The working delegation of the Standing Committee of Tra Vinh City Party Committee came to work with the Long Duc Commune Party Committee on April 17, 2025, orienting a number of key tasks for the locality, including the task of improving the quality of model new-style rural communes and improving the material and spiritual life of the people.
On April 17, 2025, the working delegation of the Standing Committee of the City Party Committee came to work with the Long Duc Commune Party Committee, listening to the report on the implementation results of the Resolution on the implementation of socio-economic development tasks, building the political system in the first quarter of 2025 and the direction of work tasks in the coming time.
Reporting to the working delegation, comrade Nguyen Hong Khue, Deputy Secretary of the Party Committee of Long Duc commune, said: in the first quarter of 2025, the commune has developed and issued a Plan to improve the quality of advanced rural communes and model rural communes in 2025; decided to consolidate the Steering Committee of national target programs for the period 2021 - 2025; consolidated the assignment of tasks to members of the Steering Committee of the National Target Program on Advanced Rural Construction and Model Rural Construction in the period 2021 - 2025.
Up to now, Long Duc has achieved 04/04 general criteria of a model NTM commune, including criterion 1 on smart hamlet model, criterion 2 on production, criterion 3 on environmental landscape, criterion 4 on digital transformation. The commune has also achieved the selection criteria on education (according to Decision No. 743/QD-UBND, dated May 15, 2023 of the People's Committee of Tra Vinh province on "recognizing Long Duc commune, Tra Vinh city to meet the model NTM standards on education in 2022". Carrying out the task of socio -economic development and building the political system in 2025, Long Duc focuses on improving the quality of advanced NTM communes and model NTM communes, thereby continuing to improve the material and spiritual life of local people.
Always identifying the New Rural Development as a comprehensive, long-term socio-economic development program; step by step, it is necessary to achieve specific, practical results, suitable to local conditions and resources. Long Duc commune has achieved many encouraging results in the process of building New Rural, Advanced New Rural, and Model New Rural: the rural face of Long Duc commune has been gradually renewed; the material and spiritual life of the people has been gradually improved. Infrastructure investment in basic construction, health, education, science and technology is increasingly developed, telecommunications, electricity, domestic water... basically meet the needs of the people. Vocational training and job introduction for rural workers are focused on, environmental protection awareness is raised. The political system is consolidated and improved in a clean and strong direction, democracy at the grassroots is promoted; political security, social order and safety are maintained.
The whole Long Duc commune currently has only 02 poor households and 95 near-poor households. Continuing to improve the quality of advanced rural communes and model rural communes in education, by 2025 Long Duc has been investing in building synchronous rural socio-economic infrastructure, gradually modernizing, ensuring a bright - green - clean - beautiful, safe rural environment and landscape, adapting to climate change and sustainable development. Specifically, continuing to maintain the smart hamlet model in Vinh Yen hamlet, supporting people to apply technology in production (supporting the implementation of automatic irrigation system models, drip irrigation for existing models: growing orchids in greenhouses (02 households, area of 100m2 ); growing roses using high technology applying microbiological fertilizers with drip irrigation, area of 500m2 ).
Continue to encourage people in the commune to use smart electronic devices such as mobile phones, tablets, laptops, striving to reach a rate of ≥95%. Through that, people can access information on policies, security, order, technology, administrative procedures (TTHC), or pay electricity and water bills... on smartphone apps, Tra Vinh electronic information portal, and official social networks.
Regarding production, the commune is focusing on effectively implementing plans to develop the production of key commodities of the commune, associated with restructuring agricultural production, building advanced new rural areas, model new rural areas, shifting the rural economic structure towards gradually reducing the area of ineffective rice land, increasing the area of growing vegetables, ornamental flowers, and renovating mixed gardens to grow plants with high economic value.
Depending on the conditions of each hamlet, select and implement crop restructuring, reduce rice growing area to grow crops with higher income or combine with aquaculture. Maintain the linkage to build organic coconut areas between the Commune People's Committee and Thuan Phong Agricultural Products Processing Company Limited; maintain and improve the quality of operations of agricultural cooperatives using digital platforms in financial management, OCOP products are still in good condition such as: dried sweet yellowstripe scad and instant seafood - sesame fish of An Lac Tra Vinh Seafood Company Limited (achieving 04 stars for both products), sliced fish cake of Sa Binh Agricultural Cooperative (achieving 03 stars). Continue to mobilize households, establishments, cooperatives, cooperative groups, enterprises, and companies to participate in the OCOP program in 2025.
Regarding environmental landscape, continue to collect and treat non-hazardous solid waste, including common industrial solid waste, construction solid waste; agricultural by-products are collected, ensuring the collection and treatment rate reaches 100%. Green land for public use in rural residential areas reaches ≥10m2 /person. Main roads, inter-hamlet roads, hamlet axes, households and public areas such as agencies and schools in the commune are planted with ornamental trees and flowers as fences, gates and gardens to ensure brightness, green - clean - beautiful, outstanding.
Regarding digital transformation, focus on applying information technology in handling administrative procedures; receiving and sending administrative documents online according to regulations. All specialized departments of the commune are equipped with computers. The receiving and returning results department performs well in handling administrative procedures on online public services; the People's Committee of the commune posts and publicizes 154/154 administrative procedures under the authority of the commune level in accordance with regulations, and publicly posts the board for receiving feedback and recommendations from organizations and individuals on administrative procedure regulations. 100% of administrative procedures under the authority of the People's Committee of the commune are organized to receive and handle according to the one-stop, one-stop mechanism, applying the process of monitoring the reception and handling of records; ensuring that the rate of records resolved online/total number of records resolved by the commune is ≥70%; improving the quality of staff of the one-stop department, annually being assessed at level 4 in terms of electronic public administrative services.
Along with that, the commune is also maintaining 107/117 companies and enterprises in the area participating in the assessment and determination of the level of digital transformation on the enterprise digital transformation index information portal (dbi.gov.vn) reaching 91.4%; 48/117 enterprises have applied the digital platform for financial management to serve production and business activities, reaching 41.02%. Improve the quality of operations of 12 community digital technology groups with 60 members (established in Decision No. 270/QD-UBND, dated August 17, 2022 of the Commune People's Committee). Implement digital address assignment for 25 residential, economic and social facilities, including schools, medical stations, post offices, communal cultural houses, hamlet cultural houses... when there is digital address software on the national digital address platform associated with digital maps.
According to comrade Tran Viet Hung, Chairman of Long Duc Commune People's Committee, to improve the quality of advanced rural communes and model rural communes in education by 2025, Long Duc is determined to strive to achieve 6 targets: (1) 95% of people have access to information (on policies, security and order, science and technology, administrative procedures, or electricity and water bills, etc.) on smartphone apps, Tra Vinh province's electronic information portal, and official social networks. (2) At least 97% of households pay their electricity or water bills in cash or at least 80% of applications are submitted online. (3) There is 01 more OCOP product achieving 03 stars or more. (4) 100% of alleys are concreted and hardened to ensure brightness - greenness - cleanliness - beauty. (5) 100% of main intra-field roads are concreted, hardened and meet production and goods transportation requirements. (6) Maintain 12/12 hamlets meeting NTM hamlet standards and 5/5 model NTM hamlets. |
