With the theme "Proactively Adapting Parliaments for a Stable and Prosperous ASEAN", the 44th AIPA General Assembly focused on discussing issues on maintaining peace, security and stability through dialogue and cooperation; preventing terrorism and extremism; ensuring water, energy and food security; promoting green transformation to serve economic growth; and strengthening regional economic connectivity.
Reiterating the Indonesian proverb "A strong tree is not afraid of storms" when speaking at the session, the National Assembly Chairman proudly affirmed that despite facing many "headwinds", ASEAN has always stood firm and has never had a better position than today. On this occasion, the National Assembly Chairman affirmed that Vietnam will do its utmost together with ASEAN countries and AIPA member parliaments to build a strong and proactive ASEAN - AIPA. On that basis, the National Assembly Chairman proposed to AIPA:

Firstly, strengthen solidarity, promote ASEAN's central role and strategic value, seek support from partners and the international community in ensuring a peaceful, secure and stable environment in the region; ensure the principles of independence and autonomy, and maintain consensus with ASEAN's common stance and viewpoint.
Second, strengthen and expand intra-bloc cooperation in trade, investment, tourism, people-to-people exchange and technology transfer, financial and monetary cooperation, cooperation in the field of safe and sustainable digital transformation, and equitable energy transition. At the same time, strengthen ASEAN relations with partners to narrow the development gap...
Third, ASEAN Parliaments need to continue to enhance their role in law-making, create a favorable legal corridor, and strengthen their role in supervising ASEAN Governments in successfully implementing the Master Plans for ASEAN Community Building 2025.
Fourth, AIPA should continue to innovate and become an effective parliamentary cooperation channel, with good coordination between the Parliaments and Governments of countries. Vietnam supports the admission of the Parliaments of Cuba, Türkiye and Armenia as observers of AIPA.
Fifth, Vietnam proposed three draft resolutions to help ASEAN exploit its advantages in science, technology, and innovation to serve economic recovery and development, and exploit potential to develop agriculture, food, and forestry.
On this occasion, the National Assembly Chairman announced that the Vietnamese National Assembly will coordinate with the Inter-Parliamentary Union (IPU) to organize the 9th Global Conference of Young Parliamentarians in Hanoi in September 2023 and invite the Parliaments of ASEAN countries and observer countries to send delegations of young parliamentarians to attend this very important and meaningful event.
On the afternoon of August 7, National Assembly Chairman Vuong Dinh Hue met with Lao National Assembly Chairman Saysomphone Phomvihane and Cambodian Senate Vice President Kittisangkahabindit Tep Ngorn. On the same morning, National Assembly Chairman Vuong Dinh Hue met with Thai House of Representatives Speaker Wan Muhamad Noor Matha. Earlier, on the afternoon of August 6, National Assembly Chairman Vuong Dinh Hue met with Philippine House of Representatives Speaker Ferdinand Martin Romualdez.
