Hanoi People's Council delegates "pursue" responsibility for slow administrative procedure settlement

Responding to the question of delegate Hoang Thi Thuy Hang about administrative procedures and slow and late business registration dossiers, the Director of the Department of Planning and Investment said that the number of business registration dossiers in the 3 years that the Department was slow and late was 16,157 dossiers. The absolute number is large but the average per year is only 0.7%. In 3 years, the Department has processed over 762 thousand business registration dossiers in the area, on average processing more than 1 thousand dossiers per day, this is a very large number.

Regarding the cause, Director of the Department of Planning and Investment Le Anh Quan said that there were objective reasons related to total tax, tax code and registration on the national system... "Through this, we will try to improve the administrative reform work of the Department in the coming time" - Director of the Department of Planning and Investment said.

At the same time, he said that through the inspection of public services as well as the supervision of the City People's Council, the Department has reviewed 3 regulations of the Department: working regulations, monthly staff assessment regulations in conjunction with Directive 24-CT/TU of the City Party Committee and the issue of protecting staff who dare to think and dare to do, continuing to assign tasks transparently and clearly in the coming time. In addition, the Department will continue to regularly review internal procedures.

"The Department has reviewed and issued 42 internal procedures. This year, it will continue to review and issue them and will launch a "one-stop" department with qualified procedures for easy management and to avoid corruption for people and businesses. At the same time, the Department will advise the City People's Committee to issue a process of interconnection between the city's departments and branches to limit delays; identify the focal point. The Department will regularly control and urge to work with departments, branches and focal agencies to promptly advise the city on issues of delays and delays. Along with that, it will coordinate to review the coordination regulations with the Office of the People's Committee and the City People's Council Committees to issue internal procedures" - the Director of the Department of Planning and Investment informed.

Responding to delegate Hoang Thi Thuy Hang regarding the content of handling administrative procedures in the land sector, Director of the Department of Natural Resources and Environment Le Thanh Nam said that the Department always considers the center and regularly pays attention to handling work at the one-stop and inter-connected one-stop departments. There are 107 administrative procedures of the Natural Resources and Environment sector. Currently, 100% of the procedures are announced by the City and the process of handling administrative procedures is developed. Implementing the Land Law 2024, the Department will continue to deploy solutions in accordance with the Law.

According to the Director of the Department of Natural Resources and Environment, for some related problems such as more than 300 late files of the Department of Natural Resources and Environment, the Department will review and if there is any delay, an apology letter will be sent. However, for some files due to staff errors, the Department will review and learn from experience.

"Synthesizing data from the beginning of 2024, the number of records received by the Department of Natural Resources and Environment is more than 300,000 records and has completed 267,000 records. Regarding administrative procedures, the Department controls weekly and builds transparent content for handling records to avoid the situation where each place has different views on handling" - Director of the Department of Natural Resources and Environment informed.

Answering the question of delegate Le Thi Thu Hang (Tay Ho District Group), Chief of Office of Hanoi People's Committee Truong Viet Dung said that current administrative procedures according to the regulations of the Central Government and Hanoi City include 2 types: administrative procedures and internal administrative procedures.

Regarding the simplification of administrative procedures, the total number of administrative procedures in Hanoi is 1,875, up to now the decentralization and authorization plan is 613 administrative procedures. It is being reviewed, and in the coming time, 517 administrative procedures will continue to be decentralized and authorized. Based on the Prime Minister's assignment, the rate of administrative procedure simplification has reached over 57%. Currently, the average rate of the whole country as prescribed by the Government is over 20%, and in Hanoi alone it is over 57%.

Identifying this early and from afar, the Office of the Hanoi People's Committee and departments and branches, with the strong direction of the Chairman of the Hanoi People's Committee, have built and simplified 1,070/1,875 administrative procedures (reaching 50.4%).

Regarding internal administrative procedures, up to now, Hanoi has issued a plan and shown it in 5 implementation steps. According to the Plan, Step 1 of the Government Office will synthesize all administrative procedures at the local level and announce them locally but have not been completed. However, the city has proactively identified 5,545 internal administrative procedures in the city, of which the City People's Committee has 130 administrative procedures; 40 administrative procedures at the department level; 1,808 procedures at the district, town and city level; 3,001 administrative procedures at the commune level and 146 interconnected procedures. On this basis, the city has simplified administrative procedures, and up to now, the city level has simplified over 20%.

Regarding the urging task force, the city established a task force from August 2023 to July 2, 2024 with 74,661 assigned tasks. The rate of late tasks assigned by the Central Committee, City Party Committee, and People's Council, previously 21%, has now decreased to 12%. The task force signed 25 internal documents, held 15 meetings, thereby influencing changes in the awareness of departments and branches and establishing a specialized team to urge the implementation of assigned tasks.

After Directive 24-CT/TU (dated August 7, 2023) of the Standing Committee of the Hanoi Party Committee on "Strengthening discipline, discipline and responsibility for handling work in the political system of Hanoi city" was issued, the Office of the City People's Committee issued over 524 documents urging and criticizing the responsibilities of departments and branches, thereby having very positive changes, departments and branches have raised awareness in performing their tasks.
