Delegates proposed allocating adequate resources to urgently restore schools in flood-affected areas.

Delegate Tran Hoang Ngan (HCMC) assessed that after the recent floods, many schools were submerged, damaged, and books rotted, so it is necessary to allocate adequate resources to restore and provide urgent support to schools in flood-affected areas.

On the morning of November 24, National Assembly deputies discussed in groups two reports on investment policies for the national target program on modernization and improvement of education and training quality for the 2026-2035 period, and the national target program on health care, population and development for the 2026-2035 period.

Restoring schools and providing medical care for flood-affected areas is urgent.

Agreeing with the health program, delegate Tran Hoang Ngan (HCMC) said that issuing a resolution on a specific policy mechanism to create a breakthrough for education and training to institutionalize the Party's guidelines according to Resolution 71 of the Politburo is extremely necessary.

According to Mr. Ngan, the national target program on education and training is like a financial plan to implement resolutions of the National Assembly and the Party.

"In the current context, education and training must truly be the top national policy and need to be invested in appropriately to fulfill the important task: training high-quality human resources to meet the requirements of rapid and sustainable development of the country," Mr. Ngan emphasized.

Regarding the resources to implement the education program of about 580,000 billion VND, Mr. Ngan assessed that it is not too large compared to the practical needs of the industry. He suggested that it should be clarified to avoid overlapping with other programs.

Speaking further, the Ho Chi Minh City delegate stated that after the recent floods and storms, many localities had schools that suffered heavy damage, with libraries, books, desks and chairs... almost all swept away or damaged.

Therefore, Mr. Ngan suggested that in this program, it is necessary to immediately allocate an appropriate portion of resources for recovery and emergency support, helping schools quickly repair and upgrade to ensure continuous educational activities.

"Similarly, in the health sector, delegates also proposed prioritizing resources to repair and restore medical stations and hospitals affected by natural disasters. This is an urgent requirement," Mr. Ngan said.

This local mechanism proposal is supported by other localities.

Speaking at the meeting, Mr. Phan Van Mai - Chairman of the National Assembly's Economic and Financial Committee - said that for the two education and health programs this time, according to the budget estimate that has just been approved, they have not yet been arranged in the estimate.

Of which, the demand for education is about 100,000 billion VND, and for health care is about 68,000 billion VND. Currently, the Ministry of Finance is consulting the Government to balance these resources.

"We must affirm that the national target program on education and health development is very necessary, should be implemented and needs to be fully resourced. However, in the context of limited resources and a large number of national target programs as present, the problem is to determine the right focus and key points, avoid duplication and overlap in investment and ensure efficiency and practicality," said Mr. Mai.

Speaking further about the program's implementation method, Mr. Mai said that the Central Government will set goals, manage based on goals and allocate resources; and the implementation will be assigned to localities and bases.

"For example, currently in the communes we only have one general steering committee for all target programs. Even though there are five or seven different contents, only one steering committee is responsible for deciding and implementing. This is the second point we would like to report during the discussion at the National Assembly Standing Committee," Mr. Mai added.

In addition, Mr. Mai said that other localities supporting disadvantaged localities in building new rural areas, reducing poverty or developing rural areas is very meaningful in practice.

"Therefore, this resolution proposes some additional mechanisms, for example, as stated in the resolution, this locality is allowed to use its budget to support other localities. Or the mechanism allows businesses in this locality to support projects in other localities and deduct corporate income tax...", Mr. Mai stated.

Focus on investing in educational infrastructure

Delegate Nguyen Thi Yen (HCMC) suggested that it is necessary to clarify whether the two resolutions approving these investment policies are a national target program or not.

According to Ms. Yen, there are currently three national target programs (sustainable poverty reduction, new rural areas, and development of ethnic minority mountainous areas) that overlap in terms of subjects and create a huge reporting burden at the commune level (three steering committees).

From there, delegates suggested reviewing each project in the programs to avoid duplication.

Regarding investment mechanisms, delegate Tran Hoang Ngan proposed focusing on four contents. The first of which is investment in educational infrastructure.

According to Mr. Ngan: "This is the most important content. We must ensure enough schools, we cannot have a shortage of schools; at the same time, schools must meet the requirements of standardization and modernization."

The delegate continued: "Especially at preschool and primary levels, it is necessary to pay attention to investing in playgrounds for children, areas for physical training, sports, and skill development. With the goal of comprehensive training in "morality - intelligence - physical fitness - aesthetics", the infrastructure must fully meet these requirements for the preschool and general education system."

Along with that, Mr. Ngan suggested investing in digital transformation and developing innovation, including investing in research and development (R&D) centers. Next, dedicating resources to fostering digital knowledge, foreign languages, artificial intelligence... and organizing regular training courses for teachers...
