Announcement and implementation of the decision approving the Adjustment of Power Planning VIII

BDK.VN - On the afternoon of April 28, 2025, leaders of the Department of Industry and Trade, specialized departments, representatives of the Department of Finance, leaders of Ben Tre Electricity Company and related agencies and units attended the online conference to announce and implement Decision No. 768/QD-TTg dated April 15, 2025 of the Prime Minister on approving the Adjustment of the National Power Development Plan for the period 2021 - 2030, with a vision to 2050 (Adjustment of Power Plan VIII).

The conference was chaired by the Ministry of Industry and Trade to disseminate the main content of Decision No. 768/QD-TTg. This is a strategic decision to adjust the National Power Development Plan to suit the new practical situation, socio-economic development requirements, ensuring energy security, sustainable development and international integration.

According to Decision No. 768/QD-TTg, the adjustment of Power Plan VIII focuses on balancing power sources and grids towards optimizing system-wide costs, increasing the use of renewable energy, developing smart grids, and gradually modernizing the national energy infrastructure.

In addition, the plan also clearly defines a roadmap to gradually reduce coal power, increase the proportion of wind power, solar power, LNG power and gradually deploy nuclear power when conditions are met. By 2050, Vietnam's power system will achieve zero net emissions, contributing to sustainable development goals and international commitments to respond to climate change.

Power Master Plan VIII sets out the requirements to firmly ensure national energy security, meet socio -economic development requirements, successfully implement equitable energy transition, modernize production, build smart grids and form a comprehensive energy industrial ecosystem based on renewable energy and new energy.

Specifically, by 2030, commercial electricity is expected to reach about 500.4 - 557.8 billion kWh; maximum capacity is about 89,655 - 99,934 MW. Regarding the power source structure, the proportion of renewable energy (excluding hydropower) will account for about 28-36% and is expected to reach 74-75% by 2050. Strive to have 50% of office buildings and 50% of houses using self-produced and self-consumed rooftop solar power by 2030. At the same time, the plan aims to control greenhouse gas emissions from electricity production to about 197-199 million tons by 2030 and sharply reduce to about 27 million tons by 2050.

This adjustment of the 8th Power Plan also determines to strongly develop wind power sources, especially offshore wind power; develop water surface and rooftop solar power; promote biomass power sources and electricity from waste; and enhance the development of electricity storage sources such as pumped storage hydropower and storage batteries.

Speaking at the conference, Minister of Industry and Trade Nguyen Hong Dien requested localities to review and update power sources, identify them in the adjustment plan, and ensure that they are consistent with the content, scale, and allocation. Enterprises and corporations in the energy sector need to focus on internal resources and closely coordinate with localities to speed up the implementation of projects.

The Minister of Industry and Trade also reminded localities to continue to propose amendments and supplements to relevant legal regulations, especially on financial mechanisms and policies to attract investment. It is necessary to adjust the electricity price framework to reflect the true market nature and be attractive enough for investors.
