Provincial People's Council delegates meet voters in Ninh Binh city

On the afternoon of June 18, the delegation of the Provincial People's Council and the delegation of the Ninh Binh City People's Council had a meeting with voters of Dong Thanh, Van Giang, Phuc Thanh, Tan Thanh, Thanh Binh, Ninh Son wards and Ninh Phuc commune.

Attending the meeting were comrades: Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Huu Quy, Member of the Provincial Party Standing Committee, Head of the Provincial Party Committee's Internal Affairs Committee; Hoang Van Kien, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; leaders of the Vietnam Fatherland Front Committee of Ninh Binh province and city.

At the meeting, with a frank and open spirit, voters of wards and communes reflected and made recommendations to the delegates of the Provincial People's Council and the City People's Council on a number of issues arising in practice, which have received public attention and need to be considered and resolved by all levels and sectors.

Accordingly, in the field of planning and construction investment, voters suggested that the province prioritize the allocation of resources to invest in infrastructure and urban landscape so that the city can complete the standards of a type 1 urban area; update the province's master plan and allocate investment resources to complete the Bai Dinh - Kim Son road construction investment project passing through Ninh Binh city, Hoa Lu, Yen Khanh and Kim Son districts. At the same time, invest in renovating the road on the Hoang Long and Day rivers; call for investors in the urban area in the north of the city; plan the entire corridor inside the Hoang Long and Day rivers from Truong Yen to Bich Dao ward to attract investment.

Voters proposed to soon invest in building a road through the residential area of Vinh Tien village, Ninh Phuc commune; and extend Luong Van Tuy road to serve the traffic needs of people and students. They suggested that the province update and supplement the planning and allocate investment capital for Dinh Tien Hoang road extending from Le Hong Phong road to Cha La bridge, Van Giang ward, connecting with Trieu Viet Vuong road (Bich Dao ward).

Regarding the project to build a market behind the old Maternity and Pediatrics Hospital, voters requested the province to promptly hand over the planned market land to the city to temporarily arrange businesses in the old Maternity and Pediatrics Market, Dong Thanh Market and Rong Market during the project construction period. Request the province to pay attention to investing in building a Trade Center or market in Phuc Son Industrial Park to serve the buying and selling needs of workers and local people. Direct the early relocation of Ninh Binh College of Economics - Technology and Tourism to expand the construction of Dinh Tien Hoang Primary School. Request competent authorities to consider handing over some headquarters of agencies and organizations after moving to the new headquarters, currently not using land and assets attached to the land to the locality for public use, to avoid wasting resources.

Regarding land, voters proposed to adjust a number of regulations in implementing Decision No. 64, dated November 28, 2022 of the Provincial People's Committee on promulgating regulations, conditions for land division, land consolidation and minimum area for land division for each type of land in Ninh Binh province to suit the reality; direct departments and branches to inspect and handle according to regulations a number of projects in Tan Thanh ward that are not being used for the right purpose.

Regarding the environment, voters reflected that the wastewater system in residential areas in Ninh Binh city is still discharged into the natural environment such as rivers, streams, canals, ditches... and has not been treated, causing water pollution and environmental sanitation, affecting people's health. Voters requested the Provincial People's Council and People's Committee to pay attention to directing and solving this problem. They requested the province to pay attention to increasing funding to support the city in waste treatment; planting trees, flowers, ornamental plants, environmental sanitation, lighting...; speeding up the implementation of planning and soon moving the production workshops of the two enterprises Xuan Truong and Xuan Thanh out of residential areas to ensure environmental sanitation and urban beauty.

In addition, voters also proposed that the Provincial People's Committee allow the planning of some streets so that people can use the sidewalks temporarily at certain times in the morning, noon or evening to do business in tourism services and develop the night-time economy. Propose that the Provincial People's Council and People's Committee have a mechanism to support funding for funerals carried out in the form of "cremation"; have a document to lead and direct cadres and party members working in agencies, departments, branches and sectors from the provincial to district and commune levels to follow the model of "Residential areas implementing civilized and progressive funerals". Propose that the province have a mechanism and policy to support the position of Chairman of the Commune-level Veterans Association who has received pension benefits and is not entitled to position allowances and public service allowances. Increase the annual operating support budget for the Front Committee in residential areas.

Speaking at the meeting, Comrade Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee highly appreciated and sincerely thanked the voters for their enthusiastic and responsible opinions on the issues raised. Briefing voters about the socio-economic situation of the province in the first 6 months of the year, he affirmed that, in the difficult conditions of the whole country, with the close leadership and direction of Party committees and authorities at all levels, the consensus and responsibility of all people, Ninh Binh has achieved many very proud results: The socio-economy continues to have stable and steady development, the growth rate is relatively high compared to other provinces and cities in the country; budget revenue meets the set progress and Ninh Binh is proud to be a province that balances its budget with regulation to the Central Government. The average income per capita of the whole province in 2023 ranks 11th out of 63 provinces and cities in the country; tourism develops, creating many jobs for people; political security, social order and safety are guaranteed.

The Chairman of the Provincial People's Committee received the opinions and recommendations of voters and discussed and clarified issues that voters are concerned about such as: planning; traffic; capital allocation for projects in the city; land and environmental management; urban renovation and beautification; urban order and market planning; waste and wastewater fees, etc. He requested the leaders of Ninh Binh city to focus on directing the resolution of issues under their authority that voters raised at the meeting. At the same time, he hoped that voters would continue to unite and join hands to build the city to be more civilized and prosperous.
