Completed job position list for salary position reform
Questioning the Minister of Home Affairs, Delegate Pham Thi Kieu - National Assembly Delegation of Dak Nong province affirmed that the construction of job positions in the political system in general and in administrative agencies, organizations, and public service units in particular is very important to implement salary policy reform. However, the construction has not been completed yet. Therefore, the delegate asked the Minister to provide solutions to complete this task in the coming time?
Responding to questions, Minister of Home Affairs Pham Thi Thanh Tra affirmed that the construction of job positions to prepare for salary reform in particular as well as job positions to manage, restructure, improve quality, and define public service professions is one of the extremely important tasks.
Minister of Home Affairs Pham Thi Thanh Tra said that to reform salaries, at this time, we have completed the list of job positions: For administrative agencies, there are 866 positions; for public service units, there are 615 positions; for commune-level civil servants, there are 17 positions.
In particular, regarding leadership positions, to date, there has been Conclusion No. 35 of the Politburo on the list of leadership positions and equivalent positions of the political system from the Central to the grassroots level; the total number is 232 positions from the Central to the commune level. "In addition, from 2016 to now, basically ministries, branches and localities have implemented the construction of job positions, but it has not been completed, not fully guaranteed, scientifically and fundamentally," said the Minister.
Also according to the Minister of Home Affairs, recently, implementing Decree No. 62 and Decree No. 106 of the Government, agencies are about to complete all contents, thereby ensuring synchronous and comprehensive implementation in the state administrative system.
However, for agencies belonging to the Party, the Fatherland Front, and socio-political organizations, there needs to be unified direction to ensure consistency in the political system. For the National Assembly, the Delegation Work Committee will carry out this work, in order to meet the spirit of implementing the salary reform policy from July 1, 2024.
Minister Pham Thi Thanh Tra also requested ministries, branches and localities to urgently implement salary policy reform in a timely manner.
"We also reported to the Central Steering Committee on payroll management to organize a meeting to synchronously deploy this issue, ensuring unified, synchronous and consistent implementation. The Ministry of Home Affairs also advised the Government on job positions in the state administrative system, ensuring timely implementation in the coming time, so that ministries, branches and localities can complete job positions in the soonest time, thereby being able to implement the salary reform roadmap that the National Assembly will decide in this session."
Will consider promotion for school officials
Questioning the Minister of Home Affairs, delegate Trinh Minh Binh (National Assembly Delegation of Vinh Long Province) said that school staff have an important position and role in organizing teaching and learning activities of the school. However, the current salary of school staff is still very low. "When reforming the new salary policy, does the Minister have any solutions to improve the salary of school staff?" - delegate Trinh Minh Binh asked.
Responding to questions, Minister of Home Affairs Pham Thi Thanh Tra assessed that "this is a very practical question". Currently, there are 150,000 school staff including treasurers, accountants, and clerks. The salary regime for school staff is still very low, not ensuring the minimum regional salary according to regulations.
In the coming time, the Ministry of Home Affairs will request localities to conduct a comprehensive review of school staff and have a plan to properly arrange the list of job positions to reform salaries for this group.
"They are civil servants and do not receive the 25% public service allowance, so if there is a new salary reform, they may be disadvantaged. Meanwhile, localities and ministries have not yet provided guidance on civil servant promotion exams" - the Minister of Home Affairs said that he will consider promoting school officials.
