At the meeting, the City People's Council delegates informed voters of 3 communes about the content, time and organization of the regular meeting at the end of 2025 of the City People's Council.

Voters of three communes: Dan Phuong, O Dien and Lien Minh petitioned the City People's Council delegates about many problems and difficulties at the grassroots level.

Mr. Nguyen Van Son, a voter of O Dien commune, representing 193 households of 5 projects with agricultural land recovered but not yet granted service land in Tan Lap commune (old), now O Dien commune, said: The project has recovered and cleared the land for 10 years now, but has not yet been handed over to households. Voters request the City People's Council and departments, branches and sectors to consider removing obstacles so that households can receive service land as soon as possible, stabilize their lives and ensure their rights.

Voter Bui Van Tu, Lien Minh commune, proposed that the city should soon decentralize and authorize the People's Committee of the commune to manage the roads in the area, including the N4 route. Specifically, the N4 route is invested in and built by the People's Committee of Dan Phuong district (old). Currently, there are many items managed by different units under the Department of Construction, in which the roadway and sidewalk are managed by the Traffic Infrastructure Maintenance Board; the lighting system and trees are managed by the Technical Infrastructure Management Center. This dispersion often causes delays in handling incidents such as fallen trees, broken lights, short circuits, flooding, etc. because the units are far away and cannot be present in time, while the People's Committee of the commune does not have the authority to directly direct...

Speaking at the meeting, Chairman of the People's Committee of O Dien commune, Do Chi Hung, explained, clarified, and answered voters' questions within his authority.

On behalf of the City People's Council Delegation, Comrade Nguyen Doan Toan, Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Commission, informed voters about the socio-economic development situation; political security, social order and safety in the capital city in recent times.

Providing more information about some of the city's socio-economic development results in 2025, Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Department Nguyen Doan Toan emphasized that the city's future growth model will take science and technology, innovation and digital transformation as the main driving force to realize the aspiration to develop a green, smart and sustainable capital.

Recently, the Hanoi Party Committee has established a Steering Committee to build and perfect institutions and specific policies for the development of the Capital; the Steering Committee and the Steering Committee's Working Group to deploy and implement the Capital Planning for the period 2021-2030, with a vision to 2050 and the Capital Master Plan to 2045, with a vision to 2065; perfecting institutions and perfecting the Hanoi master plan are very important tasks for the development of the Capital.

Informing voters about some of the city's major projects, such as the Olympic Sports Urban Area Project, the Red River Scenic Avenue, the road connecting Gia Binh Airport to Hanoi..., Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Department Nguyen Doan Toan emphasized that major projects will be the driving force for the capital's development, promoting economic growth.

On behalf of the City People's Council Delegation Group No. 25, fully accepting the voters' recommendations, Head of the Hanoi Party Committee's Propaganda and Mass Mobilization Commission Nguyen Doan Toan requested that all people's matters must be resolved at the grassroots level as directed by General Secretary To Lam.
