The investor representative said that they are making efforts to have enough sand to construct the Ho Chi Minh road section through Kien Giang and Bac Lieu in 2024.


Shortage of 1.8 million cubic meters of sand

"Just recently, we still had to buy commercial sand from Cambodia at a price of more than 300,000 VND/m3.

Up to this point, Hai Dang has purchased nearly 10,000m3 of sand to serve the construction of Ho Chi Minh Road," said Mr. Do Duc Binh, General Director of Hai Dang Joint Stock Company, the contractor for the XL1 package of Ho Chi Minh Road, Rach Soi - Ben Nhat section, on the afternoon of November 18.

Some contractors have to buy sand at high prices from Cambodia due to lack of supply.

"We tested this Cambodian sand sample before bringing it to the construction site. The quality of the legal sand source and the genuine Cambodian sand is almost identical," affirmed Mr. Vo Duy Hung, Head of Project Management Department 2, Ho Chi Minh Road Project Management Board.

The Rach Soi - Ben Nhat, Go Quao - Vinh Thuan section project has a total length of nearly 52km, passing through Kien Giang province for over 45km and Bac Lieu province for nearly 7km. The total investment of the project is over VND 3,904 billion and started on March 6, 2024, expected to be basically completed in 2025.

But so far, Kien Giang has only handed over nearly 80%, while Bac Lieu province has handed over over 82% of the site. Cumulatively, the construction volume by the end of October only reached over 9% of the contract, about 8% behind schedule.

Regarding construction, Mr. Vo Thanh Hung, a specialist at the Ho Chi Minh Road Project Site Management Office, Rach Soi - Ben Nhat section, confirmed that at this point, there is only a certain source of about 300,000m3 of sand.

Many locations had to stop construction and wait for sand.

This is the amount of sand that contractors officially import from Cambodia, quality guaranteed.

However, the price of sand imported from Cambodia is more than 300,000 VND/m3, while according to the investor, the price of sand paid according to the contract is less than 240,000 VND/m3...

The remaining 1.8 million m3 of sand (the total project demand is about 2.1 million m3 of sand) is waiting for completion of documents and procedures to exploit the sand mine in Tien Giang and the sea sand mine near Hon Son (Kien Hai district, Kien Giang province).

New sand mine will be exploited at the end of the year

"The sand mine in Tien Giang has a reserve of about 1.98 million cubic meters of sand. The environmental impact assessment is being completed and is expected to be exploited in time for the end of the year. This sand mine will be exploited for about a year," said Mr. Hung.

Regarding the reserve sand source, Mr. Hung said that he had previously conducted exploratory drilling at Hon Son. The distance to transport sand from this mine to the construction site is about 100km.

"We are currently making adjustment documents because survey results show that we need to mine about 30m deeper to get quality sand.

After that, everything must be approved by the People's Council of Kien Giang province before we are allowed to exploit. We are trying to complete everything this year," said Mr. Hung.

The Ho Chi Minh Road construction investment project through Kien Giang and Bac Lieu is a component project of the Ho Chi Minh Road project. The project is invested by the Ho Chi Minh Road Project Management Board. This year, the disbursed capital for the project reached over 1,060 billion VND.

The project has a route length of nearly 52km. The completed phase is according to the scale of a grade III plain road, 4 lanes, design speed 80km/h.

The total number of households in need of resettlement is about 181 households in Kien Giang province. The project has three resettlement areas, about 1.7 hectares in Kien Giang province, which are being urgently constructed by the relevant agencies.
