Cao Lanh bypass project 'sprints' to the finish line

Over the past 3 years, the construction of the National Highway 30 Upgrade Project, Cao Lanh - Hong Ngu section, phase 3 (also known as the Cao Lanh bypass, Dong Thap province) has encountered many difficulties, especially the scarcity of sand and stone, which has affected the construction progress. Currently, the difficulties are gradually being resolved, and contractors are trying to "sprint", striving to bring the project to the finish line in the next few weeks.

According to the reporter's records at package 11 (about 6.5 km long) of the Cao Lanh bypass project, the construction site is very busy with dozens of stone rolling equipment. Stone transport vehicles and water trucks on the road surface are constantly operating; excavators are also taking advantage of the opportunity to build the roadside.

Mr. Ngo Doan Hong, Deputy General Director of Construction Joint Stock Company 207 (implementing package No. 11) said that after being allocated sand and stone resources, the unit mobilized many equipment to quickly receive and transport them to the construction site to serve the construction. The unit has constructed 3.5 km of asphalt concrete; the remaining section is being graded with crushed stone and preparing to lay asphalt concrete. By October 15, the package implemented by the company reached more than 80% of the contract value.

Currently, at the construction site, there are about 30 pieces of equipment and machinery (rollers, excavators, crushed stone spreaders, asphalt concrete paving machines, etc.) and more than 20 general workers. The unit is organizing 5 construction teams, working 3 shifts. In particular, machinery, equipment and human resources performing road surface rolling often work overtime until 10 pm. The company's leaders encourage the team of officers, engineers and workers to work overtime. The unit is focusing on construction, striving to complete the work according to the planned schedule. However, it is the rainy season, the water level is high, which is disadvantageous for the equipment transporting materials from the mine to the construction site.

Nhon Thanh Investment and Construction Joint Stock Company (contractor for package 9 of the Cao Lanh bypass project) has also made efforts to overcome difficulties, mobilizing many workers and machines to focus on construction. Up to now, the asphalt road surface has been completed, the package is basically completed.

Mr. Nguyen Van Thai, Commander of Package No. 9 (Nhon Thanh Investment and Construction Joint Stock Company) said that the unit implementing the package has a total length of 3 km. During the construction process, the supply of materials is sometimes delayed due to scarcity. The contractor tries to proactively find and purchase commercial materials to ensure progress. Currently, the construction of the road surface has reached 100%; to ensure traffic safety, the contractor has painted road markings.

According to the Department of Construction of Dong Thap province, the total construction value of the Cao Lanh bypass project has reached over 86% of the contract value; more than 11 km of asphalt has been paved and painted, the remaining section is being focused on construction to complete the route. It is expected that the asphalt concrete paving will be completed by the end of October 2025. The project is in the final stage, the contractor has arranged overtime and increased shifts day and night with the goal of completing the project as planned to celebrate the 14th National Congress of the Party.

Mr. Nguyen Luong Hoang, a consultant for the Cao Lanh bypass project (Central Institute of Transport Science and Technology) said that the unit has arranged to increase human resources and work overtime to ensure quality management of the project; promptly accept completed items to move on to the construction phase. This project has 3 construction packages (packages 9, 10 and 11); of which, packages 9 and 10 have been completed. Package 11, due to previous problems with construction materials, has been slower in progress; the contractor is trying to speed up the progress. According to calculations, the contractor will probably complete the asphalt concrete paving by the end of October 2025 and will complete the secondary works in November to hand over the project.

The Cao Lanh bypass belongs to phase 3 of the National Highway 30 upgrade project, Cao Lanh - Hong Ngu section. The National Highway 30 upgrade project, Cao Lanh - Hong Ngu section, was approved for investment by the Ministry of Construction (formerly the Ministry of Transport) in September 2008, divided into 3 phases. Phase 1 is the construction of the Hong Ngu bypass and phase 2 is the upgrade and expansion of about 40 km of National Highway 30 (from Phong My bridge, Phong My commune to the Hong Ngu bypass), both of which have been completed and put into use.

Regarding phase 3 - Cao Lanh bypass, construction began in 2010. By 2011, site clearance compensation was basically completed, part of the roadbed was constructed, and the project was temporarily suspended according to Resolution No. 11/NQ-CP of the Government on key solutions focusing on curbing inflation, stabilizing the macro-economy, and ensuring social security. After more than 10 years of suspension, Cao Lanh bypass construction resumed in July 2022.

Cao Lanh bypass has an investment capital of more than 900 billion VND with a length of over 14.5 km. The project starts at the intersection of An Binh (now in My Tra ward) and ends at the intersection of National Highway 30 near Phong My bridge (now in Phong My commune). The road surface is 11m wide, with a design speed of 80 km/h. Once completed and put into use, the project will reduce traffic volume on National Highway 30, contributing to promoting the socio-economic development of Dong Thap province.
