Implementing the National Program on economical and efficient use of energy for the period 2019 - 2030, the Provincial People's Committee has issued a Plan for economical and efficient use of energy in 2024 in the province. In which, it sets out specific tasks and solutions and assigns tasks to each agency and unit to ensure the implementation of the proposed electricity saving goals and contribute to the implementation of the common goals of the whole country.

Last year, the Department of Industry and Trade promoted practical and diverse propaganda activities. Thereby contributing to raising public awareness of economical and efficient use of energy, people have become more conscious of saving electricity. Enterprises are interested in applying many energy-saving solutions in production and business. At the same time, well implementing the Law on Economical and Efficient Use of Energy and Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister on enhancing electricity saving in the period of 2023 - 2025 and the following years, contributing to environmental protection and responding to climate change.

In order to promote the implementation of electricity saving solutions according to Directive No. 20/CT-TTg dated June 8, 2023 of the Prime Minister, the Department of Industry and Trade has implemented many tasks. Accordingly, it coordinated with Dong Thap Electricity Company to sign a Cooperation Agreement in implementing electricity saving solutions in the province, creating close coordination between state management agencies and the electricity sector in implementing electricity saving solutions.

In the spirit of strengthening state management of energy saving and efficiency, the Department of Industry and Trade coordinated with relevant units to inspect the compliance with legal regulations for key energy-using establishments at 8 industrial production enterprises in the province. Thereby, the Department of Industry and Trade reminded and requested units to promptly overcome shortcomings and deficiencies in applying the energy management model according to regulations. At the same time, it requested units to continue to maintain good implementation of the provisions of the Law on Energy Saving and Efficiency and related legal documents...

The Department of Construction has chaired and coordinated with relevant units to organize a conference to disseminate and guide a number of activities in designing construction works using energy saving and efficiency in 2024. Thereby, it disseminates and guides consulting units and officials, civil servants and public employees of districts and cities in organizing the implementation of State regulations, professional contents on using energy saving and efficiency for construction works, sharing experiences in implementing energy saving solutions for construction works. Most new construction works focus on using energy effectively and economically, especially large-scale works.

With its functions and tasks, the Department of Agriculture and Environment promotes the dissemination of energy and electricity saving. At the same time, it innovates and modernizes technology in the direction of reducing energy and electricity consumption, especially in the stages of irrigation pumping, preliminary processing, and preservation of agricultural products that consume a lot of energy and electricity, as well as saving electricity in social life. Accordingly, put into operation smart electricity-saving pumping stations. Build and replicate agricultural cultivation models that adapt to climate change, reduce emissions and save energy such as: pilot model of high-quality and low-emission rice cultivation associated with green growth in Thap Muoi district; Water-saving irrigation model on fruit trees and crops; high-tech and digital technology farming models... These good models and creative methods both save energy and resources associated with emission reduction and increase production and business efficiency in agriculture.

Implementing Plan No. 131/KH-UBND dated April 14, 2024 of the Provincial People's Committee on economical and efficient use of energy in 2024 in the province, the Department of Industry and Trade proactively coordinated with relevant units to implement and complete assigned tasks. Regarding the saved electricity output, in 2024, 77.8 million kWh (equal to 2.41% of commercial electricity) was saved, of which: Administrative and public service agencies saved more than 3.9 million kWh; public lighting saved more than 3.1 million kWh; trade and services saved more than 2.4 million kWh; manufacturing enterprises saved more than 38.8 million kWh; household consumption saved more than 29.5 million kWh. Particularly, the result of reduced electricity consumption during the Earth Hour event in 2024 in the province was 6,800 kWh. Regarding renewable energy development, by the end of 2024, the province will have 3,656 organizations and individuals installing rooftop solar power systems with a total capacity of 182,296 MWp.

The total budget for implementing energy saving tasks in the province is more than 1,862 billion VND, of which: the provincial budget is over 57.9 million VND, the electricity sector's budget is more than 1.8 billion VND.

In addition to the achievements, there are still some limitations in the process of implementing the work of using energy economically and efficiently. Some enterprises that use a lot of energy in the milling sector have not paid much attention to implementing energy saving solutions and have not fully implemented the regulations on the responsibilities of key energy users. There is no financial mechanism to directly support enterprises with funds to improve energy efficiency...

In order to ensure a legal basis for localities in supporting funding for implementing energy saving solutions, the Provincial People's Committee recommends that the Ministry of Industry and Trade preside over and coordinate with ministries and ministerial-level agencies to promulgate a list and norms of state budget expenditures for technical and financial support activities on energy auditing, building energy management systems, improving technology, implementing energy saving solutions, etc.
