Before the discussion, delegates listened to Chairman of the National Assembly's Committee for People's Aspirations and Supervision Duong Thanh Binh present the Report on the National Assembly's proposed Supervision Program for 2026.
Based on the characteristics and special situation of 2026, the Committee recommends that the National Assembly allow not to propose thematic supervision content in the National Assembly's 2026 Supervision Program.
Accordingly, the expected content of the National Assembly's Supervision Program in 2026 is as follows: At the first session, the 16th National Assembly will consider 8 reports of the Government , 1 report of the National Assembly Standing Committee and other reports of relevant agencies as prescribed by law.

At the second regular session, the 16th National Assembly will consider 22 reports of the Government, including the implementation of Resolution No. 56/2022/QH15 dated June 16, 2022 of the National Assembly on the investment policy of the Ring Road 4 Construction Investment Project - Hanoi Capital Region.
At the same time, the National Assembly reviewed three reports of the National Assembly Standing Committee and other reports of relevant agencies in accordance with the law; conducted one question-and-answer session of National Assembly deputies.

Regarding some recommendations and proposals, Mr. Duong Thanh Binh said that the remaining months of 2025 and 2026 are important in successfully implementing the Resolution of the 13th National Congress and the 14th National Congress of the Party.
Along with that, the organizational structure of the National Assembly has changed when 2 new National Assembly Committees were established, at the same time, the streamlining of the political system, the merger of administrative units, and the organization of 2-level local governments. Since then, the number of National Assembly delegations of provinces and cities has decreased from 63 to 34, but the scale of the delegations will be larger, and the number of full-time delegates will also increase. Therefore, besides the difficulties, there will be many favorable conditions to perform the supervisory function better and more effectively.

Therefore, supervision work needs to continue to be focused on, experience drawn, and solutions improved and innovated to suit the new practical situation. In particular, it is important to promote the spirit of initiative in supervision activities, promote the application of information technology, and proactively supervise right from the implementation of laws, ordinances, and resolutions of the National Assembly.
“In particular, it is necessary to closely follow the practical situation of law enforcement, ensure that supervision activities are focused and key, avoid overlap, improve effectiveness and efficiency, contribute to perfecting policies and laws, and improve the effectiveness and efficiency of state management,” Mr. Duong Thanh Binh emphasized.
Need to monitor "hot" issues of interest to voters
Discussing at the meeting hall, delegate Pham Van Hoa (Dong Thap delegation) emphasized the importance of the National Assembly's supervision of issues of concern to voters nationwide, thereby overcoming shortcomings and limitations, meeting the expectations of the people nationwide.

The Dong Thap delegation proposed that the National Assembly's supervision in 2026 should focus on preparations for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Along with that, it is necessary to supervise current "hot" issues such as counterfeit goods, fake goods, poor quality goods, trade fraud, etc.
“Although we have monitored, inspected, urged, and reminded relevant units about this issue in the past, the effectiveness is unclear. Therefore, in 2026, we need to conduct specialized monitoring on this content. In addition to the monitoring of the Committees, we can conduct independent monitoring so that National Assembly deputies can promote their role,” delegate Pham Van Hoa suggested.

Meanwhile, delegate Nguyen Tao (Lam Dong Delegation) proposed that the National Assembly add to the content of the 2026 Supervision Program Resolution No. 202/2025/QH15 on the arrangement of provincial-level administrative units in 2025. From there, it is possible to evaluate the results achieved after one year of implementation; point out the shortcomings, inadequacies, and difficulties in the practical implementation in 23 new administrative units after the merger and make specific recommendations to the National Assembly.

Delegate Trinh Xuan An (Dong Nai Delegation) agreed with the proposal not to organize thematic supervision of the National Assembly in 2026. This is a reasonable experience from previous terms, suitable for the context of the transition year. However, the delegate requested clarification of the content of the Government's "report review" activity in the draft Resolution.
Delegate Trinh Xuan An also proposed that the National Assembly add supervision content on the arrangement of two-level local governments, not just the arrangement of provincial-level administrative units in 2025, so that people can grasp the information.

Delegate To Ai Vang (Soc Trang Delegation) was concerned about the exploitation, production, supply of clean water and drainage in urban and rural areas, which are raising a number of issues that are of public concern, such as: Enterprises investing in the clean water sector are still limited; water sources are polluted... From there, the delegate proposed that the National Assembly consider including in the 2026 supervision program on "Implementation of policies and laws on exploitation, production, supply of clean water and drainage in urban and rural areas".
“The National Assembly Standing Committee needs to coordinate with the Government to synthesize and review difficulties and inadequacies in implementing policies and laws on equitization in the sectors of exploitation, production, supply of clean water and urban and rural drainage to soon have a solution,” delegate To Ai Vang suggested.
On the same morning, National Assembly deputies discussed in the hall the draft Resolution of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city. Minister of Finance Nguyen Van Thang spoke to explain and clarify a number of issues raised by National Assembly deputies.
