district (before the merger) for over six years, I have always held deep respect and gratitude for the female Party members at the grassroots level – simple individuals who possess unwavering dedication and steadfast faith in the Party. They are the silent keepers of the flame in village and neighborhood Party branches – the closest to the people, where the breath of life is felt daily. Despite the hardships of life, juggling household responsibilities with community duties, they wholeheartedly dedicate themselves to Party work: maintaining the regularity of Party branch meetings, mobilizing people to comply with policies, mediating conflicts, and fostering neighborly solidarity.

Despite significant progress, Vietnamese women, especially those from ethnic minorities, still face many obstacles in asserting themselves within the Party. Therefore, encouraging and creating conditions for them to confidently participate and grow within the Party ranks is both a strategic task and has profound humanitarian significance. In my opinion, it is necessary to innovate the work of propaganda and education on ideals for women; boldly assign tasks, entrust them with responsibilities, and have faith in them; and at the same time, have practical support policies, especially in remote areas. In particular, we must promote exemplary female Party members, because it is from them that faith and inspiration will spread for the younger generation to follow in their footsteps.

From the perspective of someone working in personnel management, I believe that female Party members, especially grassroots cadres, are a "soft but incredibly strong support" in Party building. In remote and disadvantaged areas – where conditions are still very difficult – they are not only cadres but also mothers, sisters, and neighbors. They understand the people, are close to the people, and speak the voice of the people; and it is this simplicity and patience that helps them connect the Party's will with the people's hearts, transforming resolutions into action and closely integrating with community life.

To ensure this "fire-keeping" force continues to play its role effectively, we must frankly acknowledge that the pool of successor cadres at the grassroots level, especially women and young people, is still limited, making it difficult to recruit local Party members. Policies supporting grassroots cadres are also not truly suited to the specifics of their work; living conditions, working facilities, and meeting schedules lack flexibility, making it difficult for many dedicated women to remain committed long-term… Therefore, along with "finding people," we must also "retain people"—retaining them through practical support, mechanisms that create favorable conditions, and the belief that their contributions are deservedly recognized.

Based on the experience in Ha Tinh, we have determined that we must shift our thinking in Party development work: from "waiting for qualified individuals" to "proactively identifying and nurturing qualified individuals." In this spirit, the Provincial Party Committee's Organization Department is implementing key solutions: creating local talent pools, assigning reputable Party members to mentor active grassroots members; promoting flexible training, organizing short-term training courses suitable for the seasons; and focusing on specific support policies for female Party members – such as flexible meeting times, travel assistance, and childcare support… Along with that, we are innovating Party branch activities towards a more substantive, people-oriented approach, and spreading exemplary models. Each meeting should be a forum for discussing people's issues, so that Party members clearly see their pioneering role, and people feel the attraction and pride in striving to join the ranks of the Party...

The goal is to build a team of Party members who are courageous, responsible, and closely connected to the people, so that the Party truly "is in the hearts of the people," trusted, loved, and protected by the people.
