Publicize national science and technology competition projects for students for social supervision

This is one of the notable contents in the Circular amending and supplementing a number of articles of the Regulations on the National Science and Technology Research Competition for Secondary and High School Students recently issued by the Ministry of Education and Training (MOET). This regulation is considered necessary, especially in the context of the recent controversy over the National Science and Technology Research Competition for Students, raising concerns about dishonesty due to the participation of adults.

According to the Ministry of Education and Training , the amendment and supplementation of the regulations for organizing the Science Research Competition in high schools focuses on three main contents: Project selection method; competition organization and organization at the level of participating units.

The new circular stipulates that participating units must organize internal competitions to select projects to compete. This helps projects selected to participate at the national level not to be surprised and to comply with scientific integrity as well as professional ethics.

The selection and registration of competition projects must ensure scientific integrity and professional ethics. At the same time, projects selected for national competitions must be publicly announced for social supervision and to ensure honesty in research.

Along with that, the Circular also adds responsibilities to the instructor: "Research instructors are responsible for scientific integrity and professional ethics in scientific research; ensuring requirements for competition projects according to the provisions of this Regulation".

The Circular also amends and supplements a number of other contents to improve the organization of the Competition, aiming at publicity, transparency and fairness, while promoting scientific and technical research to become a regular activity in high schools, promoting STEM-oriented teaching and learning. Adjusting the calculation of the number of projects participating in the Competition towards fairness.

Projects participating in the National Science and Technology Competition for students will be made public to ensure research integrity.

According to the new circular, the number of projects participating at the national level will be calculated based on the ratio of projects participating at the Department of Education and Training level compared to the total number of projects participating nationwide, in order to create fairness. Departments of Education and Training with large scale and strong scientific research movements will be assigned a proportionate number of projects to compete at the national level, avoiding "leveling" and encouraging movement development. Departments of Education and Training with less extensive movements, if they want to increase the number of projects participating at the national level, will have to invest and promote the research movement to have more representatives.

Small-scale competition units are allowed to submit a maximum of 3 projects to compete at the national level. Larger-scale units, depending on the proportion of projects participating at the unit level, will be allowed to register a maximum of: 6 projects if the proportion is >1% to ≤5%; 9 projects if the proportion is >5% to ≤10%; 12 projects if the proportion is >10%. For competition units that are general schools under the Ministry and ministerial-level agencies, universities, colleges, institutes, and academies, each unit is allowed to register a maximum of 3 projects, an increase of 1 project compared to the previous regulations.
