Dissemination and education of law spreads both breadth and depth

DTO - In recent times, the Department of Justice, as the Standing Vice Chairman of the Provincial Council for Coordination of Legal Dissemination andEducation (PBGDPL), has helped the Provincial People's Committee to effectively implement and manage the state in the work of disseminating and educating the law in the province. The Department of Justice has proactively coordinated with units in the work of disseminating and educating the law and mediation at the grassroots level, creating a wide and deep spread.

PROMOTING AN ACTIVE ROLE IN COORDINATION

Most notably, the Department of Justice advised the Provincial People's Committee to approve the assignment of the Department to coordinate with the Provincial People's Committee Office, the Provincial Inspectorate, the Lawyers Association and the Provincial Bar Association to sign the Regulations on coordination of legal consultancy and legal aid (LLA) activities at the headquarters of the State LLA Center (performed 2 days/week on Tuesdays and Thursdays). After 2 years of coordination, it has brought about practical results, through this form, 85 cases have been provided with legal consultancy and LLA (including 1 criminal case, 71 civil cases and 13 administrative cases). Thereby, contributing to improving the responsibility and effectiveness of legal dissemination, legal consultancy and LLA for the people, focusing on the group of subjects who need to exercise their right to complain, denounce or make recommendations, reflect opinions to the authorities, contributing to reducing the number of petitions, complaints and denunciations beyond the level and through this activity to mobilize people to comply with the law.

The Department of Justice has instructed the Judicial agencies at all levels to pay attention to and create conditions to mobilize the team of Lawyers and members of the Bar Association at all levels to actively participate in legal dissemination and education, to act as invited persons, legal propagandists, and mediators at the grassroots level, and to create conditions for the Legal Consulting Centers under the Provincial Bar Association to sign legal dissemination contracts or register for legal dissemination and education; contract the team of Lawyers to participate in legal dissemination and education; organize legal dissemination and education, legal consultancy, and legal dissemination and education at the Associations and prisons in the province.

Along with that, compile legal Q&A documents on preventing and combating the harmful effects of alcohol; laws on gender equality and prevention and combating domestic violence; judicial expertise; labor laws; traffic safety; laws on criminal enforcement to send to the Provincial Bar Association to carry out legal dissemination work to members and coordinate to mobilize businesses, entrepreneurs, and religious organizations to participate in social activities on legal dissemination work in the locality. At the same time, coordinate to carry out legal dissemination work for special subjects, the Legal Advice Program on television of Dong Thap Radio and Television Station...

The work of legal dissemination and education integrated with the Associations in the province has been effectively promoted by units and localities. At the monthly and quarterly meetings of the Associations, the Department of Justice and the local Lawyers Association coordinate to disseminate the contents of newly issued legal documents and policies related to the people with content that is close, concise, and close to practical needs, in diverse forms such as legal Q&A with rewards, picking democratic flowers... This method is supported by the members of the Associations and the people...

STRENGTHENING PROPAGANDA COORDINATION

Promoting the role of the Department of Justice in coordinating the work of legal dissemination in national educational institutions, the Department has chaired and coordinated with the Standing Committee of the Provincial Youth Union, Dong Thap University, Dong Thap Community College to successfully organize the Contest to learn about legal knowledge on traffic safety with strong investment in applying information technology with a rich and diverse question bank; the interface of the contest page is designed to be modern, vivid, easy to access; the number of questions in the contest sections is richly supplemented, attracting more than 27,000 contestants to participate in the contest and the Online Contest for Youth with Legal Knowledge with nearly 52,200 contestants to participate in the contest. Through the Contest, it has met the needs of healthy entertainment for union members and young people and helped them gain more legal knowledge, contributing to raising awareness of proactively learning about the law and complying with the law of students.

Along with that, the organization disseminated legal information on the Law on Marriage and Family; the Law on Cyber Security and the Law on Drug Prevention and Control... to over 1,800 students of Dong Thap Community College; disseminated traffic safety laws to over 300 students of the following schools: Dong Thap University, Dong Thap Community College, Dong Thap Medical College. Established the Zalo PBGDPL group at Dong Thap University with over 90 members and the Zalo PBGDPL group at Dong Thap Community College with over 40 members. Every week, the Department of Justice compiles 2-3 legal Q&A documents and sends them to the group as documents for officials and school Youth Union officers to carry out legal information dissemination work to students...

The Department of Education and Training and schools have paid attention to and regularly implemented the work of propagating and educating the law; preventing and combating juvenile delinquency and social evils, and have attached great importance to the work of “Building a friendly school, active students”, “Schools meeting security and order standards”. In the past 2 years, the goal of “5 no’s” in schools has been well implemented: not allowing criminals and social evils to enter the school; no drug users or addicts; no prostitution, gambling, and other manifestations of unhealthy lifestyles among staff, teachers, and students; no participation in the production, trading, transportation, use, storage, burning of firecrackers, and releasing of sky lanterns; no violation of environmental protection laws.

Through the activities of PBGDPL in schools, it has contributed to raising the legal awareness and legal culture of citizens from the time they are still in school, thereby forming the habit of good law compliance for the future generations of the country, contributing to improving the effectiveness and efficiency of state management and social management. From the responsible coordination between the Department of Justice with the Standing Committee of the Provincial Youth Union, the Department of Education and Training, Dong Thap University, Dong Thap Community College in the work of PBGDPL has created a spreading effect among union members, members and students.

Ms. Le Thi Hong Phuong - Director of the Department of Justice said that in the period of 2021-2022, the coordination of legal dissemination and education in the province has been carried out responsibly by the concerned units, creating positive changes in legal dissemination and education work throughout the province. Specifically, promoting the role of the Lawyers' Association and the Bar Association in coordinating legal advice and legal aid through citizen reception, live legal advice programs on television and socialization of legal dissemination and education; coordinating legal dissemination and education in key areas of law violations, through integrating activities at Associations...

Along with that, the coordination between the Department of Justice, the Women's Union and the Provincial Labor Federation has mobilized cadres, members and union members to participate in the work of legal dissemination and education, contributing to conveying many documents and contents directly related to people's lives, making an important contribution to raising the awareness of respecting and complying with the law of cadres and people in the province.

The Department of Justice continues to sign a coordination plan with the Provincial Lawyers Association and the Provincial Bar Association.

Promoting the above positive results, the Department of Justice has signed 3 Coordination Plans in the period of 2023-2025 with the Association of Lawyers, the Provincial Bar Association to carry out social work on legal dissemination, mediation at the grassroots level, legal consultancy and legal aid; coordinate with the Provincial Women's Union, the Provincial Labor Federation to carry out legal dissemination for women, employees and employers in all types of enterprises; coordinate with the Department of Education and Training, Dong Thap University, Dong Thap Community College and Dong Thap Medical College to carry out legal dissemination in educational institutions of the national education system. Thus, compared to the period of 2021-2022, the Department of Justice has increased coordination with 3 more units: the Medical College to disseminate legal dissemination to civil servants and students; coordinate with the Provincial Women's Union and the Provincial Labor Federation to disseminate legal dissemination to women, employees and employers.

Through the implementation of coordination plans with sectors in the work of legal dissemination and education, the awareness of all levels and sectors has changed, identifying legal dissemination and education as a common task of the entire political system, mobilizing many human resources to participate in legal dissemination and education and creating a wide spread throughout the province. The content of legal dissemination and education is promoted by sectors with focus, key points, and in-depth, contributing to gradually bringing the law into life.
