Giving specific comments on renting social housing for enterprises, cooperatives, cooperative unions, state administrative agencies, and public service units (Article 10), delegate Nguyen Huu Thong proposed to supplement Clause 1 of the draft in the direction of stipulating that manufacturing enterprises in industrial parks, in addition to renting worker accommodation for their workers, can also rent social housing for their workers to live in (for industrial parks without worker accommodation).

Because currently, manufacturing enterprises in industrial zones are in great demand, it is necessary to create conditions for renting social housing to stabilize accommodation for workers, especially enterprises that need a lot of labor; in fact, many industrial zones have invested in social housing projects for workers and will not invest in worker accommodation anymore. If it is only regulated that manufacturing enterprises in industrial zones can only rent worker accommodation, then in cases where the industrial zone does not have worker accommodation but only has social housing for workers, enterprises will not be allowed to rent.
Therefore, Clause 1, Article 10, delegates propose to revise as follows:
“1. Enterprises, cooperatives, cooperative unions (hereinafter referred to as enterprises), state administrative agencies, and public service units are allowed to rent social housing from project investors to arrange accommodation for their cadres, civil servants, public employees, and workers. Manufacturing enterprises in industrial parks are allowed to rent worker accommodation or rent social housing for workers (for industrial parks without worker accommodation) for their workers to stay. In case the worker is a foreigner, he/she must temporarily reside in accordance with the provisions of law on entry, exit, transit, and residence of foreigners in Vietnam.”.
In addition, delegate Nguyen Huu Thong also agreed with some delegates that this is a very humane policy for a very special subject. However, if we cannot control the selling price and rental price, the effectiveness of the policy will be greatly affected. Therefore, the delegate suggested that the Government have a good control method so that beneficiaries can easily access it.
The National Assembly 's draft Resolution on piloting a number of specific mechanisms and policies for social housing development aims to institutionalize the Party's guidelines and policies, create a clear legal corridor, remove difficulties and obstacles, and attract businesses to invest in social housing construction. At the same time, the Resolution aims to contribute to improving social welfare for all people, especially for cadres, civil servants, public employees, and workers, including groups affected by the merger of provinces and centrally run cities. The scope of application is nationwide, and the subjects are agencies, units, enterprises, organizations, and individuals involved in the development, management, use, and ownership of social housing, workers' accommodation, and housing for the armed forces. The Resolution is expected to take effect from August 1, 2025 and be implemented for 5 years.
The draft does not create new administrative procedures, but focuses on cutting unnecessary procedures, helping to significantly shorten the implementation time of social housing projects. One of the prominent mechanisms is to select investors without bidding. Provincial People's Committees can directly assign or approve investment policies and simultaneously assign project investors. For projects for the armed forces, the Ministry of National Defense and the Ministry of Public Security will coordinate with localities to implement. This solution is expected to shorten the time to complete procedures to a maximum of 75 days, a reduction of about 70% compared to the current process.
In addition, the draft also cuts many administrative procedures, such as removing the requirement to appraise the feasibility study report, exempting construction permits for projects applying sample designs or typical designs announced by state agencies. According to calculations, if these mechanisms and policies are approved by the National Assembly, the implementation time of social housing projects can be shortened by 70-90%, equivalent to 375-525 days compared to present. This is expected to be an important solution to help speed up the implementation of the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021-2030", thereby creating conditions for people to soon access suitable housing, improve their lives and contribute to completing social welfare goals.
