The monitoring delegation of the Department of Culture - Society, Provincial People's Council monitored at the Provincial General Hospital.
To improve the effectiveness of supervision work, the Department of Culture and Society proactively develops a supervision and survey program suitable to the local situation, focusing on key and pressing issues in society. In 2024, the Department will coordinate with departments and branches to organize 8 supervision sessions and 3 surveys on the following contents: Operational situation of driving training and testing facilities; management and development of high-performance sports and tourism development; results of implementingeducational tasks of Bac Ninh Specialized High School; school planning, implementation of textbook replacement for the 2018 General Education Program, facilities, teaching staff and other conditions for teaching and learning for the People's Committee of Luong Tai district; management work, medical examination and treatment activities at the Provincial General Hospital and Bac Ninh Maternity and Pediatrics Hospital; results of implementing social security policies in the province; management work, organization of spring festivals... Through monitoring and survey, the Board discovered many limitations and shortcomings, and made recommendations to improve policies and enhance the effectiveness of state management at the local level.
Typically, in July 2024, the Board coordinated with the Department of Health and relevant agencies to monitor the management and medical examination and treatment activities at the Provincial General Hospital and Bac Ninh Maternity and Pediatrics Hospital. During the monitoring, the Board pointed out a number of limitations in the operations of the two hospitals and made a number of recommendations: Advise on amending Resolution 05 of the Provincial People's Council on promulgating regulations on decentralization of public asset management at agencies, organizations and units under local management; approve the project of medical examination and treatment on demand for qualified provincial hospitals; study and propose mechanisms and policies to attract high-quality human resources in the health sector; pay attention to allocating funding to support investment and repair of facilities; recruit all remaining staff; further improve medical ethics and attitudes towards serving patients, etc.
At the supervision of the implementation of functions, tasks and resolutions of the Provincial People's Council for the Provincial Youth Union held in November 2024, the Committee had a number of valid recommendations: Proposing to promote the dissemination, propaganda and implementation of policies and laws on youth development; research and propose additional State budget capital entrusted through the Social Policy Bank, improve access to capital sources, support youth start-ups; innovate forms, improve the quality of programs and movements to meet the needs, protect the rights and legitimate interests of youth, etc.
However, there are still some shortcomings in the coordination in organizing monitoring and survey activities: Some relevant agencies have not seriously implemented the provision of documents and reports, causing difficulties in the process of preparing monitoring content; the participation of relevant agencies is sometimes formal, lacking careful preparation before monitoring and survey meetings; some explanations from the units under supervision are not satisfactory; there are monitoring recommendations that have not been completely resolved, leading to long-standing problems.
To overcome limitations and improve the effectiveness of coordination between the Committee for Culture and Society , the Provincial People's Council and relevant agencies in monitoring and surveying activities, an important solution is to continue to study and perfect the coordination regulations between the Committees of the Provincial People's Council and specialized agencies of the Provincial People's Committee in monitoring, surveying and examining activities, clearly defining the tasks, powers and responsibilities of each party; clearly defining the mechanism for post-monitoring explanation, in which the supervised agencies report in writing, clearly stating the roadmap and progress of implementing the monitoring recommendations; The Committee continues to strengthen post-audit monitoring, re-monitoring units that have not completed recommendations or show signs of delay; regularly organize training to improve monitoring and surveying skills for People's Council delegates, experts of the Provincial People's Council Committees and relevant agencies...
