Delegate Pham Hung Thai - Head of the Tay Ninh National Assembly Delegation: Comments on the draft Law on National Defense Industry, Security and Industrial Mobilization

Delegate Pham Hung Thai - Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Tay Ninh province spoke at the group discussion.

At the discussion, delegate Pham Hung Thai - Standing Deputy Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Tay Ninh province gave comments on the Draft Law on National Defense Industry, Security and Industrial Mobilization.

Mr. Pham Hung Thai basically agreed with the Government 's submission and the report of the National Defense and Security Committee's review of the draft law. However, the delegate said that Article 2 of the draft law does not ensure consistency and strictness in the regulations on core defense industrial establishments and security industrial establishments; the regulations do not fully and maximally cover the resources of mobilized industrial establishments. Delegate Pham Hung Thai suggested that the Drafting Committee study and review the above contents so that when the law is promulgated, it ensures consistency, completeness and strictness.

In Article 9 of the draft law, which stipulates the process of establishing, appraising, approving, promulgating, and adjusting plans for construction and development of the defense industry and security industry, the Head of the National Assembly Delegation of Tay Ninh province proposed to clearly stipulate that the planning for construction and development of the defense industry and security industry must be carried out by the Ministry of National Defense and the Ministry of Public Security , and the Prime Minister must approve new plans in accordance with the nature and position of defense and security and the importance of this work.

On November 9, 2023, the National Assembly continued to discuss the adjustment of some contents of Resolution 53/2017/QH14 dated November 24, 2017 of the National Assembly on the feasibility study report of the Land Acquisition, Compensation, Support and Resettlement Project of Long Thanh International Airport; discussed the draft resolution on piloting some specific mechanisms and policies on investment in the construction of road traffic works and discussed in groups the draft Law on Organization of People's Courts (amended).
