The enforcement committee shall measure, determine the location and area, set up boundary markers of the violating plots of land, make a record of measurement, hand over the plot of land, record the inventory of constructions and structures to be demolished, and equipment and assets to be relocated on the land.
The enforcement work was witnessed by representatives of the local government, violators and local residents. The authorities demolished the illegal structures and objects, then moved assets and equipment out of the occupied land area; and handed over the land area to the People's Committee of Duong To commune for management according to regulations.
At the scene, on the morning of September 18, no violators resisted or obstructed the enforcement of the authorities.
According to the Enforcement Committee of Phu Quoc City, the enforcement ensures the correct content, order, and procedures according to the provisions of law and ensures absolute safety for the members participating in the enforcement process. The enforcement took place on September 18.

Speaking to reporters, Vice Chairman of the People's Committee of Kien Giang Province, Le Quoc Anh, said that the province's stance is to enforce all remaining villas according to regulations. Recently, the authorities have been checking the contents, order, and procedures to carry out the enforcement.
“Kien Giang province’s stance is to enforce the demolition of all 79 illegally built villas. However, the province and Phu Quoc City will review the documents to ensure the enforcement is in accordance with the law,” said comrade Le Quoc Anh.
According to the People's Committee of Phu Quoc City, on May 24, 2007, the People's Committee of Kien Giang Province issued Decision 904/QD-UBND on land recovery and assigned to the People's Committee of Phu Quoc District (now Phu Quoc City) to develop a compensation and site clearance plan to implement the planning of the North and South Bai Truong residential tourist area in Duong To Commune with a total area of 10,544,620.56m2.
In 2022, the People's Committee of Phu Quoc City discovered that a number of subjects had arbitrarily entered the above land area to construct works and architectural structures without permission from competent state agencies, showing signs of violations in the land sector.

The People's Committee of Kien Giang province established a special working group to inspect and handle violations of the law on land, forestry and construction in Phu Quoc city. The Chairman of the People's Committee of Phu Quoc city has directed the establishment of an inspection team and advised on handling administrative violations in the field of land and construction in Duong To commune, including the above area.
Through the inspection results, a number of cases of encroachment on State-managed land were discovered, including the 14 cases above. The People's Committee of Phu Quoc City has directed the People's Committee of Duong To Commune to coordinate with relevant units to prepare documents to handle violations of the 14 cases above in accordance with regulations.

During the process of collecting relevant documents and evidence to establish a case for handling violations, the above individuals could not provide documents proving legal land use rights according to regulations, and did not have the origin and process of land use.
The People's Committee of Phu Quoc City issued decisions to handle administrative violations against the above 14 individuals. After issuing decisions to force the implementation of remedial measures for the above 14 cases, the individuals deliberately avoided and did not voluntarily comply with the remedial measures as prescribed.

PROSECUTION OF 3 DEFENDANTS
A representative of the People's Procuracy of Kien Giang province said that regarding the case of 79 illegally built villas, the Investigation Police Agency of Kien Giang Province Police has initiated a case and prosecuted 3 defendants: Nguyen Dat Nghia, Ngo Thi Cam Nhung and Nguyen Van Giau for fraud and property appropriation. The investigation agency has also identified 3 victims. The case has now been investigated and the People's Procuracy of Kien Giang province has been requested to prosecute the above defendants.
